Offerors Questions (from Solicitation) with Government Answers
1. In Attachment 1 - Section L – Information to Offerors (ITO) and Instructions for Proposal Preparation, para. 5.3 states to email to all POC’s; and in Attachment 2 - Past Performance Questionnaire it states “Return your completed questionnaire electronically BY COB Friday 8 February 2019“:
Two Questions: When does the Past Performance Questionnaire need to be returned; and, to whom does the questionnaire need to be emailed to?
Answer: The questionnaire should be returned to mark.parker.12@us.af.mil and it should be returned at the same time you submit your proposal.
The due date for submittal is Monday, 20 May 2019 by 12:00 pm MST.
2. Offeror is stating that there is confusion with the information listed in the following sections of the stated documents. Offeror is asking for clarification.
a. In the RFP files, the document titled; FA820219R1007.pdf, page 3 – Section B: it states the Best Estimated Qty. is 5 EA.
b. In Attachment 1 Section L – Information to Offerors (ITO) and Instructions for Proposal Preparation, para 6.5 SECTION 2 states to, “…include a completed copy of the Total Evaluated Price (TEP) Pricing Matrix attached to the RFP.”
i. The TEP (aka; CY_PACAF_CLIN_Structure_10_YR_Extended.xlsx) is showing quantities different than the RFP.
Answer: The quantities stated on the TEP spreadsheet, (CY_PACAF_CLIN_Structure_10_YR_Extended) state the quantities that are to be used in preparing the total evaluated price. Our actual orders placed will be different than this total evaluated price. The ‘Best Estimate Qty. at RFP’ are part of the model contract, these will be when we issue the actual contract. For purposes of the competition and evaluation respondents are only required to provide the unit pricing with the submission of the TEP.
The Government will insert the awardees unit prices into the contract at time of award.
Offerors Questions (from Solicitation) with Government Answers Round 2
1) Does the Government plan to have a site visit for the source selection?
Answer: No, the Industry Day that was held April 2018 was sufficient.
2) Need Clarification for the following: regarding "A/C BEQ number of CLIN X001, X002, X003, X004 .. X009 ... X021 / X022 / X023 ~ "
1. SOLICITATION Section B : 5 / 5 / 1 / 1 ... / 4 / ... / 1 / 1 / 1 / 5 / 5 / 5 / 5 / 5 / 5 / 5
2. CY_PACAF_CLIN_Structure_10_YR_Extended : 4 / 4 / 4 / 4 .... / 1 / ... / 4 / 4 / 4 / 1 / 4 / 4 / 4 / 4 / 3 / 4
Answer: Please review the amendment 2 Q&A on FBO.
3) KTR shall provide USAF approved aircraft fuel, nitrogen, hydraulic fluid, liquid oxygen, and hydrazine, as required. However, KTR will request the fuel and hydrazine cost as over and above material, due to KTR being unable to estimate how many sorties will be requested for FCF and how many fuel will be refuel when A-10 Aircraft induction. Regarding this issue, Will the Government pay for these supplies?
Answer: Over and Above would not be the correct way to cover the cost of the fluids. There will be an agreement made in place that covers the fueling costs.
4) Can you provide us with sourcing of material or vendor list/cost in Fedmall website?
Answer: We don’t have a vendor list, the KTR needs to create their vendor list through the Fedmall website. Do you have access to Fedmall?
5) Does it include an aircraft that needs to be replaced with a new wing?
If so, does USAF provide new wing for us?
Answer: It includes aircraft that wings need replaced, if the wings need fixed then the KTR will fix the wings accordingly.
6) Could we request it to add to GFE if we cannot procure some equipment?
Answer: Please reference PWS para. 2.2.3
