DoD DoDM 4100.39 Section 3 (a, b & c) pg 15 mandates that logistics reference numbers entered into the Federal Cataloging System will be identified/recorded with the manufacturer/design control activity of the item. The assignment of any NSN requires that the Original Equipment Manufacturer (OEM) or the commercial or government entity that holds the design control of the item must be recorded on the NSN.
(a) Record the original equipment manufacturer, original component manufacturer, DCA, or the commercial or government entity that holds the design control of the item.
(b) Record a manufacturer’s or DCA’s CAGE code and associated logistics reference number for the item of production as a manufacturing source.
(c) Record a distributor as the design control entity of an item in cases where the distributor owns the design control rights to the item.
DRAWING/DATA NEEDED IF….
ITEM IS CONSIDERED NOT STOCKLISTED (NSL)
NSN DOES NOT MATCH 1ST PREC
NSN HAS BEEN CANCELLED WITHOUT REPLACEMENT

DLA Logistics Information Service is dedicated and experienced in protecting and safeguarding proprietary data. Limited Rights Data…Official Use by DoD/Government.
DLIS form 37s are used from time to time to provide details from the engineering drawings…for use in provisioning/cataloging. Can be completed by the Contractor, DLA Logistics Information Service or ALC staff…Pratt-Whitney as an example.
The characteristics data in FLIS can be suppressed from being displayed…Proprietary Item Identification List (PIIL). Precludes availability of item information to freedom of information act requests
ASME Y14.24M
AN AMERICAN STANDARD- THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS
BASIS…CHAPTER 200; MIL-STD 100 (ENGINEERING DRAWING PRACTICES)

ASSURES CONSISTENCY OF APPLICATION AND INTERPRETATION
CUI
CUI
ASME Y14.24M – An American National Standard…The American Society of Mechanical Engineers If an engineering drawing is prepared, it is important that an acceptable government format is used.
The basis for this standard was Chapter 200 of the Military Standard, MIL-STD-100 Engineering Drawing Practices.
Work on this standard considered the types of engineering drawings most frequently used by business, industry and government communities in the United States.
This Standard attempts to serve the individual and combined needs of these communities and assure consistency of application and interpretation.
ELECTRONIC DATA
PDF FORMAT
LABELED BY PLISN and COMPLETE P/N (separated by a space)
EXAMPLE AAAA 124354-456.PDF
INCLUDE PCC WITH PPL DATA PACKAGE (FOR SSR USE)
DoD SAFE – WE DO NOT GO “OUT” TO OTHER LOCATIONS TO RETRIEVE TECH DATA, IT MUST BE PROVIDED PER CDRL ON CONTRACT
LSA036 1st PREC PART NUMBER MUST MATCH PDF NAME
CUI
CUI
PDF Format is preferred…naming convention is PLISN, “Space”, Part Number The Entire data package should include the PCCN, SCC…and we now ask for the PCC for subsequent SSR actions.
We request that tech data be submitted via DoD Safe with a zipped file no larger than 250 drawings for each submittal We do not go out to hyperlinks or contractor sites to pull tech data, the tech data must be provided to DLA The 1st prec pn on the lsa036 much match the name on the pdf file

This slide shows the flow of digital data, for the Air Force, from the time of submission of the Logistic Support Analysis 036 tape up to the time of the provisioning conference.
Prior to the submission of the Logistic Support Analysis, we attend the Guidance Conference.
The Air Force uses automated systems in the provisioning process D155 and D220.
The D220 system gathers input from the LSA036 product, that all of the services use, but download that information to the FSC Technicians work-bench through the D155 system for FSC review.
The D155 system screens each part number that is supplied, typically the D155 only sends approximately 60% of the first appearance part numbers to the technician workbench.
