About this file
This document is a set of Questions and Answers related to a Request for Information (RFI) for the Repair and Replacement of Petroleum, Oil, and Lubricant (POL) Tanks at the White House Communications Agency (WHCA) facility located at Joint Base Anacostia Bolling.
The key details are:
- The government's rough order of magnitude (ROM) estimate for the scope of work is considered low, and funds are not currently available for the project. After receiving proposals, a funds request will be submitted.
- The contractor is responsible for obtaining the necessary DOEE construction permit, though JBAB will provide representation.
- The tanks must comply with environmental standards, and while a UL-2085 tank is preferred, other non-UL-2085 tanks may also be acceptable if they meet the requirements.
- Fuel delivery can be accommodated via a pumper truck, without the need for a containment system for the offloading truck.
- Metering is required for fuel receipt, but not for fuel issue/usage.

Repair & Replace POL Tanks at WHCA

Questions and Answers
1. The government ROM is grossly low for this scope of work and note 5) indicates that funds are not presently available. Please confirm the government has funds to award this project if the value is over $2M. (Reference SF1442, Section 10, Notes 2 & 5)
A: Funds are not currently available for this effort, after receiving proposals a funds request will be submitted for the project.
2. Lead time on equipment for this RFP is up to 30 weeks. Recommend that the Period of Performance extend to 540 days. (Reference SOW, Para 2.2)
A: Period of Performance to remain 360 days.
3. The DOEE requires the owner/operator to obtain a standard construction permit for installation of new USTs.
Underground OWS's typically fall under this requirement. Please verify the government will be responsible for this.
(Reference SOW, Para 2.2)
A: The submission of the DOEE permit is the responsibility of the contractor, however, the operation will be done by JBAB. Accordingly, the permit will have JBAB representation, but the submission will still be the responsibility of the contractor.
4. Confirm new tank shall be UL-2085. Any other tank would not meet the requirements of building or right-of-way spacing per UFC 3-460-01, Para. 8-3.6.2.b. (Reference SOW, Para 2.2)
A: UL-2085 tank does comply, however, there are other non-UL-2085 tanks that may also comply with the site. Contractor is responsible for providing a tank that is compliant with SOW Attachment A – Environmental Standards for Contracts. Proposed tank will provided during design.
5. It is assumed existing fuel was delivered via gravity from the truck to underground tank. Since tank will have to be aboveground, UL-2085; it will either need a pump on the truck or an offload pump system to the tank. Verify how fuel will be delivered to the tank. (Reference SOW, Para 2.2)
A: Pumper truck is acceptable solution. Within the SOW, the government has provided an additive bid item (CLIN 0002) with the fuel receiving port, however if that is not awarded, the fuel can be provided by a pumper truck.
6. A requirement per UFC 3-460-01, Para. 3-3.2.1.g. is to install containment for the offloading truck. Clarify if this is a design/scope requirement. It appears that the truck that fills the tank will be parked on asphalt which does not meet UFC requirements. (Reference SOW, Para 2.2)
A: The paragraph quoted in the UFC is related to bulk fuel storage and not for building fuel storage, which receives infrequent refueling visits. No containment currently exists and the operations do not warrant containment for fuel infrequent deliveries.
7. Will there be any metering requirements for fuel receipt or issue? (Reference SOW, Para 2.2)
A: Metering for fuel receipt but not for issue/usage. At a gas station, there may be a requirement for fuel issue metering.
