1. SCOPE

1.1 SYSTEM IDENTIFICATION. The existing Man-Portable (MP) Tactical Air Navigation (TACAN) system for the United States Air Force (USAF) is the AN/TRN-41. The USAF is replacing it the AN/TRN 41. This document will support this acquisition effort known as the MP TACAN Replacement.

1.2 SYSTEM OVERVIEW. The AN/TRN-41 is a ground-based system that provides a TACAN signal which can be used by any aircraft with a TACAN receiver to help navigate. The AN/TRN- 41 is small and easily transportable versus the various fixed-base systems found at many airports around the world. The existing AN/TRN-41 was fielded back in the 1970s so is maintenance- intensive with insufficient quantities available to meet mission needs, resulting in a requirements gap.

1.3 DOCUMENT OVERVIEW. This System Requirements Document (SRD) provides performance requirements for procuring a replacement for the existing AN/TRN-41 MP TACAN.

1.4 REQUIREMENTS ORIGIN. Headquarters Air Force Flights Standards Agency (HQ AFFSA) provided a Replacement of MP TACAN Requirements Memorandum dated 16 December 2020 from which this document is based. In addition, AFFSA provided a document entitled HQ AFFSA MP- TACAN System Requirements Memorandum Change, dated 3 Nov 2021, which documents changes to requirements. The requirement document was reviewed to ensure its applicability and accuracy. This SRD version contains the current Air Force requirements to support procurement of the AN/TRN-41 MP TACAN Replacement system.

2. APPLICABLE DOCUMENTS

2.1 GENERAL. The applicable documents listed form a prerequisite to meet the requirements contained within this SRD.

2.2 GOVERNMENT DOCUMENTS. The following government documents form a part of this document to the extent specified herein. Unless otherwise specified, the issues of these documents are those cited in the solicitation or contract.

2.9 SYSTEM REQUIREMENTS. The replacement MP TACAN system shall consist of all necessary subsystems to ensure the proper signal-in-space to provide navigational guidance to aircraft operating within the realm of the operational control of a deployed MP TACAN system. In addition, it shall provide all equipment needed to meet the following Performance Criteria.

2.10 REQUIRED STATES AND MODES. The requirements will show two states for the replacement MP TACAN system, operational and non-operational. Operational shall be the typical operational state for the system as it is performing its mission to emit a TACAN signal. Non-operational shall be when the system is turned off for reasons such as storage, transport, setup, maintenance, etc.

2.11 SYSTEM FUNCTIONAL REQUIREMENTS. System functional requirements are identified below within the specific topics.

2.12 SYSTEM EXTERNAL INTERFACE REQUIREMENTS.

2.12.1 Interface Identification and Diagrams. No specific system or subsystem interfaces required.

2.12.2 Project-Unique Identifier of Interface.

2.13 SYSTEM INTERNAL INTERFACE REQUIREMENTS.

b. Each system shall include 1 battery pack that will be included into size, weight and carry considerations for the system and 2 spare battery packs that will be excluded from these considerations.

c. While the system is powered by an external power source and operational, the batteries shall be recharged.

d. System shall operate using VDC power for a minimum of 5 hours on the included battery pack at 0°C.

e. Batteries shall be capable of being recharged external to the system from any of the external power sources listed in EINT-1.

IINT-2 Communication with

RCSU

a. Remote Control Status Unit (RCSU) shall be capable of wireless and wired connectivity (connections/interface only).

b. RCSU shall connect and properly communicate locally at the TACAN as well as from a distance of at least 10,000 feet from the TACAN location using twisted pair copper wire.

c. All wire needed to make the connection with the RCSU shall be provided by the contractor along with system delivery.

2.14 SYSTEM INTERNAL DATA REQUIREMENTS. There are no unique internal data requirements for this system

2.15 ADAPTATION REQUIREMENTS. No adaptation requirements need to be specified.

2.16 ENVIRONMENTAL, SAFETY, AND OPERATIONAL HEALTH (ESOH) REQUIREMENTS.

2.16.1

ESOH-2 MSDS The supplier shall provide copies of Material Safety

Data Sheets (MSDS) for all hazardous or toxic materials being supplied at least 120 days prior to the first delivery.

ESOH-3 Preferred Materials Recycled, recovered, or environmentally preferable materials shall be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs.

ESOH-5 NFPA-70 (NEC) All electrical systems shall comply with the National Electrical Code (NEC).

ESOH-6 Grounding Protection a. System shall meet the requirements of MIL-STD- 188-124B for grounding, bonding, and shielding though the government will be responsible for providing the appropriate ground rod for the delivered systems.

b. System shall meet the requirements of NFPA-77 for static electricity.

Note: The contractor shall appropriately ground the system for all testing performed at contractor facilities.

ESOH-7 System Safety The TACAN system shall meet the requirements of MIL-STD-882E, Section 4.

ESOH-8 Internal Chassis Ground

A ground terminal or equivalent function shall be provided on all TACAN system Line Replaceable Units (LRUs) within the equipment. The ground terminal shall be located on the input power connector or on the equipment terminal board and shall connect to the internal chassis by means of conductors at least equal in size to one of the power input conductors. Safety grounding within the equipment shall terminate on the ground terminal.

Grounds and AC return lines shall be separated.

ESOH-9 External Chassis Ground

A ground conductor shall be included with the TACAN system power conductors and shall connect to the ground terminal of individual units when power is routed externally between individual units of the equipment.

ESOH-10 Safety Shielding System protective shields shall be provided to protect personnel from accidental contact with parts in excess of 30V RMS or 30V DC during operation or maintenance actions.

ESOH-11 Electromagnetic Radiation Hazards

a. Hazard of Electromagnetic Radiation to Ordinance (HERO) safe separation distances shall be determined and documented for the TACAN in accordance with MIL-STD-464D Appendix A, paragraph A.5.9.3.

b. Hazard of Electromagnetic Radiation to People (HERP) safe separation distances shall be determined and documented for the TACAN in accordance with MIL-STD-464D, Appendix A, paragraph A.5.9.1.

c. Hazard of Electromagnetic Radiation to Fuel (HERF) safe separation distances shall be determined and documented for the TACAN in accordance with MIL-STD-464D, Appendix A, paragraph A.5.9.2.

2.17 SECURITY AND PRIVACY REQUIREMENTS.

SEC-1 Operating System The operating system for all computers shall be fully compatible and required to run on the current Security Technical Implementation Guide (STIG) version from Defense Information Systems Agency’s (DISA).

SEC-2 Highly Secure a. For Windows based devices, computers and software shall meet the standards for a highly secure environment published by Microsoft which lists the minimum hardware and software requirements at: https://docs.microsoft.com/en-us/windows-hardware/design/device-experiences/oem-highly-secure.

b. For Linux devices, computers and software shall meet the following standards:

Confirm SeLinux is enabled.

SEC-3 BitLocker All computers and software shall function with BitLocker (or equivalent) encryption enabled.

SEC-4 Encryption Level All remote connections between the TACAN and the RCSU shall meet AES 256-bit or higher-level encryption.

SEC-5 Network The RCSU connection to the TACAN shall function as a stand-alone network only. No external network connections shall be required for system operation.

SEC-6 User Level Control a. Any maintenance software shall include user Identification (ID) and password controls to prevent unauthorized access.

b. System/User accounts shall have a minimum of three tiers of access (one allowing viewing status only, one allowing full maintenance functionality and one with administrative access that allows all functionality and assigning of usernames and passwords).

SEC-7 Password Complexity All passwords shall meet the below minimum requirements:

a. Be at least 14 characters in length.

b. Must contain at least 1 uppercase, 1 lowercase, 1 number, and 1 special character (~!@#$%^&*_-

c. May not contain the account name associated with the password.

d. May not contain more than 2 consecutive characters.

e. Password complexity filter must be enabled to disallow use of passwords not meeting these requirements.

2.18 SYSTEM ENVIRONMENT REQUIREMENTS.

No safety hazard resulting from rapid decompression from 8,000 ft to 40,000 ft in less than 15 s.

ENV-7 Wind and Ice Operating/Non-Operating: 50 mph (43 knots) steady state and 71 mph (62 knots) gusts with no ice and with ½-in glaze ice mix (in accordance with MIL-HDBK- 310 for 1% location at 3m (10 ft) off the ground).

ENV-8 Snow Up to 50 pounds per square foot on all horizontal surfaces (in accordance with MIL-HDBK-310 for “semi-permanent equipment”).

ENV-9 Solar Radiation and UV Resistance

External surfaces and materials, including cables, shall be resistant to the effects of solar radiation at a rate of 1120 W/m2.

ENV-10 Sand and Dust a. Blowing Sand:

- Concentration: 0.18 g/m3, -0.0/+0.2 g/m3.

- Particle Size: 150 to 850

ENV-11 Salt Atmosphere Withstand exposure to a salt fog atmosphere with a salt concentration of at least 5%.

2.19 COMPUTER RESOURCE REQUIREMENTS.

2.19.1 Computer Hardware Requirements.

System shall provide continuous monitoring of critical parameters and cause shutdown of the system in the event any one of the parameters fall outside of its specified tolerance. This requirement shall be met for both internally caused failures (e.g. LRU fault) and externally caused failures (e.g. shift of tripod).

Note: Critical parameters shall be any parameter that contributes to the radiated signal including the azimuth/bearing, Distance Measuring Equipment (DME) signal and Identification (ID) information.

2.20.2 Computer Communication Requirements. Communication requirements are specified as part of the interface requirements in Table 2.13.1, INT-2.

2.21 SYSTEM QUALITY FACTORS.

The system shall provide identification, distance measurement and azimuth information to at least 100 aircraft simultaneously with 80% reply rate in X-mode and 75% reply rate in Y-mode to interrogating aircraft transponders with a receive signal level of -90dBm. The TACAN system shall be capable of “On Request Mode” of operation.

(ESD)

Identification markings including ESD warning labels shall be affixed on all ESD-sensitive subassemblies to be visible to maintenance personnel prior to maintenance handling of the equipment. Enclosures, assemblies, and subassemblies containing class 1 or class 2 ESD sensitive components (as defined by ANSI/ESD S20.20-2021), shall be appropriately marked using the documentation in ANSI/ESD S20.20-2021 as an example.

DES-6 Internal Wiring To the maximum extent possible, all multi-conductor wiring and cable design shall follow the guidelines of MIL-HDBK-454C, Guideline 66.

DES-10 Electromagnetic Environment

System shall meet its operational performance requirements in its intended operational Electromagnetic Environment (EME) without causing or suffering any unacceptable performance degradation due to unintentional Electromagnetic Interference (EMI) to or from other equipment in the same environment.

2.23 PERSONNEL-RELATED REQUIREMENTS.

2.29 PRECEDENCE AND CRITICALITY OF REQUIREMENTS. There are 2 Key Performance Parameters (KPPs) identified within the requirements above. These are requirements QLT-2 and PER-1. These requirements are of the highest importance and are expected to be the basis for the new MP TACAN system. All other requirements are Key System Attributes (KSAs) and shall be considered of equal ranking below the ranking of the KPPs.

2.30 DEMILITARIZATION AND DISPOSAL. A demilitarization and disposal plan is required with more details provided within the SOW.

3 VERIFICATION PROVISIONS. Appendix A shows a Requirements Verification Matrix that associates a means to verify each of the requirements shown in Section 3 of this SRD. The contractor may propose alternative verification methods with associated justification at any point prior to approved test plan. The Contracting Officer shall approve this alternative means in writing prior to Contractor’s use of alternative method.

2.2 RESOURCES TO SUPPORT VERIFICATION. All documentation, equipment, supplies and facilities needed to support the government during the verification process shall be provided by the contractor except as noted below. The contractor shall also provide any manpower needed to support the government during the verification process. The government will provide the manpower to perform the actual verification. To accommodate Requirement PER-2, the government will provide a location and personnel for a demonstration of system setup. If the government decides to perform government testing for Requirement QLT-2, the government will provide for a location and personnel to setup as well as arranging for and providing the flight check aircraft.
