About this file

This draft request for proposal from the Air Force Installation Contracting Agency announces a future acquisition for Vehicle Barrier Maintenance and Repair services across the US Air Force. The agency intends to award contracts through a 100% small business set-aside to approved vendors, with approximately two reserves for women-owned small businesses, to standardize product offerings and leverage pricing for a potential five-year period. Responses to the draft RFP will help inform planning for a formal solicitation expected in the coming weeks. Services will include maintenance and repair of vehicle barriers at Air Force installations.

0. Instructions

Attachment 5: Pricing Matrix
Instructions: The Contractor shall provide all personnel, labor, equipment, supplies, tools, materials, supervision, travel, periodic inspection, minor repair, and other items/services necessary to provide maintenance of Air Force vehicle barrier systems as defined in the Vehicle Barriers Maintenance and Repair (VB M&R) Performance Work Statement (PWS) at Attachment 1 to the Request for Proposal (RFP).

This Pricing Matrix is required from all Offerors who wish to submit proposals in response to RFP No. FA8003-18-R-0001, per the Addendum to FAR 52.212-1, Instructions to Offerors. Offerors are to provide pricing for two different areas: 1) Not-to-Exceed (NTE) markup rates (percentage) for CLINs X001, X002, and X003 that will be binding at the MAC IDIQ level and cannot be exceeded in subsequent Task Orders issued against the MAC IDIQ for each ordering period and the 6-month extension; and 2) a sample Task Order for Wright-Patterson AFB, OH (for evaluation purposes only) which will be based on labor categories, rates, and hours (proposed by Offeror), materials for minor repair costs (pre-populated per the amounts stipulated in the PWS), travel costs (pre-populated for purposes of the sample Task Order), and any other direct costs (proposed by Offeror) to which the NTE markup rate(s) will be applied, as applicable, to determine a Total Evaluated Price (TEP) that will not be binding at the MAC IDIQ level but will be used for evaluation purposes at the MAC IDIQ level. Offerors should assume that the pre-populated travel costs will cover the cost of the Offeror’s travel to Wright-Patterson AFB, OH. Along with the notes/instructions provided at the top of each worksheet, the following guidelines have been established to assist Offerors in the completion of this Pricing Matrix:

1. Complete each worksheet ("2. NTE Markup Rates", "3. Wages", and "4-9. Sample TO" (for each Ordering Period and the 6-Month Extension) within this Pricing Matrix in order to ensure the necessary information will be auto-populated into the final worksheet ("10. Total Evaluated Price"). Be sure to click the right arrow in the bottom left-hand corner to be able to view all worksheets - there are a total of 10 worksheets not including the instructions.

2. The Offeror shall only fill out the required cells highlighted in blue; all other cells do not require Offeror fill-ins. All cells highlighted in blue must be completed, except for those as specifically indicated. Within worksheets 2-9, complete all blue cells (no other cells require fill-ins by the Offeror). The Offeror may leave some blue cells blank if not needed under Labor Category and Hourly Rate in worksheet "3. Wages" and Quantity (under the Labor area) and Other Direct Costs in worksheets "4-9. Sample TO".

3. Review the worksheet titled “10. Total Evaluated Price” to ensure the total evaluated price (TEP) is reflecting the Offeror's proposed TEP for the sample Task Order. If incorrect, review the entire Pricing Matrix to locate errors.

4. On any of the worksheets within this Pricing Matrix, the Offeror shall not tamper with the provided rows, columns, or formulas or add/remove any information other than what is requested in this worksheet.

2. NTE Markup Rates Binding Not-To-Exceed (NTE) Markup Rates (will be binding at MAC IDIQ level)

Note: Offeror shall complete all blue cells on this worksheet, to include their company information and their proposed NTE markup rates for each ordering period and each CLIN (X001-X003). Company information includes the Offeror’s Name in cell B6, Preparer’s Name in cell B7, DUNS Number in cell B8, and CAGE Code in cell B9, and the proposed NTE markup rates for CLINs X001-X003 for each ordering period and the 6-month extension in cells B13 through G18. The NTE markup rate should be represented as a percentage with no decimals. Offeror shall propose a NTE markup rate (percentage) for Preventive Maintenance (CLIN X001), Routine Service Call (CLIN X002), and Emergency Service Call (CLIN X003) for each ordering period of the MAC IDIQ, to include the Base Year, all Option Years, and the 6-Month Extension of Services. Each CLIN will have two separate markup rates: a markup rate for the labor associated with that CLIN and a markup rate for the material, travel, and any other direct costs associated with that CLIN. A markup rate is expressed as a percentage and is added to the cost/price incurred by the producer of a good/service in order to cover the indirect costs of doing business and create a profit. The NTE markup rate should be represented as a percentage with no decimals. The NTE markup rate shall be inclusive of all necessary elements per the description of work for Preventive Maintenance, Routine Service Calls, and Emergency Service Calls as described in RFP Attachment 1: PWS, as required for performance at all potential locations per the Addendum to FAR 52.212-1 Tables 1 and 2. At the Task Order level, the Contractor shall propose markup rates that shall not exceed the MAC IDIQ’s NTE markup rate for that CLIN, category, and ordering period. The markup rate for labor will be applied to the base hourly labor rates for each labor category proposed per the minimum wages as established for the specific Task Order location IAW FAR 52.222-41, Service Contract Labor Standards, using the wage determinations as attached to the MAC IDIQ contract for that ordering period, and the markup rate for travel, materials, and other direct costs will be applied to the material costs, travel costs, and other direct costs.

3. Wages

Wages for Service Contract Labor Standards Labor Categories Required by the PWS (will not be binding at MAC IDIQ level -- for evaluation purposes only)
Note: Offeror shall complete the blue cells on this worksheet for all labor categories (starting in cell A8) as well as a base hourly labor rate (starting in cell B8) for each identified labor category for all types of labor required to accomplish the work on the sample Task Order per the requirements of the PWS, for each ordering period. Not all blue cells need to be filled out on this worksheet depending on the number of labor categories the Offeror determines to be necessary to complete the work. For purposes of this evaluation, the sample Task Order will take place at Wright-Patterson AFB, OH. The labor category title shall be reflective of the exact labor category title and the base hourly labor rate (i.e. wage rate) must meet (at a minimum) the wage rate for that labor category as established for the area of Wright-Patterson AFB IAW FAR 52.222-41, Service Contract Labor Standards, using the wage determinations as attached to the RFP (see Attachments 8-13). The labor categories and base hourly labor rates will auto-populate from this worksheet to worksheets “4-9. Sample TO” for the Offeror to select from when developing their sample Task Order pricing.

4. Sample TO - Base Year

Sample Task Order Pricing (will not be binding at MAC IDIQ level -- for evaluation purposes only)
Note: This worksheet is to be used for pricing the sample Task Order. Specifics of the sample Task Order can be found in worksheet "1. Sample TO Info." The sample Task Order's Total Evaluated Price (TEP) is based on the combined pricing of CLINs X001, X002, and X003 for each ordering period (Base Year, Option Years 1-4, and 6-Month Extension). Each CLIN consists of Labor, Materials, Travel, and Other Direct Costs. For each CLIN under the ordering period, the Offeror shall complete the blue cells in the Labor and Other Direct Costs areas (as many as needed); the Material and Travel sections have been pre-populated and do not require Offeror fill-ins. The labor categories and base hourly labor rates will auto-populate from worksheet “3. Wages” for the Offeror to choose from when developing their sample Task Order pricing, and the NTE markup rates will auto-populate from worksheet “2. NTE Markup Rates.” To complete the blue cells in the Labor section of the CLIN, the Offeror shall enter the number of hours for each labor category required to accomplish the work on the sample Task Order in the “Quantity” column beginning in cell B20 for all three CLINs (X001-X003). For each labor category utilized, the worksheets will automatically multiply the base hourly labor rate by the NTE markup rate for labor to determine the fully burdened hourly labor rate, which will then automatically multiply by the quantity (number) of labor hours in order to determine a total for that individual labor category. The total of all labor categories utilized will be added together to determine the total price for labor for each CLIN. The material quantities and unit prices applicable to the sample Task Order have been pre-populated based on the minor repair NTE amounts as provided in the PWS, and the Offeror’s proposed NTE markup rate for materials, travel, and other direct costs will be applied to material (no Offeror fill-ins are required for materials). The travel quantities and unit prices applicable to the sample Task Order have been pre-populated, and the Offeror's proposed NTE markup rate for materials, travel, and other direct costs will be applied to travel (no Offeror fill-ins are required for travel). Offerors should assume that the pre-populated travel costs will cover the cost of the Offeror’s travel to the sample Task Order location. To complete the blue cells in the Other Direct Costs (ODC) section of the CLIN, the Offeror shall enter the type of ODC beginning in column A, the quantity of the ODC needed in the “Quantity” column (column B), and the unit price of the ODC in the “Unit Price” column (column D) for all three CLINs (X001-X003). For each ODC entered, the worksheet will automatically multiply the entered quantities by the entered unit price, then multiply by the NTE markup rate for materials, travel, and other direct costs to determine a total for each ODC. Cell A46 has been prepopulated with the title "Miscellaneous Material Necessary for PM" which Offerors may use to consolidate all miscellaneous minor parts that are necessary to complete preventive maintenance, e.g. hydraulic oil, filters, and shear pins. The total of all ODCs utilized will be added together to determine the total price for ODCs for each CLIN. The worksheet will automatically add the Total Labor, Total Material, Total Travel, and Total Other Direct Costs for each CLIN to determine the overall Total Price per CLIN in cells E5-E7, and the Total Price will be automatically divided by the quantity to determine the Unit Price per CLIN in cells D5-D7. The Total Price by year will auto-calculate in cell E16. The cells in gray (B8 - E15) are not priced at the basic MAC IDIQ level and are provided only for reference purposes, and do not require fill-ins from the Offeror.
