About this file
This document is a draft request for proposal for vehicle barrier maintenance and repair services for the United States Air Force. The Air Force Installation Contracting Agency intends to issue a formal solicitation seeking proposals for a potential five-year indefinite delivery, indefinite quantity contract to provide preventative maintenance, routine service calls, emergency service calls, and barrier system control schematics for vehicle barriers at Air Force installations nationwide. The acquisition will utilize enterprise-wide sourcing and be set aside 100% for small businesses, with two reserves for women-owned small businesses. Offerors should monitor the Federal Business Opportunities website for release of the formal solicitation. The draft includes pricing matrices, descriptions of services required, and regions covering the forty-eight continental United States to facilitate industry feedback prior to solicitation.

Instructions (Read First) Instructions to Offerors - Vehicle Barrier Maintenance & Repair Pricing Matrix
U.S. Air Force Solicitation RFP FA8056-14-R-0001 Attachment 2 - Roofing Price Matrix &A
&D &P of &N
Purpose The purpose of this workbook is for the Offeror to submit it’s per barrier system pricing for calls and schematics to be compared against other technically acceptable Offerors.
Workbook Navigation This workbook contains four worksheets including the Instructions. Offerors shall submit only one file for their proposal. Please use worksheets titled: Installations by Region and Regional Map in order to complete all fields marked in Red fill color on the worksheet titled: VB M&R Pricing Matrix.
Worksheet(s) titled: Installations by Region and Regional Map identify the forty-eight (48) states in CONUS that are included in each of the regions. For example, Region 1 includes the five (5) states of Washington, Oregon, Idaho, Montana and Wyoming. In Regions 2, the four (4) states are California, Nevada, Utah, and Arizona. In Region 3, the twelve (12) states are North Dakota, South Dakota, Nebraska, Minnesota, Iowa, Missouri, Wisconsin, Illinois, Indiana, Michigan, Ohio and Kentucky. In Region 4, the five (5) states are Colorado, New Mexico, Kansas, Oklahoma, and Texas. In Region 5, the thirteen (13) states are Maine, Vermont, New Hampshire, New York, Massachusetts, Rhode Island, Connecticut, New Jersey, Pennsylvania, Delaware, Maryland, West Virginia, and Virginia. In Region 6, the nine (9) states are Arkansas, Louisiana, Mississippi, Tennessee, Alabama, Georgia, North Carolina, South Carolina, and Florida.
Worksheet titled: VB M&R Pricing Matrix requires identifying information at the top. Down the first column is a listing of each of the in scope services (Preventive Maintenance, Routine Service Call, Emergency Service Call and Barrier Systems Control Schematic) for which the Offeror must provide their Not-To-Exceed (NTE) price for all of the bases (Active, Guard and Reserve) anywhere in each of the respective regions. For example: the Offeror's NTE price for an emergency service call to Travis Air Force Base (AFB), California is the same NTE for an emergency service to Davis-Monthan AFB. To the right (columns K, L, M, and N) of the NTE Unit Price entry cells are locked cells that average the NTE unit prices, calculate your the extended price for an annual representative model of base services consisting of 10 Barrier Systems for Preventive Maintenance, 6 Barrier Systems for Routine Service Calls, 4 Barrier Systems for Emergency Service Calls and 1 Barrier Systems Control Schematic. The Offeror's total extended pricing for the base year and each option year is calculated after the Offeror enters an escalation percentage. The Offeror's total evaluated price is automatically calculated assuming a five and one-half (5.5) year period of performance (PoP) and is located in cells M74/75.
Required Information Please begin by providing the required information at the top of the worksheet including Company Name, Preparer Name, DUNS Number, and CAGE Code. Under this block, place an "X" in the checkbox to certify that you are authorized to bind your company/Joint Venture to the prices provided.
The Offeror shall enter their Not-To-Exceed (NTE) unit price for each contract line item for the Base Year for each of the six regions on the worksheet titled, "VB M&R Pricing Matrix." The Offeror will enter their NTE unit price for Preventive Maintenance at any of the bases listed for each region in the Worksheet titled, "Regional Map" in the cell for each region for one barrier system in Cells C8 to H8. The Offeror will enter their NTE unit price for a "Routine Service Call" at any of the bases listed for each region in the Worksheet titled, "Regional Map" in the cell for each region for one routine service call in Cells C9 to H9. The Offeror will enter their NTE unit price for an "Emergency Service Call" at any of the bases listed for each region in the Worksheet titled, "Regional Map" in the cell for each region for one emergency service call in Cells C10 to H10. The Offeror will enter their NTE Unit Price for Each Option Year by entering an escalation percentage in cell B17 for Option Year 1, cell B29 for Option Year 2, cell B41 for Option Year 3, and cell B52 for Option Year 4. The Offeror will enter their NTE Unit Price for an additional six (6) month PoP by entering an escalation percentage in cell B64. The Offeror will develop their NTE unit prices based on their own cost information (labor (wage rates), equipment, material costs, overhead, and profit) for their company's for work at each base for each region to do the services in the Performance Work Statement (PWS).
The NTE prices shall include all costs associated with completing the work. The costs that the Offeror may include in the NTE prices can include, but are not limited to the cost drivers listed below in lines a. through l.:
a. Bare costs of labor, equipment, materials, parts, subcontractor cost and subcontractor overhead and profit
b. Include in your NTE unit pricing your General Conditions allowance includes all costs for mobilization, special conditions, waste, disposal, project overhead, payroll taxes, payroll insurance, main office overhead, bonding, warranty fees and profit
c. Offeror will apply locality factors in the bids which they will submit for each Region which will include the NTE price for all the bases
d. Offeror will ensure that their NTE unit prices include the minimum allowance for parts for preventative maintenance as indicated in the PWS (NOTE: Only currently known inventory is described in the PWS; other vehicle barrier systems may be included in the contract)
e. Offeror will include premium labor costs (for example: evening, overtime and holiday labor costs)
f. Offeror will include all costs to travel to and from the worksite
g. Offeror cost for coordination, management and supervision of the work
h. All required reports and features of work identified in the PWS
i. Offeror will include all indirect costs to do the work (traffic control, temporary barriers, safety equipment, etc.) as called out in the PWS
j. For the preventive maintenance contract line item, the Offeror will provide the NTE price for one barrier system (A barrier system is a feature of work which is a complete operating system as indicated in the PWS for all of the listed manufacturers which may extend from one traffic lane to several traffic lanes at an entry control point for an installation. For example: three lanes of traffic crossed with one continuous piece of barrier equipment will be counted as one barrier system, the Offeror will enter the NTE price for only one barrier system in the spreadsheet – in this example: if an Offeror’s NTE price is $3,000 to maintain the vehicle barrier system across all three lanes in a state at all of the bases listed, enter $3,000 in the spreadsheet as your preventive maintenance unit price).” Additionally, include in the cost the pricing for four (4) each calls for telephonic troubleshooting of a barrier system.
k. The Offeror will include the in the NTE price for preventive maintenance, a bi-weekly (or the frequency with the greatest cost - quarterly, monthly or bi-weekly) service preventive maintenance on-site service schedule which requires the service team to perform the service at the base a minimum of once every two weeks (or frequency with greatest cost - bi-weekly, monthly or quarterly). l. The Offeror will include in the NTE price any costs to provide 24 hour, 365 days a year customer service - immediately answering all calls from the Government, logging all calls and documenting resolving the issue reported in the call.
NOTE 1: Repair parts are limited to "replace in kind," only. No betterments are in the scope of this maintenance and repair contract. For example: if you are replacing a 10 horsepower motor due to inoperability, you must replace it with a 10 horsepower motor from the original equipment manufacturer or equal. You may not replace the motor with a 35 horsepower motor since that would be out of scope of this contract due to it being a "modernization or alteration." Do not include in your NTE pricing any contingency for any betterments or modernizations to the vehicle barriers.
NOTE 2: Repair is to restore the vehicle barrier to its previous operational condition. Adding any additional features not existing before assuming the maintenance and repair responsibility is out of scope of the contract. An example: The wearing pad surfaces exposed to traffic degrade over a two year period as the material is a non-fiber reinforced membrane. The contractor would not be allowed to replace the non-fiber reinforced membrane with a longer service life more expensive fiber reinforced wearing pad membrane in the scope of this contract. All repairs must use the same or similar materials in the same or a similar location which comply with the currently requirements of the PWS.
How This Information Will Be Evaluated The spreadsheet will automatically calculate the "Average Unit Price" for each service for the Base Year, each Option Year, and the Additional 6 month PoP for each Offeror. The spreadsheet will automatically multiply the "Average Unit Price" by the "Average Quantity Per Year" to calculate "Extended Cost Per Service" for the Base Year, each Option Year, and the Additional 6 month PoP. The "Average Quantity" is the anticipated average quantity of work for one installation for the period of performance listed (Option Year and Additonal 6 month PoP). The spreadsheet will automatically sum the "Total Extended Cost" for the Base Year and each Option Year. The "Total Extended Cost" for the Base Year, each Option Year, and the Additional 6 month PoP will be summed to determine the "Total Evaluated Price." The "Total Evaluated Price" will be used to determine the Offeror's price. The award of an IDIQ contract is to the Offeror whose proposal is the best value based on price performance tradeoff (PPT) with technical acceptability. The price used will be the "Total Evaluated Price" submitted by the Offeror on this spreadsheet as part of the Offeror's proposal. It is important to note: the Offeror must provide a price for all three (3) service types for all six regions. The Offeror must also provide a percent increase for each Option Year and the Additional 6 month PoP, which will update the unit prices by that percentage for each Option Year and the Additional 6 month PoP. Until prices are provided for all the service types for all the Regions and a percentage increase is provided for each Option Year and the Additional 6 month PoP, this spreadsheet will not calculate the "Total Evaluated Price." Offerors are not able to be evaluated for this award unless the Government is provided a "Total Evaluated Price" which results from completing all the unit prices and percentage increases in the spreadsheet. NOTE: The "Total Evaluated Price" is for evaluation purposes only and does not represent the value of the contract. Please note that for Task Order awards, the installation Contracting Officer will determine the type of service, and this determination will be final.
Submittal Instructions All fields requiring Offeror input are marked in Red fill color. Please do not submit a file with incomplete (Red) fields. Required fields will turn to Yellow color when completed. Once all required information has been provided in the worksheet, the Offeror shall submit it to the Government in MS-Excel electronic format as part of their proposal package. Before submitting, the Offeror is strongly recommended to review all of their stated unit prices and escalation percentage increases as well as Total Evaluated Price for accuracy, as the Total Evaluated Price is used to form Offeror ranking.
