ATTACHMENT 1 – SECTION L- INFORMATION TO OFFERORS (ITO) AND
INSTRUCTIONS FOR PROPOSAL PREPARATION
1.0 General Instructions
1.1 Instructions to Offeror (ITO)
The offeror's proposal must include all data and information requested by this ITO and must be submitted In Accordance With (IAW) these instructions. The offer shall be compliant with the requirements as stated in the Performance Work Statement (PWS), Contract Data Requirements List (CDRL), and Model Contract/Solicitation. Non-conformance with the instructions provided in this ITO may result in an unfavorable proposal evaluation.
1.2 Proposal Clarity
The proposal shall be clear, concise, and shall include sufficient detail for an effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet those requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
1.3 Proposal Handling
IAW FAR Subpart 4.8, Government Contract Files, the Government will retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.
1.4 Point of Contact and Proposal Delivery
The Procuring Contracting Officer (PCO), Mark Parker and Buyer, Cale Barnard are the sole points of contact for this acquisition. Address any questions, concerns, or clarifications you may have to:

The proposal shall be mailed or hand carried to the PCO or Buyer. Hand carried delivery of proposals shall be coordinated at least 48 hours in advance of the due date/time with the PCO or Buyer. Proposal delivery cannot occur after 1300 MT. Electronic and paper copies of proposals must be received IAW the hour and date specified in the solicitation. Proposals received after the due date and time (1300 MT) specified herein shall be treated IAW FAR 15.208, Submission, Modification, Revision, and Withdrawal mailto:mark.parker.12@us.af.mil mailto:cale.barnard@us.af.mil of Proposals.
1.5 Debriefings
The PCO will promptly notify offerors of any decision to exclude them from the competitive range, whereupon they may request and receive a debriefing IAW FAR 15.505, Pre-Award Debriefing of Offerors. Offerors excluded from the competitive range may request a pre-award debriefing or, at the offeror’s request, this debriefing may be delayed until after award.
However, offerors excluded from the competitive range are entitled to no more than one debriefing.
After award, the PCO will notify unsuccessful offerors in the competitive range of the source selection decision. Upon such notification, successful/unsuccessful offerors may request and receive a debriefing.
Offerors desiring a debriefing must make their request IAW the requirements of FAR 15.505 or 15.506, as applicable.
1.6 Discrepancies
If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the PCO in writing with supporting rationale.
The Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
1.7 Electronic Reference Documents
The referenced documents for this solicitation are available on the FBO website at https://www.fbo.gov.
Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.
1.8 Communications
Exchanges of source selection information between the Government and offerors will be controlled by the PCO. Email used to transmit such information must include “Source Selection Information – See FAR 2.101 & 3.104” in the subject line. If you intend to submit your source selection information via encrypted email, you will need to contact the Buyer/Contracting Officer indicated on the face page of the solicitation prior to that first submittal in order to exchange certificates used for encryption. To ensure the process is working correctly, send a test encrypted message first (without including any source selection information). Otherwise, source selection information will be transmitted via direct mailing or Army Aviation and Missile Research Development and Engineering Center’s (AMRDEC) SAFE at https://safe.amrdec.army.mil/safe/guide.aspx. When submitting source selection information via email, file suppression utilities, to include but not limited to zip files, will not be accepted
1.9 Oral Presentations
Oral presentations will not be allowed.
1.10 Alternate Proposals
Alternate proposals will not be considered.
2.0 Proposal Organization
2.1 Organization
The offeror shall prepare the proposal as set forth in the Table 1 below. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in Table 1.

2.2 Page Limitations
Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and excess paper copies will be shredded.
Each page shall be counted except the following: blank pages, title pages, tables of contents, lists of tables, lists of drawings, cross-reference matrices, tabs, glossaries, and those noted in table above. Page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors.
2.3 Page Size and Format
A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 by 11inches, not including foldouts. Pages shall be typed with single line spacing, as it pertains to Volume II. Except for the reproduced sections of the solicitation document, the text shall be Times New Roman and no less than 12-point font. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software.
Use 1 inch margins on the top and bottom, and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall also apply to responses to ENs.
These limitations shall apply to both electronic and hard copy proposals.
2.4 Foldouts
Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. Foldout pages shall fold entirely within the volume, and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics, not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 8-point. These limitations shall apply to both electronic and hard copy proposals.
2.5 Cross Referencing
To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal.
Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
2.6 Binding and Labeling
Each volume of the proposal shall be separately bound or stapled. Each volume shall contain a cover sheet clearly marked as to volume number, title, copy number, solicitation identification, and the offeror's name. Be sure to apply all appropriate markings including those prescribed IAW FAR 52.215- 1(e), Restriction on disclosure and use of data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.
2.7 Glossary of Abbreviations and Acronyms
Each volume shall contain a glossary of all abbreviations and acronyms used with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.
2.8 Electronic Offers
The content and page size of electronic copies must be identical to the hard copies. In the event there is a discrepancy between the hard copy and the electronic copy, the hard copy will take precedence and will be used for evaluation. The offeror shall submit Volumes I through IV in electronic format, on one virus-free CD-R or DVD-R. In no cases shall the offeror use CD-RW or DVD-RW. The disk shall be labeled with the solicitation identification and the offeror’s name. Use separate files to permit rapid location of all portions, including subfactors, exhibits, annexes, and attachments, if any. At a minimum, the CD-R or DVD-R shall have separate files for Volumes I through IV and the Volume II file shall have a separate file for each subfactor. If files are compressed, the necessary decompression program must be included. The electronic copies of the proposal shall be submitted in a format readable and searchable by current versions of Adobe Acrobat Pro or Microsoft (MS) Office, as applicable.
3.0 Volume I: Contract Documentation
The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. The offeror's proposal shall include a signed copy of the Model Contract, and Sections A through K. This includes:
3.1 Section A - Solicitation/Contract Form
Complete Blocks 13 and 15-18 of the Standard Form (SF) 33. Signature by the offeror on the SF 33 constitutes an offer, which the Government may accept. In signing the SF 33, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. The original copy should be clearly marked “original” under separate cover and should be provided without any punched holes. If this Request for Proposal (RFP) is amended, all terms and conditions that are not amended remain unchanged.
Offerors shall acknowledge receipt of any amendment to SF 30 of this RFP by the date and time specified in the amendment(s) by completing Block 15 of each subsequent SF33(front page of each).
3.2 Section B - Supplies or Services and Costs/Prices
Section B is considered complete by filling in unit and extended costs/prices in Attachment 11, Pricing Worksheet. The worksheet contains two tabs. The first tab is to determine Total Evaluated Price (TEP) for the contract. The tab labled task order 0001 is for Task Order #1 CLINs 0012, 0013, 0019, 0029 Pricing and represents the minimum order guarantee. Offerors shall provide pricing for all tabs in U.S.
Dollars.
3.3 Section G - Contract Administrative Data
Section G of the Model Contract will include all funding lines and dollar amounts for the contract. The offeror is not required to fill in this information.
3.4 Section I - Contract Clauses
The offeror shall complete necessary fill-ins in Section I and submit only pages that require a fill-in.
The offeror shall comply with the clauses specified within Section I of the Model Contract.
Furthermore, any inference of a clause and/or provision will be adhered to. All laws, regulations, and statutory authorities will also be applied within the model contract.
3.5 Section K - Representations, Certifications, and other Statements of Offerors The offeror shall provide completed representations, certifications, acknowledgments, and statements.
3.6 Section J - Attachments to the Model Contract
Section J contains attachments to the contract, as applicable. The proposed Technical Approach under Volume II, when accepted by the Government, will be incorporated into the contract upon award.
3.7 Other Information Required
3.7.1 Authorized Offeror Personnel
Provide the name, title, and telephone number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually.
Also, identify those individuals authorized to negotiate with the Government.
3.7.2 Government Offices
Provide the mailing address, telephone and fax numbers and facility codes for the cognizant Contract Administration Office, DCAA, and Government Paying Office. Also, provide the name and telephone and fax number for the ACO.
3.7.3 Company/Division Address, Identifying Codes, and Applicable Designations Provide company/division's street address, county and facility code; Commercial and Government Entity (CAGE) code; Data Universal Numbering System (DUNS) code; Taxpayer Identification Number (TIN);
size of business (large or small); and labor surplus area designation. This same information must be provided if the work for this contract will be performed at any other location(s). List all locations where work is to be performed and indicate whether such facility is a division, affiliate, or subcontractor, and the percentage of work to be performed at each location.
3.7.4 Exceptions to Solicitation Requirements
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Rationale shall explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. This information shall be provided in the format and content of Table 2 below.

4.0 Volume II: Factor 1 – Technical
The Technical Volume should be specific and complete. Legibility, clarity, and coherence are very important. Your responses will be evaluated as defined in Section M, Evaluation Factors for Award, section 5.0 FACTOR 1 Technical. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is not necessary or desirable for you to tell us so in your proposal. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the offeror’s technical proposal.
The written technical proposal shall provide a sound, compliant approach that meets the requirements of the Solicitation, PWS (including attachments), Technical Data Package (TDP), Contract Data Requirements List (CDRLs), and proves/demonstrates a thorough knowledge and understanding of those requirements and their associated risks; see “Section L Paragraph 4.3, Table 3, Cross Reference Matrix” for links between the evaluation factors and technical requirements documents. The written technical proposal shall address the following two sub factors and subordinate sub-factor elements. For each sub factor element, the offeror shall identify risks, if any, associated with the proposed approach and actions the offeror will take to mitigate the identified risks. If no risks/mitigations are identified in the offeror’s proposal, it indicates the offeror does not consider there to be any risk associated with their proposed approach.
4.1 Sub factor 1 – Technical Capabilities
Describe the proposed approach to perform applicable PWS requirements and how the offeror intends to integrate the technical requirements into the offeror’s current business processes, including applicable risks/mitigations for each element.
At a minimum, address the following:
(a) Identify the specific skills, functional capabilities, facilities, and equipment (beyond that provided as Government Furnished Equipment) required to accomplish the required activities for aircraft servicing and handling, PMB/Paint, aircraft assembly and disassembly, parts and equipment fabrication/manufacturing, structural inspection and repair, systems test and checkout, and quality assurance monitoring and control.
(b) Describe the offeror’s technical capability and expertise for each functional capability or the plan for obtaining required specialty skills and capabilities at the start of the contract
(1 OCT 19).
(c) Provide documentation or reasonable assumption of proof that the following requirements will be met prior to award:
a. Current ISO 9001:2015/SAE AS 9100 (or equivalent) certification from an accredited certification body for the facility or facilities/location(s) that will be performing the work requirements.
b. Level II Nondestructive Inspection (NDI) certifications in accordance with AIA/NAS 410 for the personnel who are to perform these inspections.
4.2 Sub factor 2 – Program Management
The offeror shall provide a draft Integrated Master Plan (IMP) which will enable the Government to assess how the offeror will establish and maintain a program management system that will direct and control the administrative, technical, financial, manufacturing, procurement, storage, and logistics functions of this effort. The IMP shall provide the process/description for identifying, mitigating and managing risks by demonstrating the following:
(a) Process for ensuring that all contractor personnel are properly trained and qualified to perform assigned tasks and duties in accordance with applicable procedures and regulations. Describe the process for documenting individual training to provide evidence that an individual has met all initial training, re-training, certification, and proficiency requirements. Describe plan for obtaining specific training and qualifications unique to the A-10 to include compliance with DCMA Inst.

(b) A clear and logical structure and staffing to organize, staff, lead, plan, coordinate, and control resources for successful program execution. Show organizational structure including lines of authority and interfaces between management, staff, sub-tier vendors/suppliers (audit/management) and the Government.
(c) A plan to obtain the aircraft parts that are currently unavailable through the Military Standard Requisitioning and Issue Procedures (MILSTRIP) system. This plan must detail the process the offeror will use to obtain these parts to prevent schedule disruptions and include the steps that will be taken to certify flight worthiness in accordance with applicable technical data and regulations to include First Article Testing requirements. Technical Data Packages are available for reference in the Bidders Library. This plan shall include a clear and feasible approach to managing requirement definition and manufacturing capabilities for sub-tier vendor/suppliers wherever outside companies are employed for this task.
(d) A generalized plan describing the facilities, systems, processes, and procedures that will be in place to ensure the safety and security of U.S. Government property to include aircraft, equipment, material, and information.
(e) A draft Integrated Master Schedule (IMS) that at a minimum graphically details the offeror’s timeline for contract milestones and significant tasks/activities as required by the PWS to demonstrate achievability of contract objectives and integrate program activities for the first year of contract performance. Assume a delivery rate of four aircraft per year. The draft IMS will not be included in the page count limitation for the Technical Proposal Volume. Include applicable tasks/activities for workload transition to include facility preparation, workforce training/certification, receipt of GFE, and other activities that must be accomplished prior to first aircraft induction. Include a notional aircraft induction/delivery schedule based on the best estimated quantities for FY18. For purposes of this proposal, discrete aircraft maintenance tasks need not be included in the IMS as the Government is interested in the overall induction and delivery schedule rather than the specific maintenance process. Offerors may assume that they have control over the induction schedule. Proposed flow-days shall take into account an appropriate learning curve and include flow days for completing over-and-above tasks and final aircraft checkout and Functional Check Flight.
4.3 Cross Reference Matrix
Cross Reference Matrix: The offeror shall fill out the following cross reference matrix indicating where in the proposal volume information can be found relating to Section L (Instructions to Offerors), and Section M (Evaluation Factors for Award) sub-factor elements. The cross reference matrix relates sub-factor elements to applicable PWS (including attachments) and CDRL requirements. The relation is not meant to be all inclusive, if the matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over the matrix.
Section M references in the matrix are for informational purposes only. The Government is obligated to evaluate proposals solely in conformance with Section M of the solicitation. Note that Section M states that in the event that a submitted cross reference matrix is not complete, Volume II will not be considered for technical evaluation and the offeror may or may not be considered for award. The cross reference matrix will help an offeror ensure it has responded to all the evaluation criteria and technical requirements in the solicitation and will assist the Government in identifying where sub-factor element criteria is contained within proposals.
The following matrix shall be included with the Technical Volume and will not be counted as part of the page count:

5.0 Volume III: Factor 2 – Past Performance
Each offeror shall submit a Past Performance Volume containing past performance information IAW the format contained in Attachments 5 and 6. Each offeror’s responses will be evaluated as defined in paragraph 6.0 of Attachment 2, Section M, Evaluation Factors for Award. Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past performance.
5.1 Past Performance Information (PPI)
The offeror shall submit PPI sheets using Attachment 5, Past Performance Information Sheet, for up to three (3) recent and relevant contracts for the prime offeror that have occurred in past five years and up to two (2) recent and relevant contracts for each critical subcontractor, teaming partner, and/or joint venture partner considered most relevant in demonstrating an ability to perform the proposed effort. This information is required for the offeror and all subcontractors, teaming partners, and/or joint venture partners who are proposed to perform 30 percent or more of the proposed effort based on the total proposed price or perform aspects of the effort the offeror considers critical to overall successful performance.
5.1.1 Specific Content
Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort and to what aspects of the proposed effort they relate. This may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a limited or no confidence rating, since the problems encountered may have been on a more complex program, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions in terms of improvements achieved or problems rectified. This may allow the offeror to be considered a higher confidence candidate. For example, submittal of quality performance indicators or other also include the steps that will be taken to certify flight worthiness in accordance with applicable technical data and regulations to include First Article Testing requirements. The Technical Data Packages are available for reference in the Bidders Library. This shall include a clear and feasible approach to managing requirement definition and manufacturing capabilities for sub-tier vendor/suppliers wherever outside companies are employed for this task.
(d) Generalized plan describing the facilities, systems, processes, and procedures that will be in place to ensure the safety and security of U.S.

4.3 (e) 5.3 (e) 6.5 management indicators that clearly support that an offeror has overcome past problems is required.
Categorize the relevant information into the specific Technical sub factors and Cost/Price factor used to evaluate the proposal.
5.2 Consent and Client Authorization Letters
The offeror shall submit Attachment 7, Subcontractor/Teaming Partner Consent Letter, signed and executed by the subcontractors, teaming partners, and/or joint venture partners, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall submit Attachment 8, Commercial Client Authorization Letter, authorizing release to the Government of requested information on the offeror's, subcontractor’s, teaming partner’s, and/or joint venture partner’s performance.
5.3 Past Performance Questionnaires
Offerors shall complete Section 1 of Attachment 6, Past Performance Questionnaire and e-mail it along to all POCs the offeror has listed in the PPI Sheets (see paragraph 5.1 above). The POCs will complete the questionnaires and forward them by e-mail directly to Mr. Mark Parker at mark.parker.12@us.af.mil.
Respondents to the questionnaires shall not send the completed information sheets back to the offeror.
Offerors shall not follow-up with respondents to ensure they have completed the questionnaires. The Past Performance Evaluation Team will conduct such follow-up with any POC as necessary.
6.0 Volume IV: Factor 3 – Cost/Price
The purpose of this volume is to provide the Government contracting office and cost team evaluators with an understanding of how the price proposal was developed. Your responses will be evaluated as defined in paragraph 7.0 of Attachment 2, Section M, Evaluation Factors for Award. The Cost/Price Volume shall be submitted using Microsoft Word and/or Excel compatible document/spreadsheets as appropriate. Documents and spreadsheets shall be editable and not password protected. The offeror shall provide all formulas and calculations used in the respective cost/price documents and spreadsheets.
Scanned documents in .pdf format are not acceptable for the cost/price volume.
6.1 Cost/Price
The offeror shall complete unit and extended prices for all fillable cells in Attachment 11, Pricing Worksheet. The offeror shall provide extended total prices on Attachment 11, Pricing Worksheet by multiplying the estimated quantity by the proposed unit price or labor rate, as applicable. The estimated quantities provided in Attachment 11, Pricing Worksheet are estimates and are only being used for Total Evaluated Price (TEP) computation. Note, this unit pricing will be incorporated into the resulting contract.
On the basic contract, offerors shall provide proposed prices against predetermined Estimated Quantities which will be provided in the RFP. This shall be provided on CLINs X001, X002, X003, X004, X005, X006, X007, X008, X009, X010, X012, X020, X021, X022, X023, X024, X025, X026, X027, X028, X029, X030.
The following CLINs’ prices are To Be Determined (TBD) at a later point in the contract. CLIN X011, X013, X014, X015, X016, X017, X018, X031.
CLIN X019 is Not Separately Priced.
6.2 Travel
Costs associated with travel required by the PWS shall be incorporated into CLIN X015 “Contract Field Team (CFT) Travel”.

6.3 Cost/Price Data
Data beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your cost/price position. All data relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall this data and documentation be included elsewhere in the proposal (except costs/prices in Volume I, RFP Section B).
6.4 Cost or Pricing Data Requirements
IAW FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support a determination of price reasonableness. Data shall be provided IAW FAR 15.403-5. If, after receipt of proposals, the PCO determines that there is insufficient data available to determine price reasonableness, the offeror shall be required to submit additional cost or pricing data. If only one offer is received, the Government will follow procedures found in DFARS 215.371.
6.5 Volume Organization.
The Cost/Price volume shall consist of the following sections:
SECTION 1 - Table of Contents SECTION 2 - Data other than certified cost or pricing data, to include estimating methodology;
include a completed copy of the Total Evaluated Price (TEP) Pricing Matrix attached to the RFP.
SECTION 3 - List the Cost/Price assumptions of the Offeror’s proposal, if any. Provide complete rationale for assumptions.
6.6 Explanation of Estimating Methods Used.
Provide a summary description of your standard estimating system or methods. Provide a summary description of your purchasing system or methods. Identify deviations (if any) from your standard estimating procedures in preparing this proposal volume. Indicate whether you have Government approval of your estimating and purchasing systems and provide evidence of such approval. Provide a summary description of your pricing methodology as it pertains to this acquisition. Also, identify any deviations from your standard procedures in preparing this proposal.
6.7 Over and Above.
Over and Above costs will NOT be included as part of the TEP, with the exception of the associated Labor Hour rate for CLIN X012 – Over and Above Labor. When Over and Above CLINs are included in follow-on task orders those requirements are specified, incurred, and determined reasonable by the administrative contracting officer.
