About this file
This is a Questions and Answers document for Air Force Solicitation FA813226Q0029 regarding the procurement of a Next Gen High-Pressure Cold Spray System at Tinker Air Force Base. The Q&A clarifies key requirements and existing facility conditions to support vendor proposals.
The document addresses critical infrastructure and operational details: the existing spray booth (12' x 13' interior footprint with 4" thick walls) will be reused with modifications for gas supply and electrical connections; the existing dust collector (SME-0 Sulzer Metco SMEOVAL 36) will be retained with modifications to add a spark arrestor and venting; contractors are not responsible for supplying helium but must install high-pressure tubing from the existing helium supply; the nitrogen supply system must be fully automatic with configurable pressure set points and sized to accommodate a 4-6 week refill schedule with Airgas liquid nitrogen truck deliveries, with the system located outside the building; the existing foundation is a parking lot with no equipment requiring relocation; and non-slip stepping surfaces apply only to contractor-installed equipment where operators must step onto machinery. The document also addresses the 12 AL 6061 test beams (provided by ReliaCoat to fit the sensor) and confirms this is the only facility currently utilizing the nitrogen supply system, though future growth should be considered within constraints of the local supplier's logistics. The government notes it is working to authorize site visit photography but had not finalized authorization at the time of the Q&A release.

Questions and Answers for Next Gen High-Pressure Cold Spray System Solicitation # FA813226Q0029 30 April 2026
1. Existing Assets – Can you please confirm that the Tinker team is still planning to utilize their existing spray booth and that a new booth is not part of the overall SOW. Are there any associated drawings/dimensions of the cell available for us? Please include both control & spray area.
Yes. The booth itself, as in the walls, doors, ceiling etc. are all existing and do not need to be replaced by this contract. Some modification may be required to bring in gas supply, electrical, etc. The dust collector is also being reused but modifications need to be made to add the spark arrestor and venting.
Booth walls are 4” thick, spray area interior footprint is 12’ x 13’. I am trying to figure out how to give out a drawing of the area for a better answer to this.
2. SOW para. 3.3.4 – Can you please confirm that the non-slip stepping surfaces will be clearly identified during the 5/7 site visit?
There are no nonslip areas in the facility itself. This section covers any areas on equipment installed by the contractor that require operators to step up onto the machine. Whether these areas exist will be determined by the contractor’s design.
3. SOW paras. 4.2 & 4.2.1 – Please confirm that the vendors will NOT be responsible for supplying a Helium Supply System.
Contractor is NOT responsible for helium gas supply. Contractor IS responsible for installing high pressure tubing from existing helium supply into the new equipment.
4. SOW para. 6.3 – Confirm dimensions of the 12 AL 6061 test beams.
These beams are provided by ReliaCoat to fit the sensor. I am not aware of whether there are multiple variations available.
5. SOW para. 7, Nitrogen Supply System Requirements
a. Can you confirm the need for automatic system controls or a manual start/stop pump? The fully automatic system has adjustable min/max pressure settings that allow the system to automatically repressurize the storage tubes as needed.
Automatic. The system should have a configurable set point for the pressure to fill to and the pressure where the system begins refilling the storage.
b. Distance from Nitrogen System to Spray booth
The supply system is outside the building. The total distance will vary depending on how tubing is routed but I will try to get a version of this drawing for release as well.
c. Confirm that this will be the only booth utilizing this Nitrogen supply. If additional machines are in the future, we would need ensure that we size the system appropriately.
This is the only booth that will be using this supply system right now. While designing for growth is desirable there are limitations regarding the tempo for Airgas liquid N2 truck trips. I think the volume of the liquid tank needs to be such that a truck will arrive every 4-6 weeks. More frequent trucks are unsustainable for the local Airgas supplier and less frequent trucks results in too much gas boiling off rather than being consumed.
6. SOW para. 7.9 – Can you please tell me when the existing foundation was poured and is there any equipment being utilized right now? Will anything need to be moved from the existing foundation?
The existing foundation is a parking lot and I do not know when it was poured. Nothing will need to be moved.
7. SOW para. 10, Dust Collection System
a. Please provide the existing model number that Tinker is currently using to support their Cold Spray activities.
SME-0 Sulzer Metco SMEOVAL 36
b. Distance from where the proposed new system will sit as it relates to the spray booth.
There is no new system. The spark arrestor and venting is a modification of the existing collector.
8. Will vendors be able to take pictures of the site during the site visit?
We are working through the process here to get photos authorized for site visit attendees.
