3rd Set of Questions

FA8224-20-R-0001

ISSUES & QUESTIONS CONCERNING SOLICITATION

1. PWS Basic 22 January, 2020. Paragraph 12.1.1, page 23.

To facilitate TO PWS scheduling, will the contractor have access to the PAC and TSS data?

The contractor will have access to the PAC and TSS system.

2. PWS Basic 22 January 2020. Paragraph 12.1.2m page 23. Appendix C, pp Please provide a full list of required training topics, as well as equivalency parameters.

The list of required training (Table 12.1) is located on page 24 of the solicitation. The only training the government will not conduct are the last two courses on page 26; the Hazard Communication Training (HAZ/COM) and Lockout/Tagout Program. These can be downloaded from the internet. There are no written equivalency parameters at this time. See paragraph 12.1.2.

3. PWS Basic 22 January 2020. Appendix C, paragraph C, page 33.

Statement: “Contractor personnel must receive Explosive Safety Awareness Training if their duties require entry into the Explosive Safety Zone”. How many employees require this?

This training is not required before the contract is awarded. If an employee is assigned to The Explosive Safety Zone, the contractor will contact the OO-ALC Safety Office 801-586-0168 to schedule the training.

4. PWS 12.1 States, “A roster of completed training shall be provided to the COR no later than sixty (60) days after the task order award (date contract signed by contracting officer) for each task order. Any additional new employees hired within the POP shall attend site specific and regulatory mandated Government training, and a new roster provided to the COR within thirty (30) days. The roster shall include employee name and the title of each course taken. (CDRL A001)”. However, section 12.2.4 states, “The contractor shall provide a training roster of all contractor employees trained, the type of training (Government provided or contractor- provided), date trained, and what course(s) they were trained on within fifteen (15) days after training occurs (CDRL A001).” These two standards seem to be in direct contradiction with one another. Please clarify.

The sixty (60) days specified in your question is the time a roster has to be presented at the start of the task order award date. The thirty (30) deadline above is the amount of time a revised roster is to be presented whenever additional personnel are hired and trained. The fifteen (15) days last 15 day limit has been changed from fifteen (15) to thirty (30) days.

5. CDRL A003 Accident/Incident Report references paragraphs 6.4, 6.4.1-6.4.6. However, the PWE dated 22 January 2020 on Beta.SAM only has 6.4.7-6.12 listed. Is this a typo and in fact, 6.7-6.4.12 are intended to be paragraphs 6.4.1-6.4.6 as described in the CDRL?

The PWS has been revised to state sub-paragraphs 6.4.1-6.4.12.

6. Not all companies currently participate in the VOLUNTARY Protection Program due a myriad of reasons since it is VOLUNTARY and according to the sources it takes a minimum of 4-6 months to obtain. Please clarify why government is requesting an offeror to participate in a VOLUNTARY program as a perquisite on proposing? Exactly what is the government expecting and if a company does not currently participate will it be deemed non-responsive?

The Voluntary Protection Program (VPP) is mandatory. Welcome to the federal government.

The VPP program is mandatory for contractor employees working 1,000 hours or more in any calendar quarter on an Air Force installation and the employees are not directly supervised by the Air Force installation. If your company has not had any of your employees working 1,000 hours or more in any calendar quarter on an Air Force installation in the last three years, you will not have TCIR/DART (Total Case Incidence Rates/Day Away, Restricted, and or Transfer Case Rates) rates to report. If this is the case with your company, state it in your proposal, you will not be penalized if you have not had employees working 1,000 hours or more in any calendar quarter in the last three years on an Air Force installation. If you have had your employees working 1,000 hours or more in any calendar quarter in the last three years on an Air Force installation, you will need to submit your TCIR/DART rates with your proposal. This applies to those contractor employees who work 1000 hours or more on an Air Force installation. If you have not worked on an Air Force installation, you will submit your information as stated above by January 15 on the New Year.

7. RFP, Section L.II.A.2 Print shall be not smaller than a font size of 12 and should be on 8 ½ x 11 inch paper, excluding any charts, graphs, drawing, diagrams, support illustrations, spreadsheets, etc. Shall not be greater than 11” x 17”.

Will the Government consider allowing a reduced font size of 8 or 10 for tables, charts, graphs, and figures?

The font size needs to be 12. (to accommodate the eye sight of any older Hill AFB personnel who will be evaluating the proposals). The page count of Volume II has been increased from 25 to 35 pages.

8. Charts, graphs, drawings, diagrams, supporting illustrations, spreadsheets, etc. shall not be greater than 11” x 17”.

Does the Government intend for 11” x 17” pages to be counted as one page or two?

For any charts, graphs, drawings, diagrams, supporting illustrations, spreadsheets, etc. the 11” x 17” pages will be counted as one page. The pages consisting of narrative, will conform to the 8 ½ x 12 requirement.

9. RFP Section L.11.C.3.3 3.3 Subfactor 3: Quality System Plan The offeror shall provide a plan for a Quality System Management describing the methodology by which the offeror shall ensure quality effectiveness and comprehensive management; a process to identify, track, report on, and analyze quality issues, and trends; and a strategy to identify and resolve deficiencies, identify potential improvements, maintain inspection documentation, and make quality control inspections and corrective actions available to the Government. The Quality System Plan shall address all requirements. IAW PWS Paragraphs 6.2 and all subparagraphs.

Will the government consider (a) excluding the Quality System Plan (QSP) from the Technical Acceptability page count? (b) Expanding the page count to include all the requirements in a fully detailed QSP?

The page count in Volume II has been increased from 25 to 35 pages.

1. PWS paragraph 14, Hours of Operation. The contractor shall perform the services required under this contract during the following normal hours of operations. OO-ALC operates three (3) works schedules: day, swing, and graveyard shifts. Work schedules shall remain flexible and will be defined at the TO. This may vary depending on location, project, or event.

Clarify – is shift differential pay a requirement for swing and graveyard shifts? No, shift differentials are not required. This contract will be covered by the Service Contract Act and as such, the personnel base labor rate and benefits must conform to the Service Contract Act.

1. The labor under this contract is not covered by a Collective Bargaining Agreement.

1. Is there a task order to follow pertaining to the FOM Program for the 309th AMXG that provides additional specifics pertaining to this work?

The first TO will be issued shortly after award of the contract.

1. Paragraph 2.3.3 and 2.3.3.1

Does the Government require indirect hire Site Supervisors? If so, how many? If not, are Team Leads for each of the supported AMXSs acceptable?

The level of supervision for this contract is left to the Contractor to determine. Cost of supervision is to be entered in Column 3, Indirect, (Overhead, G &A, and Profit on the Total Evaluated Price Matrix. The contractor’s management plan in their proposal will address their method of supervising their employees, how they will ensure required supervision is on sight from day one, and how they will ensure no more than thirty (30) days of without supervision.

1. Paragraph 2.4.3

1. The contractor shall compile analytical data into required formats or templates for periodic recurring and non-recurring reporting, tracking, or inquiries as required. Examples include: documents, spreadsheets, emails, graphs, briefing charts, and system templates. The contractor shall use the current production management system.

The current production management system refers to the data bases and programs which Hill AFB utilizes to track program status and/or funds expensing.

1. Paragraphs 2.3 and 10.2.1

Does the requirement to have secret clearances for an additional 10% of the required clearances noted on Table 2.3 apply to the CMEs for each of the two AMXS that require clearances or does this requirement pertain to only the overall number of CMEs requiring clearances?

The 10% applies to the overall number CMEs. Personnel are not assigned to one location; they can be moved around.

1. Paragraph 3.1.2.

The mechanic will do the inspection and prep the asset for storage in accordance with AFSCMAN 21-102, AFI 21-101, AFSCMAN 21-102 OO-ALCSUP. The contractor personnel will ensure assets are inspected and fully prepped, by a certified mechanic or inspector before they accept the asset for storage.
