DRAFT REQUEST FOR PROPOSAL NOTICE
FROM: AFICA 771 ESS/EGA

SUBJECT: United States Air Force (USAF) Vehicle Barriers Draft Request for Proposal Notice
1. This announcement constitutes a Special Notice (Draft RFP) for industry comment. PLEASE NOTE
THAT THE ATTACHMENT IS A DRAFT REQUEST FOR PROPOSAL (RFP) ONLY. The USAF, Air Force Installation Contracting Agency (AFICA), proposes to contract in the future for USAF Vehicle Barrier Maintenance and Repair services. This future acquisition will be utilizing enterprise-wide sourcing to standardize product offerings and to leverage the best pricing for the USAF. The Government will be doing a 100% Small Business set-aside with approximately two (2) Women-Owned Small Business reserves for this acquisition. The result of this future evaluation will be to award contracts to vendors who will be the only approved and mandated sources of supply for the USAF for a possible five (5) years, when making purchases that fall under the scope of this program. The Government intends to issue a formal solicitation by way of a RFP in the next few weeks.
2. The purpose of posting this DRAFT RFP is to elicit feedback from the potential bidders. We want to ensure: (1) that what we are asking for is clear, (2) that you can provide what we are asking for, (3) that you understand how you will be evaluated, (4) that you understand what will constitute being awarded a contract, (5) that our timelines are reasonable, and (6) that in general, the Government has not missed anything that will hinder your ability to be considered part of this acquisition. This DRAFT RFP is requesting feedback that will be utilized to make the FINAL RFP a better product. DO NOT fill out the actual attachments.
3. In general, the Government needs to understand items that will hinder your ability to be considered part of this acquisition. It will be greatly beneficial if you provide detailed feedback for the attached items as they will be similar to the FINAL RFP. The feedback we receive from this will directly lead to a FINAL RFP once we receive approval (anticipated late October of 2017). While we want input on all aspects of this Draft RFP, we request specific attention to the following items:
A. Notional CLIN Structure – do you understand what type of pricing we are looking for based upon the CLIN structure, and can you provide pricing this way? For example, in CLIN 0001, unit cost is price per barrier system (to be evaluated and awarded based upon numbers you input on the pricing spreadsheet, by region), your overall price per barrier system should include all incidentals. This is much like when you get an oil change on your car, the oil change price typically covers oil and filter, but if your washer fluid is low or some other minor item is required, those are typically covered within the price of the oil change.
B. Draft Performance Work Statement (PWS) - Is there anything in the PWS that you don’t understand and would like clarification on (specifically, what is required at the Indefinite Delivery Indefinite Quantity (IDIQ) level, and what is required at the Task Order level)?
Please understand that some items in the PWS will be detailed at the task order level, once the contract is awarded.
C. Draft 52.212-1 – do you understand the instructions and the related attachments?
D. Draft 52.212-1 – can you provide the information required within the related attachments?
E. Draft 52.212-2 – do you understand how Subfactor 4: Sample O&M plan (paragraph 3.3.2.4) will be evaluated?
F. Pricing spreadsheet – do you understand how to input pricing, what that pricing should encompass, and that you will be held to the Not To Exceed (NTE) pricing by region that you propose in the pricing spreadsheet throughout the term of the contract?
G. Draft Contract Data Requirement Lists (CDRLs) – do you understand the data to be reported (both at the IDIQ level and the Task Order level), and can you provide data in the manner requested?
4. This is a DRAFT RFP. Please, do not submit actual quotes, prices, marketing materials, or any other deliverables requested in the DRAFT RFP attachments. DO NOT fill out any of the attachments. DO NOT submit item prices or product information at this time. Attachments are only being included at this time to allow you the opportunity to review for content, and to provide feedback as detailed above.
5. Responses to this DRAFT RFP shall be limited to a maximum of 10 pages, on 8½ ” x 11” sized paper, with a 12-point font size, with Times New Roman font, with a minimum of one inch margins all around, and have single spacing. Responses to this DRAFT RFP are required to be submitted in Microsoft Word 2010 or earlier or as a PDF file, and tables may be used. Please reference the attachment name and number, page number (if available), and section of the Draft RFP that you are commenting on in all responses. Each page of your response shall contain your company information in the header/footer or as a company logo.
Please refrain from presenting marketing type material. All responses shall be emailed to the Vehicle Barriers Team Inbox at 771ESS.EGA.VehicleBarrierMR@us.af.mil no later than 11 October 2017 at 1400 EST. Paper copies will not be accepted.
