About this file
This document contains a draft request for proposal and solicitation for vehicle barrier maintenance and repair services. The Air Force Installation Contracting Agency is seeking proposals for a multiple award contract to standardize vehicle barrier maintenance and repair offerings across Air Force bases for a potential five year period. A 100% small business set aside is planned, with two reserves for women-owned small businesses. The anticipated services include preventative maintenance, routine service calls, and emergency service calls for vehicle barriers. Interested parties are asked to review the draft RFP and provide feedback. A formal RFP will be issued in the coming weeks.

Instructions (Read First)
| Instructions to Offerors - VB M&R Technical Matrix |
| Purpose |
The purpose of this workbook is for the Offeror to identify by base whether it plans to self-perform or subcontract the vehicle barrier. The Offeror will identify by base whether it plans to self-perform or subcontract the work.
Work actually performed or subcontractors actually used may differ without permission from the Government; however, at time of Task Order competition, all required certifications or other technical requirements for subcontractors must be met. This document will only need to be submitted electronically. A hard copy is not needed.
Workbook Navigation This workbook contains two worksheets including the Instructions. Offerors shall submit only one file for their proposal. Please complete all fields marked in Red fill color.
Identifying information is required at the top of each worksheet. Under this is a listing of services followed by a dropdown list of for whether the service will be self-performed or not and space to provide the name of the Subcontractor. Down the first column is a listing of each State followed by the active duty and reserve bases in that state in the next column.
Required Information Please begin by providing the required information at the top of the worksheet including Company Name, Preparer Name, DUNS #, CAGE Code, and Date Prepared. Under this block, place an "X" in the checkbox to certify that you are authorized to bind your company/Joint Venture to the technical information provided.
Under the Offeror identifying information header block, the Offeror shall provide only one or two pieces of information for each Base: whether or not they will self-perform the work and if they will not self-perform, then the name of the Subcontractor. Offerors should use the dropdown menu only to indicate whether they will self-perform, "Yes" and "No" are the options provided. If "Yes" is selected the box for Subcontractor name will auto-fill to black. If "No" is selected the Offeror must enter the Subcontractor's name. No comments or other entries will be evaluated. The Offeror must indicate at least six (6) bases which they will self-perform the work for all three of the work items – Preventive Maintenance, Routine Service Calls and Emergency Service Calls.
For any activity that the Offeror anticipates subcontracting, the Offeror must provide the names of potential subcontractor companies that it will use to complete the work. This process will be repeated for each Air Force installation. NOTE: Multiple Award C-Type Contract Awardees must perform at least 50 percent of the cost of the contract, not including the cost of materials, with its own employees. The Offeror must indicate the name of at least one (1) subcontractor to whom it will subcontract work and provide the name of at least that one (1) subcontractor. The subcontractor must be indicated for performing all three work items of Preventive Maintenance, Routine Service Calls and Emergency Service Calls for a minimum of one base.
The definition of “self-perform” is work under the scope of this effort conducted by the Offeror’s own labor force (employees on the Offeror’s payroll). In the case of a Joint Venture, the labor force can be from any of companies that comprise the Joint Venture.
The definition of “subcontract” is work under the scope of this effort conducted by an entity other than the Offeror to satisfy the Offeror’s contractual responsibilities with the Government.
How This Information Will Be Evaluated The spreadsheet will to assist the Government in the technical evaluation of your technical proposal. All of the information that you provide in the Vehicle Barriers Maintenance and Repair Technical Matrix must be consistent with the information provided in the Technical Proposal.
Submittal Instructions All fields requiring Offeror input are marked in Red fill color. Please do not submit a file with incomplete (Red) fields. Required fields will turn to Yellow color when completed. Once all required information has been provided in the worksheet, the Offeror shall submit it to the Government in MS-Excel electronic format as part of their proposal package. Before submitting, the Offeror is strongly recommended to review all of their stated information for accuracy as the technical information is used to determine Offeror's technical acceptability.
