ATS RFP Questions and Answers
5 January 2017 Q1. For the ATS RFP, will the NAICS code be 541712, where the employee count is 500 employees or less?
A1. NAICS 541712 Employee Count is 1500
Q2. Does the Modification under solicitation number FA704616R0003 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?
A2. This is a new requirement, two awarded predecessor contracts: FA7046-12-D-0100 and
FA7046-12-D-0200.
Q3. Assuming subcontractors will be issued T&M Subcontracts, will the Government accept standard fully disclosed T&M rate buildups from subcontractors in lieu of the CPFF sample table(s) in the RFP?

6.4.1 Cost Summary by Cost Elements
“….Subcontractors and Inter-Divisions are required to submit fully disclosed proposals in the same format as required of the prime contractor.”
A3. Yes, T&M rate buildup is sufficient.
Q4. Assuming subcontractors will be issued T&M Subcontracts, will the Government allow the prime to allocate and display all the hours by team member in their bid only; thereby not requiring the subcontractors to submit hourly extended price calculations, nor the schedule of hours by skill mix table(s) requested in the RFP?

A4. No, the Subcontractors must submit fully disclosed proposals directly to the Government or the prime.
Q5. Is the Table of Contents intended to be part of the Volume II organization list? It is identified after a colon introducing the Technical Volume organization numbered list but does not have a list number assigned.

A5. Yes, the Table of Contents should be included in the General Outline. Will be corrected in solicitation amendement 1.
Q6. What is the page allowance for Past Performance Information Sheets? There are references to five page limits and three page limits. The Draft RFP Question #69 stated that you would remove references to 3 pages per reference to fully address the requirements.

Solicitation Page 89 of 108. Para 5.4.4.1 Table row 5, middle column states a five page limit and references para 5.4.4.6. The referenced paragraph (Page 90 of 108, Para 5.4.4.6) states “Each Past Performance Information Sheet for each contract is limited to three pages, one page for the table and not to exceed two pages for the narrative portion (cover sheet is excluded).
A6. Each Performance Information Sheet for each contract is limited to (5) five pages, not to exceed
(2) two pages for paragraph A-F in SECTION L ATTACHMENT L1 and not to exceed (3) three pages for the narrative portion paragraph G-L in SECTION L ATTACHMENT L1.
Q7. Can you please renumber the Task Order 0003 (Air Force Cybersecurity Assessment Program) PWS paragraphs? At present there are two Paragraphs numbered 3.2 (Assessment Capabilities and Cybersecurity & Mission Assurance Assessment Plan). Each major heading is followed by a number of PWS tasks. Clarifying the paragraph numbering schema will assist in technical approach references.
The following paragraphs will require renumbering as well.

A7. Will be corrected in solicitation amendment 1.
Q8. On Page 90 or 108, paragraph 5.4.4.6 Past Performance Information Sheets (PPI), it states that PPIs are required on the Prime Offeror and each subcontractor/teaming member who will be completing 30% or more of the technical work of this acquisition. But below within the same paragraph, it states that “If subcontractors are to be used:, - Two (2) from each subcontractor who will be completing 50% or more of the technical work. Is this correct/please clarify?
A8. Will be corrected in solicitation amendement 1 to state:
“Two (2) from each subcontractor who will be completing 30% or more of the technical work”
Q9. The subject RFP states on page 97 of 108, L7.1.3, Section C – Deliveries, Performance and Estimates, contract date of award anticipated on 3 July 2017 with a 30 day phase-in period (non-incumbent) starting 2 June 2017. Is this correct/please clarify?
A9. The Government anticipates a contract date of award (DOA) on 3 July 2017 with a 30 day phase-in period (non-incumbent).
Q10. Respectively request a two week extension to the proposal submittal date, from 23 January 2017 to 3 February 2017. This request is based on the fact that there are three upcoming holidays between now and proposal submission, and we would like to offer some time off for our employees. Secondly, the fact that the subject proposal is due on January 23, 2017 (Monday), shipping a proprietary proposal on a Friday, for a Monday delivery, potentially creates a significant risk for either loss, or interception by an unknown offender. This concern is due to the fact that the proposal will be held in a warehouse, awaiting a scheduled Monday delivery.
A10. Extension will be granted to 01 February 2017. Offeror may submit proposals to arrive in advance of the dute date.
