AFOTEC Test Services (ATS) Industry Day Questions and Answers 2 June 2016
1. Question: Please confirm that ATS will be a total Small Business Set-Aside (SBSA) under NAICS 541712.
Answer: Yes, this requirement is 100% small business set-aside.
2. Question: Will any exceptions apply to NAICS 541712 (i.e., to determine small business eligibility – 500, 1000 or 1500)?
Answer: The NAICS Code proposed for the ATS requirement is 541712, Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology). The size standard for NAICS 541712 except Aircraft Engine and Engine Parts is 1,500 employees.
3. Question: Does AFOTEC plan to use any applicable OASIS SB Pools for ATS or will it be released to any eligible Small Business on FedBizOps?
Answer: ATS is open to all eligible Small Businesses to propose.
4. Question: Will ATS be a multiple award or single award IDIQ contract? If multiple award, how many awards are anticipated?
Answer: AFOTEC envisions a multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ). Two or more awards are anticipated, but is to be determined.
5. Question: Can potential teammates participate in the Industry Day or is it restricted to primes only?
Answer: There are no restrictions, any potential offeror may attend the ATS Industry Day. The ATS Industry day is a mechanism where potential offerors can gain more insight into AFOTEC's proposed ATS acquisition, ask questions about the requirement, and meet with Government and other industry partners.
6. Question: Will draft Instructions to Offerors and Evaluation Criteria be discussed during the Industry Day? Will they be released prior to the Final RFP?
Answer: No, the Draft RFP including instruction to offerors and evaluation criteria, will be issued at a later date with all the information for Industry’s comment.
7. Question: For companies unable to attend the industry day, would it be possible to have a call-in available so we could at least listen?
Answer: Yes, up to 25 potential offeror’s that are unable to attend Industry Day can submit their Company Name and Email NLT 7 June 2016 to Ms. Linda Buix at linda.buix@us.af.mil and you will be sent WebEx instructions with video and call in information.
