About this file

This document is a Pre-Bid Request for Information (RFI) memorandum from the Department of the Air Force, Headquarters 72 Air Base Wing at Tinker Air Force Base, addressing a project to repair the HVAC system in Building 3707 (Project WWYK180061). The document provides responses to contractor inquiries, including clarifications about Room 158's current status (no longer a Precision Measurement Equipment Lab, now housing network hubs), equipment removal instructions (keeping three booths on the south side nearest the cage), and guidance on window film (recommending Llumar Dual Reflective or 3M Night Vision films).

The memorandum emphasizes that RFIs are only permitted during the Phase One Technical Proposal Process and are not allowed during the Phase Two Price Bid Process. Key points of contact are provided, including Glen Kay (Project Manager), Adam Gibson (Construction Inspector), Joshua Wheeler (CSAG Program Manager), and Arnaud Kouemo (Contracted Officer Representative). The document is dated 04 Sep 2025 and is accompanied by a floor plan layout showing the current furniture and equipment configuration for the project area.

DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 72 AIR BASE WING (AFMC)

TINKER AIR FORCE BASE OKLAHOMA

04 Sep 2025

MEMORANDUM FOR AFSC/PZIOC (ATTN: Stephen Palmer)

THROUGH: 72 ABW/CENM

FROM: 72 ABW/CEED

Tepa Companies

SUBJECT: Pre-Bid RFI User responses Project: WWYK180061 – Repair HVAC System – B3707

Reference: Memo, 19 Aug 2025, Pre-Bid RFIs, WWYK180061 – Repair HVAC System – B3707

1. This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals

RFIs ARE ONLY PERMITTED DURING PHASE ONE TECHNICAL PROPOSAL PROCESS.

NO RFIs ARE TO BE SUBMITTED DURING PHASE TWO PRICE BID PROCESS.

5. Existing design documents indicated that existing RM 158 PMEL requirements 100% Outside Air reused existing Exhaust fans. Typically, PMEL’s (Precision Measurement Equipment Labs) have very restrictive temperature and humidity requirements. Is RM 158 still used as a PMEL? Can Criteria for Rm 158 be provided?

Government Response: No, the room is no longer used by PMEL but network hubs are in there, so climate control is needed but no temp/humidity requirements.

15. It was brought to our attention that there is a current furniture and equipment plan in place for rooms 139 & 139A. Can you please confirm which existing furniture and equipment are intended to remain in place, and which items (if any) will be removed or replaced?

Government Response: Current layout attached.

22. Pre-Bid RFI responses dated 08 May 2025, #9 state that contractor is responsible for removing and reinstalling equipment and hoods as necessary to fulfill the requirements of the project scope.

a. Please provide:

i. Make & model of equipment.

Government Response: Can go down to three booths in rm 158. Keep the booths on south side nearest the cage.

ii. Provide POC for who currently maintains this equipment.

Government Response: Base civil engineering. Rick Halcomb.

30. Please provide basis of design for translucent patterned window film.

Government Response: No AFI/Spec for window tint but desire a dual reflective window film such as Llumar Dual Reflective or 3M Night Vision films.
