ISSUES & QUESTIONS CONCERNING SOLICITATION

Below is a list of the issues and questions received concerning Solicitation FA8224-20-R-0001. Answers to a direct question are printed in red.

1. Directions to enter pricing onto the Total Evaluated Price Matrix.

(Tab 1) The TEP Matrix consists of five ordering periods, each of which, has five columns, Base Labor Rate; Health and Welfare; Indirects (Overhead, G&A, etc.) and profit; Fully Burdened Rate;

and Burdened Overhead Rate.

Enter your base labor rate in the first column – the base rate entry is required on each of the shifts for the various aircraft programs. Add in your differential rates for the different shifts as required.

Enter your company’s budgeted Health and Welfare amount per employee in column two. The benefits to be covered are located at the back of the Labor Department’s Wage Determinations (Weber County, Utah and Bexar County, Texas are attachments to the solicitation), As indicated in column three, Overhead, G&A, etc. and Profit are to be entered per employee.

In the Fully Burdened Rate, column four, enter the sum of columns one, two and three for each of the aircraft shifts.

Column five, Fully Burdened Overtime Rate, enter your budgeted overtime rate which will include an employee’s base rate, Health and Welfare, Overhead, G&A, profit and overtime rate.

Enter dollar amounts in each/all green squares. Do not leave any blank. Do not enter N/A in any blocks.

(Tab 2) Enter your proposed FTE (Full Time Equivalents) – number of personnel – for each of the aircraft shifts.

Be sure to read the Notes and Instructions at the top of the Matrix and follow the instructions.

2. To clarify the discrepancy between the solicitation closing date of March 11, 2020 posted on Beta.SAM and the Offer Due Date of 3/13/20 which appears in block 8 of form DD 1449, the first page of the solicitation; the March 11, 2020 due date under General Information of the Beta.SAM posting is the correct date.

3. Due to Government security protocol, no thumb drives, etc. can be connected to the base IT system.

4. The conference is scheduled to end right after noon.

5. As stated on the DD 254, the contractor must have a Facility Security Clearance (FCL).

6. Are all positions SCA and no CBA’s in effect.

7. How many copies of the proposal are to be submitted?

Submit one copy of each volume and any other document(s) in your proposal package.

8. Will no past performance be used to determine acceptability?

As part of the award process, the Contracting Officer has to evaluate the contractor to determine their responsibility, as defined in FAR Subpart 9.1. The Federal Awardee Performance and Integrity Information System (FAPIIS), the Past Performance Information Retrieval System (PRIRS), and the System for Award Management (SAM) will be utilized in the CO’s evaluation.

9. Are we to escalate the option year prices? Typically the escalation is handled when the Department of Labor comes out with new labor rates. Do we use current year rates for all prices?

The Labor Department Wage Determinations state the minimum base rates for the various labor categories and contracts which are under the Service Contract Act, as this acquisition is. The labor category specified for this program is 21030. You can pay your employees more, but it has to be equal to or more than the base rate (Health and Welfare has to be add as G&A, etc.) This contract is a five year contract with no options. You will need to complete all green blocks on the TEP matrix for all five ordering periods. (See Item #1 above). You can submit the same rates for all ordering periods or you can increase them. They just have to be more than the rates on the wage determinations which are attachments to the solicitation. Whenever the wage determination is revised and the rate is increased, an amendment to the contract will be required.

10. Reference: SF 1449, Block 8, Offer Due Date and Time Question: Can the due date be extended at least 10 days to allow time to review requirements and plans for changes after attending the pre-bid meeting? Expedited US Mail or FEDEX delivery of the proposal must be done by 11 March to ensure on time delivery. That is 9 total days after the site visit.

This purchase has been delayed for various reasons and we are now attempting to get this program awarded before the expiration of a bridge that we had to put in place to ensure we meet the organization’s needs without a break in service. There are fifteen days between the conference and the closing date of the solicitation. Paragraph B under Section L, offers an encryption process S/MIME. If you are needing to utilize this process, contract either Brian Goodrich or Vera Pinkerton and we will work with you on this issue.

11. Ref: PWS page 39, Vertical Lift Machines Question: Does the government provide any other lifts/pallet jacks, or warehouse trailers/SMV apparatus?

Pallet jacks and a Kubota are available for movement of parts. If a forklift is required, a driver from transportation can be requested through maintenance operations center. The contractor will not be required to supply equipment.

12. PWS, page 8 and page 12 Future Task Order at Randolph

Question: Any idea when Randolph will be phased in?

Anticipate a task order 30 - 90 days after award of basic contract.

13. Ref: PWS, page 9, para 3.1.2 Asset serviceability/packaging checks of assets Question: Will the government provide special containers such as gymbal containers for navigational equipment, foam formed insulated boxes for sensitive/fragile instruments and hydraulic components?

Items that require special packaging for storage will be placed in the required packaging prior to turnover to FOM contractors. A list of items requiring special packaging can be given so contractors can verify prior to storage. All sensitive FOM and or avionics is not handled by FOM contractors.

14. Ref page 9, para 3.1.2, AFI 21-101, chapter 9, para 9.15, TCTO Kits Question: Is the contractor responsible for submitting parts requests for TCTO kit items, assembling kits for aircraft in depot maintenance, and issuing same when directed by the production supervisor?

FOM contractors will not be working any TCTD kit issues or delivery.

15. Table 2.3 of PWS – the asterisk indicate there are currently 18 incumbents. Are the other 22’ish CMEs currently being performed by the government/USAF.

The asterisks next to the Contractor Manpower Equivalents on Table 2.3 of the PWS indicate the incumbent personnel who are supporting the current work load on the current contract. The current contract is only supporting 572 AMXS C-130 and 572 AMXS F-16 aircraft. The remaining CME listed on Table 2.3 are in support of new programs.

16. The Volunteer Protection Plan is new to my company and we operate several contracts with more than 15 personnel. Is the 1000 hour or more in any calendar per quarter per person, or a cumulative work hours for all employees? I don’t see any worker working that many hours, thus I would consider this exempt.

The 1000 hour specified above is a cumulative work hours for all employees
