About this file
This memorandum designates the services provided under the Active Vehicle Barrier Maintenance and Inspection Service Contract as mission essential. The contract requires preventative maintenance, safety inspections, and repairs of Active Vehicle Barriers, which the memorandum deems essential for providing installation protection from terrorist and other vehicle-borne threats. As Acting Director of Operations, the author determines the services under the contract's Performance Work Statement to be mission essential. Failing to perform the requirements would significantly affect installations' ability to adequately protect mission assets and personnel.
The related federal contract opportunity is a draft request for proposal for Vehicle Barrier Maintenance and Repair services across the Air Force. The future acquisition will utilize enterprise-wide sourcing to standardize product offerings and leverage best pricing. The government intends to award approximately two contracts to women-owned small businesses as part of a 100% small business set-aside. The five-year contracts would make awardees the only approved suppliers for the requirements. The agency aims to issue a formal solicitation soon and seeks industry feedback on the draft for planning purposes, though responses will not constitute binding offers.

MEMORANDUM FOR AFICA 771 ESS/EGA
FROM: AFCEC/CO
139 Barnes Dr. Ste. 1 Tyndall AFB FL 32403-5319
SUBJECT: Mission Essential Contract Services Designation for the Active Vehicle Barrier Maintenance and Inspection Service Contract
1. The Government has identified Active Vehicle Barrier (AVB) preventive maintenance, safety inspection and repair of AVBs as essential contract services in support of mission essential functions.
Maintaining the operational capability of AVB equipment is essential to providing installation protection from terrorist and other vehicle borne threats against military installations.
2. The service provided by the AVB maintenance and inspection contract meet the definition requirements set forth in DFAR Clause 252.237-7023, as the services are essential to maintain the operational capability of final denial barrier systems at installation entry control facilities and at locations protecting critical facilities and flight lines. The mission essential activities required by the AVB maintenance and inspection contract PWS must be performed under all circumstances to protect the mission and the personnel on the installation.
3. As the Acting AFCEC Operations Director, I hereby determine the services to be mission essential and failure to perform the requirements of this PWS and sustain the operational capability of the AVB system would significantly affect the ability of AF installation to adequately protect mission assets and personnel.
