Q&A’s (15 Jan, 2015) Questions 35-49
Question #35: In the FBO notice posted 13 Jan 15, it indicates that changes have been made to Attachment 4 and 5 of the RFP. Has there been changes made to Attachments 4 and 5 or is this left over text from the FBO posting of Amendment 1 dated 22 Dec 14 that did change Attachments 4 and 5?
Answer #35: No. The above referenced language refers to the changes made to attachments 4 & 5 that were reflected in Amendment 0001.
Question #36: As part of the new drawings furnished, drawing 541-6510 was provided. This drawing references four additional drawings, 305-0391-000, 554-9203-002, 541-6509-002, 541-6506-002. Please provide these additional drawings.
Answer #36: Bid buying 822-2645-002 Autopilot Processor Mount
Question #37: Drawing 846-0009-010 is a Captive Fastener, Specification Control Drawing. No vendor is identified for this item, nor is this item listed on the CPN-VPN Cross Reference Spreadsheet. Please provide a source for this item.

Question #38: Drawing 818-3784-011 requires a Receptacle Strip per drawing 752-2352-009, this item is made from part number 012-2171-000. This drawing (012-2171-000) is not provided. Can it be provided?
Answer #38: 012-2171-000 - This is a DZUs railing (See attachment)
Question #39: Drawing 846-0009-010 is for a fastener. No source is identified on this drawing or can be found on the VPN cross reference document. Can you provide a source for this item?

Question #40: Many question are being asked about items not listed in the provide KC-135 Block 45 Master Material List. Is it correct that the only items required in the ""A"" Kit are those listed in the provided excel file? Also, Is it correct to assume the Total Usage is the Quantity required per ""A"" Kit?
Answer #40: The Master Material List (MML) is for the entire Block 45 (Group A Kits and Group B Kits) effort and is for reference only. This solicitation/effort is for the Group A Kit only.
Question #41: IDD Aerospace/Zodiac Aerospace are listed as the Vendors for 818-3785-003, 818-3785-011, 818-3785-021, 818-3780-010, 818-3786-016, and 818-3871-003. IDD Aerospace/Zodiac Aerospace has informed us that they require a letter from Rockwell Collins on their letterhead approving us to receive pricing for these items.
Answer #41: This supplier has been notified that they are authorized to quote and distribute the parts listed to parties other than Rockwell Collins in support of the Block 45 program. The following items are intended to be locally fabricated. Engineering data to manufacture them is part of the drawing package 818-3780-010 and 818-3786-016.
Question #42: 266-6095-030 is a Rockwell Collins part number. We emailed them a month ago for a quote with no response. We are unable to locate an additional vendor or additional part number.
Answer #42: 266-6095-030 - VPN: C1006 VENDOR: EATON CORP (CAGE 81640)
Question #43: Where do I find 541-6510-002, 305-0391-000, 338-2010-000, 985-0249-000, 983-4318-003, 554-9203-002, 541-6509-002 and 541-6506-002?
Answer #43: See Answer #33.
Question #44: Our partner supporting electronic requirements is constructing a PBOM for this RFP and cannot locate a drawing for a Bracket, part number 818-3779-004 (Picture of part attached - Item #4). I checked the Master BOM and other references and could not locate it by PN or the drawing #.
Answer #44: The above referenced drawings have been posted (see attached).
Question #45: In the "Instructions to Offerors" it mentions a "Model Contract". I'm not finding a template for a "Model Contract". Is that just a reference to documentation we will produce to submit our proposal?
Answer #45: The "Model Contract" referenced in the Instructions to Offerors is the SF 1449.
Question #46: In a request sent to Tyco (directed source per Q&A’s_(12.31.14).docx), we were advised that we need a Letter of Authorization(LOA) in order to obtain pricing. Please provide ASAP so we can finalize our proposal and submit on time. We would appreciate any consideration given to an extension based on the length of time it takes for the Government to provide the LOA. 214-1023-020 - RELAY, ELECTROMAGNETIC (Alt PN: 1-1422029-4, Tyco Communications) Answer #46: This issue has been resolved. An LOA is not required. If you should encounter any further problems please notify the Contracting Officer, Misti DeShields, at misti.deshields.1@us.af.mil immediately.
Question #47: As part of the new drawings furnished, drawing 541-6510 was provided. This drawing references four additional drawings, 305-0391-000, 554-9203-002, 541-6509-002, 541-6506-002. Please provide these additional drawings.
Answer #47: Please bid at the 822-2645-002 drawing level.
Question #48: I wanted to follow up to our questions (see below). I have not seen a response to these specific questions. Is there any plan to respond to these, or clarify the government's strategy further?
a) The bid quantities are difficult to estimate, min of 4, max of
376. BEQ of 121. Add to this the government strategy to make a multiple award to up to 4 contractors. Can this strategy be narrowed to allow contractors to better estimate award quantities? If the government plans to only award a PCA and 4ea to four contractors to determine acceptability, this should be so stated, and pricing based on this strategy.

b) Clause TAFB-14-030 indicates that after the initial award quantity of 5 to 377, any subsequent delivery orders will be competed between the awardees, is this correct? If so, then award price based on 5 to 377 becomes irrelevant after initial award. Can the government further clarify the planned award strategy.

Question #49: Table 6, Miscellaneous Documents/Technical Data list in the SOW page 15, specifically the last list under “EXCEL SPREADSHEETS”. We have found documents with similar names, however, they are not in an Excel Spreadsheet. Can you please clarify if there should indeed be Excel spreadsheets.
Answer #49: Some of the Excel spreadsheets mentioned in the SOW were converted to PDF format for posting purposes on FBO. The referenced documents have been previously posted to FBO.
