2nd Set of Questions Facilitate Other Maintenance Program (FOM) 309th Aircraft Maintenance Group Hill AFB, Utah

Additional questions have been submitted concerning the FOM solicitation. Please review to see if any of the questions you may have are covered here.

1. Does the government intend to issue an amendment to revise the due date as indicated on the SF 1449?

The due date for proposals and all supporting documentation is 10:00 am MDT March 11, 2020, as stated on the Beta.SAM posting of solicitation FA8224-20-R-0003. We do not intend to amend the solicitation to change the closing date on SF 1449 to reflect the due date on the solicitation as posted on Beta.SAM. We apologize for any confusion this issue may have caused.

2. Does the government require the contractor to maintain associated government furnished property? Or would it only be available for contractor use (no maintenance required?)

Excluding such items as desks, computers, and vertical lift machines, no equipment will be assigned exclusively to the contractor for the life of a task order. However, the Contractor shall ensure employees adhere to paragraphs 7.1.1, 8.1, 8.2, and 11.1 thru 11.2.2. Required maintenance will be that required under normal usage.

3. Section L, Paragraph II Volume Organization, Subparagraph A.2, page 81.

Given the page allocation constraints and volume of items that must be discussed, can 10 point font be used for tables/graphics/pictures?

As stated in Section L, which you have referenced, the maximum number of pages is limited to 25. Volume II will contain the vendor’s proposed approach to their Program Management; their Safety Program Plan; their Transition Plan; their approach to ensure qualified personnel are recruited as well as how they will minimize the impacts of these processes without a loss of performance; the plan to obtain and maintain a workforce which possesses the appropriate security clearances upon the start of the Task Order; and a Quality System Plan. The 25 page limit also includes any charts, graphs, drawings, diagrams, supporting illustrations, spreadsheets, etc. The 25 page limit excludes any cover page, table of contents, or a list of acronyms if utilized.

Be advised, as noted on page 81, in paragraph 3 of Section L, II Volume Organization, pages over the 25 page limit will not be read and will be removed without being considered in the evaluation.

4. Section L, Paragraph II Volume Organization, Subparagraph A.3 page 81 and Subparagraph C, page 82.

Based on the page count restrictions, would the government consider either increasing the page count for the Written Technical Volume, or moving some or all of the following requirements outside of the page count: Safety Program Plan, Transition Plan, and/or Quality System Plan?

As addressed in question 3, the page limit for Volume II is set at 25 pages.

5. Section L, Paragraph II Volume Organization, Subparagraph B.1 page 82.

In Volume 1, Complete RFP, would the government please confirm they are expecting to receive fully priced CLINs in this volume?

Fully burdened pricing for Base Labor Rates, Health and Welfare, Indirects, G&A, Overhead, Profit, and Overhead Rates and are to be entered on the Total Evaluated Price Matrix (TEP) which is an attachment to the Solicitation. It is to be part of Volume III. There is no need to populate prices in the CLINs in the Standard Form 1449. Instructions to completing the TEP Matrix can be found in the first set of questions and answers which was posted on February 21.

6. Section L, Paragraph II Volume Organization, Subparagraph D.1.1, page 84.

Based on the definition of an FTE as 1920 hours annually, will the Government provide a count of incumbent Personnel with more than 5, 10, 15 years of service?

That information is not available at this time.

7. Section L, Paragraph II Volume Organization, Subparagraph D.1.1, page 84 and Wage Determination Utah Counties of Davis, Weber 23 December 2019.

The direction to price FTEs at 1,920 hours annually is clearly understood. However, this calculation does not appear to fully address the combination of 11 holidays required in Utah, accrued vacation leave, or the 56 hour of mandatory sick leave, as described in the Wage Determination. Please advise how this time should be calculated or will be evaluated by the government, as it impacts contractor pricing.

Refer to the Total Evaluated Price Matrix. FTEs labor rates is entered in the first column for each of the five ordering periods. You will enter the Base Labor Rate only, for each of the different program shifts for each of the Ordering Periods. The Labor Rate reflects the base rate for one FTE employee. Your rate for an individual’s Health and Welfare (sick leave, annual leave, holiday leave) is entered into column 2 under Health and Welfare. Your rate in column 3 will cover all indirects as well as your profit. The Fully Burdened Rate in column 4 is the sum of columns 1 thru 3. Column 5 is the proposed burdened overtime rate for an individual employee for the different shifts. Be sure to fill in ALL green squares.

8. Section L, Paragraph II Volume Organization Subparagraph D.1.2 Page 84.

Solicitation States: “All data relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as the Price Volume. Under no circumstances shall this data and documentation be included elsewhere in the proposal”.

Is this instruction in contradiction to completing and providing populated CLINs with the completed RFP in Volume 1?

Paragraph D. Volume III, Price Proposal, Subparagraph 1. General, 1.1, Total Evaluated Price Matrix Attachment. As discussed in question 7 above, the Base Labor Rate, the Health and Welfare rate, covering Overhead, G&A and Profit, and the Overtime rates are entered for each of the different shifts for each aircraft program for each of the five ordering periods. Below paragraph 1.1 the contractor is instructed to not populate the CLINs in the Standard Form 1449.

9. PWS Basic 22 January 2020, paragraph 1.1 page 4.

At the Ogden Airport, will any contractor motor vehicles (CMV) be required, and if so are there any CMV certification required (other than a standard driver’s license) due to vehicle size, type, or weight?

The government will supply all transportation requirements. If a vehicle larger than a standard half ton pickup, or other transport equipment is required, the government will furnish the personnel as well as the equipment at the contractor’s request. The contractor personnel are authorized to drive a vehicle up to a half ton pickup utilizing a standard driver’s license. No CMV license will be required.

10. PWS Basic 22 January 2020, paragraph 3 and 3.1.1, page 8.

Is the Government responsible for providing all forms (i.e. AMXG Form 261 and 262, etc.) and labeling materials required for this contract?

The Government will supply all required forms.

11. PWS Basic 22 January 2020, paragraph 3.1.3.2, page 10.

For GMVs, will the Government provide the fuel, maintenance, and required inspections/services for contract performance?

As the Government will not be issuing the contractor any equipment for the life of the Task Order, the Government will be responsible for the fuel, maintenance and required inspections/services for contract performance. See question 2 above.

12. PWS Basic 22 January 2020, paragraph 7.1, page 19.

Is a current GFP list available to aid in determining operator training and qualifications?

Any GFP supplied to the contractor in the performance of this contract remains accountable to the Government. Refer to the answer to question 2 above for the contractor’s responsibility concerning GFP.

13. PWS Basic 22 January 2020, paragraph 10.3, page 21.

Where is this Network User Licensing Computer Based Training (CBT) provided? Who provides it? How often is the class required?

The computer based training (CBT) referenced in paragraph 10.3 will be required for all contract personnel who will require base computer access. As addressed in Table 12.1, Training, on page 25, the training will be accomplished in house on an annual basis.

14. How many hours of Government training are required for new hires? How many hours of Government training are required annually for refresher training?

Approximately 5 hours of initial training for new hires will be provided by the Government. Depending on the program an employee may be supporting, additional training may be required. A roster of completed training will be provided by the COR no later than 60 days after date the TO is signed by the Contracting Officer. Any additional new employees hired within the POP of the TO shall attend site specific and regulatory mandated Government training and a new roster provided by the COR within 30 days. See Table 12.1 starting on page 24.
