Question #33: The bid quantities are difficult to estimate, min of 4, max of 376. BEQ of 121. Add to this the government strategy to make a multiple award to up to 4 contractors. Can this strategy be narrowed to allow contractors to better estimate award quantities? If the government plans to only award a PCA and 4ea to four contractors to determine acceptability, this should be so stated, and pricing based on this strategy.

Question #34: This question is a follow on to question 5, clause TAFB-14-030 indicates that after the initial award quantity of 5 to 377, any subsequent delivery orders will be competed between the awardees, is this correct? If so, then award price based on 5 to 377 becomes irrelevant after initial award. Can the government further clarify the planned award strategy?
