Solicitation / Contract Contract Funding "No award will be made under this solicitation until funds are available" When will the USAF know if funds will be available for this opportunity? Based on this acquisition type what is the type and maximum budget being requested to support the award of this contract or contracts if multi awards are made?
The government has planned funding for this effort in Q1 of 2020.
The government will primarily be using 3400 O&M funding for this effort. The government's Independent Government Cost Estimate (IGCE) are not releasable.
Solicitation / Contract Technical Data Package "The government's Technical Data Package (TDP) is currently in a draft format. The draft/final TDP will not be provided until the time of final RFP release."
What does the USAF plan to include in the TDP and does the USAF have unchallenged and unlimited rights to all of the data that is anticipated to be as part of the provided
TDP?
The government will provide the sub-component level drawings in the final RFP/TDP. The list of drawings is identified in Appendix C of the PWS and the government has unlimited rights.
Solicitation / Contract CLIN Contract Types CLINs 0003, 1003, 1004 and 2003 Contract types were changed from CPFF to FFP.
Can the USAF please explain the rationale these CLINs were changed to a Firm Fixed Price vs Cost Plus Fixed Fee during the Technical Data Package development and USAF acceptance activities?
Due to the nature of the requirements the government has determined that these CLINs can be bid under a FFP CLIN structure.
Solicitation / Contract First Article Approval "The characteristics that the first article must meet and the testing requirements are specified elsewhere in this contract." ..... "If the first article is disapproved, the Contractor, upon Government request, shall submit an additional first article for testing. After each request, the Contractor shall make any necessary changes, modifications, or repairs to the first article or select another first article for testing."
Can the USAF please state where in this contract the First Article "testing requirements" are fully defined in order to establish a well defined acceptance criteria for " First Article approval" to avoid subjective interpretations?
The requirements are per the TDP that is to be developed and this is specified in Appendix B "AFMC IMT 260, First Article Requirements" of the PWS. Per that appendix anything in the TDP may be checked during the first article.
Solicitation / Contract First Article Approval "The Government reserves the right to require an equitable adjustment of the contract price for any extension of the delivery schedule or for any additional costs to the Government related to these tests."
Can the Government please explain under what conditions this statement would be implemented and how USAF cost adjustments would be determined for these FFP CLINs?
Any request for an equitable adjustment would only be applicable, if the First Article does not pass the First Article Testing requirements and the government incurs additional costs or schedule delays related to the additional testing. In this situation, the government PCO would make a determination as to whether or not an equitable adjustment is necessary. The cost adjustments would be determined based on the additional costs incurred and/or the severity of the delays.
Performance Work Statement Engineering Comparative Study
Section 1.3.6 "As part of the contractors response to the RFP; provide an engineering comparative study and cost evaluation for the Re-Engineering fabrication scenarios proposed by the contractor." …. "The Engineering Comparative Study should include costs to perform the following at a minimum; Tooling design/fabrication, Analysis/Design, Material Certifications, Material Costs, Manufacturing facility upgrades, Quality Assurances, Line loss, First Article units, and Long Term Production cost estimates for 100 units of each individual part number."
Section 1.3.6 is part of the Performance Work Statement to be performed normally during the contract execution.
However, in this section there are specific request for information to be provided in the contractors proposal that may be in conflict with the Section L instructions or not addressed by Section L at all. Can the USAF please clarify what is expected to be part of the proposal vs performed during execution and how are the offerors to respond when including cost data?
This section has been removed from the PWS. We have added an additional subfactor within the Technical Factor in Sections L&M to assess the Producibility of Design, which was the intent of the original comparative study in the PWS.
Performance Work Statement Reverse and/or Re-engineer components
Section 1.4.1.1 "The Contractor shall obtain a minimum of four (4) components for each item set identified in Table 1 and Figure 1 to reverse engineer the part. Based on the availability of the four (4) components, three (3) shall be of one side, either the left hand (LH) or right hand (RH)."
..... "As part of this effort for the top level components noted in Table 1 above, separate TDPs shall be developed for each sub-component and specifically the Flap and Aileron honeycomb trailing edge panels shall be interchangeable with the current configuration trailing edge panels"
Section 1.4.1.1 as stated defines an explicit interchangeability interface requirement at a sub-component level. For the other components defined in Table 1, what and where are the other sub-component level requirements stated (if applicable)?
This may vary based on the design proposed. The function of the components must be preserved. Depending on the cost/manufacturability/reliability/performance of the new design subcomponent level requirements may vary. If a new design is proposed that reduces interchangeability the onus is on the contractor to convince the government why this change is in the best interest of the government.
Performance Work Statement Mass Properties and Dynamic Analysis
Section 1.4.2.2.3 "Mass Properties and Dynamic Analysis: For new component configurations, mass properties will be calculated and documented. Depending on the results of the dynamic analysis, a change in dynamic response of the reverse engineered component, a dynamic analysis may be required for the adjacent/mating components."
Can the Government please explain under what criteria would a determination be made that would require dynamic analysis for the adjacent/mating components?
If the dynamic analysis shows an increased in force, amplitude, or vibration frequency of the component, then analysis of the mating part will be accomplished to show the safety of using the new component design.
Performance Work Statement Fatigue and Life Estimated Analysis
Section 1.4.2.2.4 "Fatigue and Life Estimate Analysis: Contractor will perform fatigue analysis to estimate life expectancy of the component."
Can the Government please explain under what criteria would require the contractor to perform fatigue analysis to estimate life expectancy of the components? Is the fatigue life expectancy data available for the current components? Is there an approved flight data / loads spectrum available to use to establish life expectancy?
If the contractor wishes to propose a redesign option a fatigue and life estimate analysis will need to be conducted. Depending on the methodology used it may be necessary for the contractor to preformed the same analysis on the current design to allow for a direct comparison. The onus is again on the contractor to convince the government that their design is an improvement over current design. This shall include showing that the new design has an acceptable fatigue life. What is acceptable may vary be demonstrated by predicted cost to end of fleet life or by showing the fatigue life improvement over the current design.
Performance Work Statement First Article Deliveries Section 1.4.3.2 "First Article Deliveries: The Contractor shall complete FA assemblies for LH components of each set identified in Table 1 in Section
1.4.1.1 of this PWS. The Contractor shall provide in the proposal, costs to produce three (3) or five (5) FA assemblies of each component (18 or 30 FA assemblies total). The assemblies shall be delivered to the Hill AFB First Article (FA) Lab for testing 90 days prior to the PCA. The Contractor will provide the government all requirements listed in Appendix B of this PWS, AFMC IMT 260, First Article Requirements, with the delivery of FA assemblies. After FA testing is complete, these assemblies will be delivered to a T-38 operating base for test fit on an aircraft and completion of the
PCA."
Can the Government please explain where the costs to produce three (3) or five (5) assemblies of each component are to be documented in the proposal? Also, can the Government explain the calculations that determined the quantities of 18 or 30 FA assemblies total? Additionally, these quantities appear to be in conflict with the quantities shown in the Solicitation / Contract for CLINs 1005 and 2004, which is correct?
Costs in relation to the First Article delivery/testing should be included in the "Completed RFP and Pricing" Volume I, for CLINS 1005 and 2004.
The total FA calculations have been updated in the PWS. The government is asking the contractor to provide 3 or 5 FA's for each top-level assembly, LH side only, if both sides are included on the component list. This amounts to 7 total assemblies requiring 3 or 5 FAs (21 or 35 FA assemblies total).
