QUESTIONS AND ANSWERS

27 JULY 2017

1) Question: In the Attachment 8 Labor Category Matrix’ Total Evaluated Price (TEP) tab Column AA, the formulas for all location CLINS are double counting the values from Labor Rate Period 1 (Cells E5 thru E13).

The second formula error in Attachment 8 is to NMGRT as it applies to Kirtland AFB. In the TEP tab, Labor Rate Period 2 (cell I18), the formula is pulling from ‘=Kirtland AFB, NM!I50’.

The correct cell should be ‘=Kirtland AFB, NM!J50’.

The formulas are Locked /Cell Protected. Can the spreadsheet be Unlocked?

Answer: No – the sheet cannot be unprotected. They are locked to ensure only the required data is provided and to protect the formulas. The formula errors were corrected in Amendment 4 posting, Attachment 8.

2) Question: In the Attachment 8 Labor Category Matrix’, Bidders are instructed to propose Labor Rate Period Six in the same manner as Periods One through Five. However, since Labor Rate Period Six is an Option to Extend, should bidders set their escalation rate to zero?

Answer: IAW FAR 52.217-8 the Labor Category Rate Matrix was updated accordingly.

Labor Rate Period Six (6) will be automatically calculated at Labor Rate Period Five (5) rates and will apply to any task order where the Option to Extend services is exercised.

3) Question: Confirm that Labor Rates from the Matrix will be used to bid future Task Orders;

however, the TOs will be executed and billed on a CPFF basis (not by Labor Category Rates) During Task Order performance, actual costs will be accumulated and billed like a conventional CPFF contract order and Not be billed by Labor Categories and Rates like a T&M contract order?

The Task Order cost ceiling and fixed fee would be established by using the Labor Rate Matrix;

otherwise it would function like a CPFF order?

Answer: Yes, per Section L and PWS, labor rates will be used from the Labor Category Rate Matrix (Atch. 8) to bid future task orders. This is a cost type contract not a T&M.

Allowable Cost and Payment will be IAW FAR 52.216-7.

The future Task Order cost ceilings will be established by using the Labor Rate Matrix IAW with paragraph 9 of the Basic PWS (Atch. 6).

4) Question: We have a couple of subcontractors that may not have expertise in all locations, so if that's the case, are they required to complete the rate matrix in every labor category and

location, or just complete their portion? All of them will be submitting sealed packages with their rate build up, with our submission.

Answer: Subcontractors need to submit rates for locations where their work will be performed. The Prime must determine which subcontractors to include in a particular blended rate based on the following parameters: expertise, labor categories, skill level and geographical location. This may mean Offeror’s will include some subcontractors in some expertise/locations/labor category/skill level and not on others.

5) Question: The PWS Task Order Proposal Procedures state that the Labor Category Rate Matrix (Attachment 8) shall be used to propose estimated costs for labor and fee. Likewise, the Labor Category Rate Matrix Instructions tab states that task orders will be proposed at labor rates not to exceed the ceiling labor rates established in the Labor Category Rate Matrix.

Please confirm the Labor Category Rate Matrix (Attachment 8) that is incorporated into the IDIQ contract is for proposal purposes only to establish the Task Order cost and fixed fee ceiling amounts and will not be used for billing purposes during Task Order execution?

Under CPFF contract type awards, actual cost accumulation and billing will follow CPFF cost reimbursement processes with no labor rate caps?

Answer: Yes, the Labor Category Rate Matrix will be incorporated into the Basic IDIQ award and used to evaluate both the Basic Total Evaluated Price (TEP) and future task order proposals. Contractors will have an opportunity to adjust the rates at time of request for task order proposals (RFTOP) to accommodate significant rate changes IAW paragraph 9 of the Basic PWS.

Allowable Cost and Payment will be IAW FAR 52.216-7.
