About this file

This is a Questions and Answers document for Solicitation #FA813226O0029 for a Next Gen High Pressure Cold Spray System at Tinker Air Force Base, Oklahoma. The document addresses 25 questions submitted by potential contractors regarding the Statement of Work (SOW) and technical requirements, with answers provided by Marc J. Kreinenbrink (Contracting Officer) and Kylie McMichael (Contract Specialist).

Key clarifications include: LN2 storage tank certification and replacement responsibility falls to the contractor, with the government verifying tank serviceability and negotiating replacement costs based on project economics; helium supply is government-furnished, but the contractor must provide high-pressure gas tubing connections; the contractor is responsible for sourcing four brand-name items without existing OEM/GSA pricing agreements; an anticipated 6-month storage period should be included in pricing, with costs beyond that period subject to equitable adjustment; quote validity is 90 days; the facility has a non-dedicated makeup air system drawing from outside with climate control that is not tightly controlled; detailed booth component drawings will be provided post-award; available power is 480/277VAC and 208/120VAC at 60Hz with a dedicated transformer and known harmonics/VFD loads present; grounding follows UFC 3-501-01, ASHRAE 90.1, and NEC Article 250 standards with low-impedance earth ground available; the system must support LAN connectivity but may be isolated or plant-connected; Windows 11 is preferred with Red Hat Linux as a preference; ventilation makeup air is facility-managed and not part of contractor scope; dust collection requires spark arrestor and blast venting; various equipment data plates must be affixed before end of Period of Performance; and soil testing for contamination is contractor responsibility with government responsible for contamination removal.
