AIR FORCE OPERATIONAL TEST AND EVALUATION CENTER (AFOTEC)
TEST SERVICES (ATS)
INITIAL TASK ORDER
PERFORMANCE WORK STATEMENT (PWS)
For
ATS POST-AWARD ACTIVITIES
28 February 2017
1.0 SCOPE
1.1 The Air Force Operational Test And Evaluation Center (AFOTEC) Test Services (ATS) Contract and the Associated Detachment 4, Detachment 5, and the Directorate A-3 are the supporting offices supporting the Post-Award Activities, and has a firm-fixed price initial task order requirement, in the amount of Ten Thousand Dollars ($10,000.00), in accordance with Clause 52.216-19 – Order Limitations. This Task Order fulfills the initial task (minimum award) requirements of the contract.
1.2 This effort consists of post award activities in support of the AFOTEC Test Services (ATS). All activities hereunder shall be completed within 20 days of award. This task will be issued simultaneously in conjunction with the award of the Basic ATS IDIQ Contract. Required data shall not be separately priced. Travel, will be required to Kirtland AFB, and shall not be separately priced. Proposals submitted in response to this task order request will be evaluated on a pass/fail basis.
2.0 CONFERENCE AGENDA (Contractor Format)
The Contractor shall accomplish the following:
2.1 Summarize the capabilities/experience of your team and explain why your company has the capability, capacity, and experience to fulfill customer task order requirements.
2.2 Describe your overall process for post award phase-in to the newly awarded ATS Contract.
Demonstrate how your business and management processes will result in a seamless, smooth transition without loss of continuity or interruption of services of current, existing OTES Task Orders.
2.3 Provide your team organizational chart. Provide a brief narrative of team lead and members’ position titles, roles, responsibilities, and authorities of key personnel.
2.4 Describe your approach for how you intend to interface with incumbent contractors and OTES Task Order customers during task order phase-in periods.
2.5 Describe your recruiting and hiring processes for both new and replacement employees and include the companies turn-around time for replacing an employee.
2.6 Describe your security clearances processes to include levels as high as Top Secret and Special- Access Program/Special Access Required (SAP/SAR).
2.7 Describe how you will address employee performance when less than satisfactory, i.e. additional

training, termination, etc.
2.8. Describe your internal quality process or processes and describe your corrective action plans for resolving negative or unsatisfactory subcontractor performance on this contract.
2.9 Describe your Prime and Subcontractor partnerships, as well as reach back capability.
3.0 POST AWARD CONFERENCE
3.1 Your response to the Conference Agenda requirements in paragraph 2 above shall be suitable for a briefing at the ATS Post Award Conference, not to exceed 90 minutes in length.
3.2 Attend the Post Award Conference and have your ATS Program Manager or designated company official present the briefing to a Government audience at the ATS Post Award Conference.
3.3 The Government will host the Post Award Conference, and will provide the date and location of the conference within one week of the ATS contract award.
