2.1.1. The Offeror must provide us with the following when responding to this solicitation:

b. Product/Technical Information – is must be detailed enough to enable the government to evaluate it against the solicitation and its attachments.
c. Warranty Information Failure to submit all of these items may render the Offeror ineligible to receive the award.
2.1.2 Brand Name Items. This is a Brand Name requirement IAW RFO FAR Subpart 11.204, Items peculiar to one manufacturer, and the authority found at RFO FAR 12.201-1, Simplified Procedures (41 U.S.C. 1901). There are four components of this system which are Brand Name items; see the solicitation and attachments for details.
Substitute/”equivalent” items are not permitted in offers for this solicitation. Offers with substitute/”equal” items for those four components will render the Offeror ineligible for award.

2.1.4. The offer shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of their offer for this system, and especially the brand name parts.

a. Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
b. Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
c. If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
d. Offerors may withdraw their offers by written notice to the Government received at any time before award.
NOTICE TO OFFERORS – SOLICIATION REQUIREMENTS

52.212‐2 ‐‐ Evaluation – Commercial Items
As prescribed in RFO FAR 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends all language therein:
1.0. Price-Only Competition
1.1 Basis for Contract Award. This acquisition will utilize price as the only evaluated factor. Award will be made to the responsible Offeror with the lowest total evaluated price (TEP) and whose offer conforms to the solicitation requirements (to include all stated terms, conditions, representations, and certifications). In order to be eligible for award, the Offeror must be able to provide a Next Generation High-Pressure Cold Spray System with the four Brand Name components; no other brands than what are specified in the solicitation and attachments are acceptable for those four components.
1.2. Interchanges. The government intends to issue the award without interchanges; however, the government reserves the right to conduct interchanges with one, some, or all Offerors if later determined to be necessary by the Contracting Officer. The government may waive informalities and minor irregularities in quotations received; therefore, the Offeror’s initial quotation should be complete and contain the Offeror’s best terms from a price and technical standpoint.
1.3. Solicitation Requirements (Terms and Conditions). Offerors are required to meet all solicitation requirements, such as terms and conditions, and representations and certifications, in addition to the price factor. The government will also review Offeror data in SAM.gov in order to determine that Offerors are responsible IAW RFO FAR Part 9. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award, as will being determined to be a non-responsible Offeror. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The government reserves the right to determine any such exceptions unacceptable, and the offer, therefore, is ineligible for award.
1.4. Late Offers.
1.5. Number of Contracts to Be Awarded. The government intends to select one contractor for award; however, the government reserves the right not to award a contract at all, depending on the quality of the offers and prices submitted and the availability of funds.
2.0. Evaluation Factor
2.1. Factor 1 – Price. Price offers will be evaluated as follows:
2.1.1. Completeness. Offers will be reviewed for completeness. Incomplete offers will be considered ineligible for award.
2.1.2. Price Reasonableness. The offered prices will be evaluated for reasonableness. Reasonableness must represent a price to the government a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 15.404-1(b)(2).
2.1.3. Price Realism. To be realistic, the offered price must demonstrate an adequate understanding of the requirement.
The government intends to determine price realism based on adequate price competition. In the event the government cannot determine price realism based on adequate price competition, the Government reserves the right to conduct a more detailed price realism evaluation using one or more of the price analysis techniques described in RFO FAR 15.404-1(b)(2).
The Government may also use other evaluation techniques, as needed. All documentation submitted to support price realism will be considered in the evaluation. Offerors whose price is determined to be unrealistically low based on an inadequate understanding of requirements will be ineligible for award.
2.1.4. Unbalanced pricing. Offerors’ offers will be reviewed for unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total price, the price of one or more line items (including sub line items) is significantly over or understated as demonstrated by application of price analysis techniques, such that:
a. There is reasonable doubt the offer would result in the lowest overall price to the government, even though it is the lowest priced Offeror; or
b. The offer is so grossly unbalanced; its acceptance would be tantamount to allowing an advanced payment.
The Government will evaluate any supporting information provided by the Offeror explaining variances that appear unbalanced. Evaluated offers that are determined to be unbalanced may be deemed ineligible for award by the Contracting Officer if a determination is made that lack of balance poses an unacceptable risk to the government.
2.1.5. Total Evaluated Price (TEP). The TEP will be calculated as the sum of the total offered prices for all separately priced line items (including any sub line items). The total offered price for each separately priced line item shall be calculated as the offered unit price multiplied by the corresponding quantity.
2.2. Debriefings. If a post award debriefing is given to requesting Offerors, the government will disclose the following information, if applicable:
a. The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
b. The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
c. The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
d. A summary of the rationale for award.
e. For acquisitions of commercial products, the make and model of the product to be delivered by the successful
Offeror.
f. Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

Engineering regarding your suggested installation methods as they apply to altering real property/infrastructure.
