About this file
This draft request for proposal and attachment outline requirements for vehicle barrier maintenance and repair services for multiple United States Air Force installations. The Air Force Installation Contracting Agency intends to award indefinite delivery, indefinite quantity contracts to small businesses, with two reserves for women-owned small businesses, for a potential five-year period of performance. The scope includes preventative maintenance, routine service calls, and emergency service calls for vehicle barriers. Offerors must indicate plans to self-perform work at a minimum of six bases and identify at least one potential subcontractor. Pricing is to be provided using the attached matrix listing bases across multiple states. Comments on this draft RFP are requested from industry prior to issuance of a formal solicitation.

Management Plan
| Attachment 2: Management Plan |
| Instructions: The Offeror shall complete all red cells (except as indicated within these instructions) on this worksheet. First, the Offeror shall fill out their company information at the top of the worksheet to include their Company Name, Preparer Name, DUNS Number, CAGE Code, and Date Prepared. The Preparer shall place an "X" in the certification box to indicate that the Preparer is authorized to bind the company/Joint Venture to the technical information provided. Next, the Offeror shall indicate for each of the bases/installations listed whether the Offeror plans to self-perform or subcontract the work for that base. This is to be accomplished using the drop down boxes under the “Self-Perform” columns (one for each type of work – Preventive Maintenance, Routine Service Calls, and Emergency Service Calls) by selecting either “Yes” or “No.” If “Yes” is selected in the “Self-Perform” column, the adjoining cell for “Subcontractor Name” will be grayed out and no Offeror input is required for that cell; if “No” is selected in the “Self-Perform” column, the adjoining cell for “Subcontractor Name” will remain red and requires Offeror input in the form of the subcontractor they plan to use for work at that base, and the cell will turn yellow once filled in. The definition of “self-perform” is work under the scope of this effort conducted by the Offeror’s own labor force (employees on the Offeror’s payroll). The definition of “subcontract” is work under the scope of this effort conducted by an entity other than the Offeror to satisfy the Offeror’s contractual responsibilities with the Government. The Offeror must indicate a minimum of six (6) bases where they will self-perform the work (Preventive Maintenance, Emergency Service Calls, and Routine Service Calls), which is for evaluation purposes only. The Offeror must also indicate the name of at least one (1) subcontractor to whom it will potentially subcontract work (encompassing Preventive Maintenance, Emergency Service Calls, and Routine Service Calls). Work actually performed or subcontractors actually used during performance of the contract may differ without permission from the Government as long as the Offeror is in compliance with FAR 52.219-14. At the time of Task Order award but before work commences, all required certifications or other technical requirements for the Contractor or subcontractors must be met. The Offeror’s Management Plan shall be submitted electronically – a paper copy is not needed. |
