1.3 Background
Previous contracts produced an initial suite of unique test equipment, test fixtures, software, contractor-formatted test station user manuals and long-term environmental storage chambers. This suite of unique equipment will be used to provide annual predictive age-sensitive estimations of remaining service life for three NWSS components and one non-NWSS component within the ALCM Test Program.
Additionally, 121 dedicated test samples have been accumulated since 1999 and are stored at the Contractor’s facility. A select subset of test assets are stored in environmental chambers designed to simulate conditions at various operational locations.
A second suite of unique test equipment was designed, developed and delivered to Hill
AFB to perform required nuclear arming sequence performance testing under the Service
STAR Test Program. This equipment is required as part of the reliability assessment program for the ALCM. The A&S program assessments are based on parametric analyses of various test data. The results of the assessments will determine if the service life of the nuclear certified hardware extends through the required design life or if fleet wide corrective actions prior to the system sunset milestone will be necessary. This contracted capability facilitates Air Force Nuclear Weapon Center (AFNWC/NDM) requirements to implement an engineering and logistic support structure that sustains
ALCM reliability and maintainability.

3.1.9.4 Proposal Evaluation Scenarios
NOTE: The following two (2) scenarios are included in this PWS for the purpose of proposal evaluation (the Government is under no obligation to pursue these investigations). Proposing contractors will include no more than a half page write-up for each scenario in their proposal. Each write-up will address the general investigation process proposed, starting from notification by Government through final reporting. The proposal evaluation criteria for these scenarios is focused on overall approach and sequence of steps to accomplish and report the respective investigation.
Proposal evaluation scenario #1 – Flight Test Anomaly Investigation and Analysis.
The Missile Sustainment Division requires assistance in investigating a subsystem that caused a functional ground test failure in the “cruise” phase of testing. The functional ground test occurs in an environmental chamber in Florida with an unarmed (no warhead) missile mounted on a fixed stand capable of accommodating all four flight test phases
(captive carry; launch; cruise; termination). All flight functions are operational during the test (pyros expended, engine start/run, navigation and guidance systems operational, Page 18 of 44 Date: 27 FEB 2019 etc.). During this test the missile actually performs a prescribed flight while anchored to a ground mount with simulated altitude signals and forced air flow.
Proposal evaluation scenario #2 – Subsystem Investigative Testing and Teardown
Analysis
The Missile Sustainment Division requires assistance with investigating an ALCM subsystem that caused a Level III functional test failure at the Service STAR Test
Complex (Hill AFB UT). The subsystem is one that is tested in the ALCM A&S Test
Program (e.g., Rotary Switch, Warhead Arming Switch) but not one of the field samples already in the GFP list. The Level III test is performed by Government personnel during the ALCM’s Analytical Condition Inspection (ACI). The Government investigative task includes testing and teardown analysis on the subsystem.
3.1.10 A&S Program Transition
The transition of the A&S Test Program to a new contractor requires a comprehensive set of activities focused on successfully transitioning long term operations and maintenance of annual testing and analysis. Associated tasks must contain adequate risk mitigation steps to preserve the integrity of previous years’ accomplishments and ensure limited impacts to annual test cycles.
3.1.10.1 Receiving Contractor Transition Plan Development
Upon request of the Contracting Officer, the receiving Contractor shall generate a
“Receiving Contractor Transition Plan” for Government approval. This Transition Plan shall include coordination with the Contracting Officer to integrate receiving Contractor activities with the outgoing Contractor’s “Outgoing Contractor Transition Plan.” (CDRL
A037/ DI-MGMT-80033A; ATTACHMENT XVI/A&S Transition Plan)
The Receiving Contractor Transition Plan shall include, but not be limited to, the following activities:

3.2.2 Post-Corrective Action Subsystem Testing
After specific subsystems undergo service life extending corrective actions, A&S, Environmental and Functional testing will begin on a sample of remanufactured assets.
The two primary reasons for Post-Corrective Action testing are: 1) to baseline and monitor parameters that are impacted by the corrective action; and, 2) continue trend assessment for parameters not affected by the corrective action (parametric data reflecting condition of original components/circuits).
3.2.2.1 Option Year 1 – Warhead Arming Device Testing (Post-Corrective Action)
The ALCM WAD remanufacturing corrective action started producing -11 version production units (PN 76560-11) in FY2018. Starting in CY2021, MSD plans to incorporate the remanufactured WAD into the ALCM A&S Test Program and phase out testing the -5 WAD (PN 76560-5). During this change, the Contractor shall continue to perform WAD testing IAW “3.1.8.1 Warhead Arming Device Annual Test Cycle” of this
PWS.
The Government will provide the initial -11 WADs (two “B Samples” and four “C
Samples”) to accommodate the first cycle of A&S testing. Once the -11 WAD is fully incorporated into the A&S Test Program, the Contracting Officer will issue instructions to turn in -5 WADs with disposition instructions from the appropriate Air Force Item
Manager.
In CY2022, the Contractor shall coordinate with MSD to establish an annual pre-positioning of four -11 WADs as surveillance pipeline assets at Hill AFB in order to obtain four field samples (“C Samples”). The four “C Samples” will be grouped with two dedicated “B Samples” in accordance with the Program Management Plan (See
Attachment IV) to comprise of a total of six (6) test assets for each test cycle. The
Contractor shall conduct tests as detailed via test procedure in the MTS-8 TSUM (See
Attachment V). To report test sample failures, use ((CDRL A045/DI-MISC-80508B/T;

3.2.2.2 Option Year 2 – Rotary Switch Annual Testing (Post-Corrective Action)
The ALCM Rotary Switch (RS) remanufacturing corrective action is scheduled to start producing units by October FY2019 (PN 201341028). Starting in CY2022, MSD plans to incorporate the remanufactured RS into the ALCM A&S Test Program and phase out testing the pre-corrective action RS (PN 76410-4). During this change, the Contractor shall continue to perform RS testing IAW “3.1.8.2 Rotary Switch Annual Test Cycle” of this PWS.
The Government will provide the initial Post-Corrective Action RS assets (two “B
Samples” and four “C Samples”) to accommodate the first cycle of A&S testing. Once the remanufactured RS is fully incorporated into the A&S Test Program, the Contracting
Officer will issue instructions to turn in PN 76410-4 RS assets with disposition instructions from the appropriate Air Force Item Manager.
In CY2023, the Contractor shall coordinate with MSD to establish an annual pre-positioning of four RS assets (PN 201341028) as surveillance pipeline assets at Hill AFB in order to obtain four field samples (“C Samples”). The four “C Samples” will be grouped with two dedicated “B Samples” in accordance with the Program Management
Plan (See Attachment IV) to comprise…
