About this file

This is a Sole Source (Including Brand Name) Justification document for simplified procedures related to a commercial items acquisition by the Department of the Air Force.

The contracting activity is the Air Force Material Command (AFMC), Maintenance Contracting Branch (AFSC/PZIMC) at Tinker Air Force Base, Oklahoma, for the Next Gen High-Pressure Cold Spray System for the 76th Propulsion Maintenance Group. The acquisition is for a firm fixed price contract utilizing commercial-off-the-shelf (COTS) items under the authority of RFO FAR 12.201-1, Simplified Procedures (41 U.S.C. 1901). The document is dated July 2025 with a coordination date of April 1, 2026 and was approved by Contracting Officer Marc J. Kreienbrick on April 1, 2026.

The 76 PMXG requires a new cold spray system capable of industrializing cold spray repair technology with specific performance specifications including achieving 1,100°C applicator temperatures, nitrogen and helium carrier gas capabilities, warm-up and cool-down functions, and spray capabilities with pure aluminum via nitrogen carrier gas. The system must include safety equipment such as an argon fire suppression system, dust collection, and sensors for monitoring stress, particle speed, and particle density. Additional required components include a new nitrogen gas supply at 105scfm and 1000psig with 99.999% purity, modifications to existing dust handling systems to capture reactive metals, and a ReliaCoat ICP-8 in situ sensor. Four uniquely qualified pieces of equipment are identified as sole source: the Impact Innovation EvoCSII cold spray machine, FANUC M-710iC/50 industrial robot, Osier HiWatch HR2 spray sensor, and ReliaCoat ICP-8. The justification confirms market research was conducted and explains why competitive alternatives cannot meet technical requirements. The solicitation will be posted on SAM.gov to facilitate maximum competition, with pricing to be determined fair and reasonable through price analysis or negotiation.
