1. May a potential offeror request a DoD Safe Link as a test to make sure it’s working properly?
a. Yes. Please send an email test link request to Amanda.Jones.39@us.af.mil &
Ashley.Brink@us.af.mil. Any documents sent to the Government in a test link will not be reviewed by the Government. Do not send proposal documents as they will not be considered or reviewed as a response to the Request for Proposal (RFP).
2. Is there a due date for RFP question submittal?
a. No, however the Government may not respond to all questions.
3. Who should we send RFP questions to and how should they be submitted?
a. Submit questions via email to Amanda.Jones.39@us.af.mil and Ashley.Brink@us.af.mil
4. In regards to the Provisioning Requirements in the RFP, if there is only one source of supply for a vendor item, is that going to be rejected by DLA? The reasons for only one source of supply could be OEM proprietary data or that there may be other sources, but the Prime contractor did not qualify any other sources for the supply.
a. It is important to follow American Standard Mechanical Engineers ASME 14.24m to ensure it would not be rejected. Having only one source of supply identified is not a reason for rejection.
The suggested source of supply CAGE Code must be from the manufacturer, and not a distributor.
When using a vendor item drawing, there should be at least two part numbers provided, the suggested source of supply (rncc/vc 3/2) and additional reference number (rncc/vc 7/2). The drawing provided should be from the additional reference number, and not the suggested source of supply, otherwise, there’s no relationship shown between the two part numbers, and if the suggested source of supply is a distributor, it will be rejected, as no OEM identified.
If the drawing is from the suggested source of supply, this is an invalid vendor item drawing and risks being rejected or stocklisted with only the 3/2 part number.
5. If a vendor asserts less than Unlimited Rights for CDRL A026/B062, is the pricing for increased data rights on CLIN 0018 to allow Unlimited Rights on CDRL A026/B026 if CLIN 0018 is ordered?

a. CLIN 0018 price is for increased data rights in accordance with Appendix 2 CDRL Assertion Matrix. This CLIN procures anything asserted by the Contractor that is increased over limited.
6. What data rights, if any, does the Government possess from the current AN/TRN-41 MP TACAN?
a. Information regarding Government-owned data rights will not be disclosed at this time.
7. If the Government possesses data rights for the AN/TRN-41, how does the Government plan to make a fair evaluation of the price of data rights from a different vendor?
a. The Government will evaluate all Offerors consistently with the stated evaluation criteria listed in solicitation FA8102-23-R-2000.
