The purpose of this amendment is to answer the questions provided below:

1. Where will the contract be performed?

Answer: As described in the basic requirement the awardee will be required to perform these services within 400 nautical miles of Osan Air Force Base, Republic of Korea.

2. Will the Government hold discussions?

Answer: The Government intends to make award without discussions. If, at the discretion of the Government, discussions are deemed necessary, they will be conducted in accordance with FAR 15.306 -- Exchanges With Offerors After Receipt of Proposals.

3. Is there a cut-off/end date for submission of questions or clarifications?

Answer: The Government requests all questions and requests for clarification be submitted no later than 29 April 2019. The government will provide answers no later than 6 May 2019. Responses are due no later than 20 May 2019, 12:00 PM Mountain Standard Time. Note, the Government will provide responses as soon as they are available.

4. What is the correct PoP for the TEP (Pricing Matrix)?

Answer: The ordering period is from 1 Jan – 30 Dec, reference the updated attached TEP. This will attachment will supersede all other previous copies.

Offerors Questions (from Solicitation) with Government Answers

1. In Attachment 1 - Section L – Information to Offerors (ITO) and Instructions for Proposal Preparation, para. 5.3 states to email to all POC’s; and in Attachment 2 - Past Performance Questionnaire it states “Return your completed questionnaire electronically BY COB Friday 8 February 2019“:

Two Questions: When does the Past Performance Questionnaire need to be returned; and, to whom does the questionnaire need to be emailed to?

Answer: The questionnaire should be returned to mark.parker.12@us.af.mil and it should be returned at the same time you submit your proposal.

The due date for submittal is Monday, 20 May 2019 by 12:00 pm MST.

2. Offeror is stating that there is confusion with the information listed in the following sections of the stated documents. Offeror is asking for clarification.

a. In the RFP files, the document titled; FA820219R1007.pdf, page 3 – Section B: it states the Best Estimated Qty. is 5 EA.

b. In Attachment 1 Section L – Information to Offerors (ITO) and Instructions for Proposal Preparation, para 6.5 SECTION 2 states to, “…include a completed copy of the Total Evaluated Price (TEP) Pricing Matrix attached to the RFP.”

i. The TEP (aka; CY_PACAF_CLIN_Structure_10_YR_Extended.xlsx) is showing quantities different than the RFP.

Answer: The quantities stated on the TEP spreadsheet, (CY_PACAF_CLIN_Structure_10_YR_Extended) state the quantities that are to be used in preparing the total evaluated price. Our actual orders placed will be different than this total evaluated price. The ‘Best Estimate Qty. at RFP’ are part of the model contract, these will be when we issue the actual contract. For purposes of the competition and evaluation respondents are only required to provide the unit pricing with the submission of the TEP.

The Government will insert the awardees unit prices into the contract at time of award.
