Amendment 2
PROJECTORS AND SOUNDBARS RFI v21Sep26
CONTRACTING RELATED QUESTIONS:
1. Please identify or provide the referenced approved TAA Nonavailability Determination and confirm how the specified projector and soundbar origin exceptions should be recorded on Attachment 2. Government Response: In accordance with DFARS 225.403(c)(i) the Contracting Officer has the authority to make the determination that offers of U.S.-made, qualifying country, or designated country end products from responsive, responsible offerors are either—
(A) Not received; or
(B) Insufficient to fill the Government’s requirements. In this case, accept all responsive, responsible offers of U.S.-made, qualifying country, and eligible products before accepting any other offers.
The line item and country of origin should be listed in (c)(2) on the Trade Agreements Cert (Attachment 2).
2. Are the quote, question and optional site-visit times intended to be MDT? The synopsis says MST while SAM uses MDT. We have your September 15, 10:00 MDT visit-registration deadline recorded. Government Response: All times referenced should be MDT.
3. Which installation dates govern: the October 15–January 12 period in the SF1449, or the SOW classroom schedule running October 19–January 13? Is startup work expected before the first classroom date? Government Response: The overall contract Period of Performance (PoP) will be formally amended to October 15, 2026 through January 15, 2027.
Governing Schedule & Pre-Work Mobilization (October 15 – October 18, 2026):
Physical classroom removal and installation work shall follow the classroom sequencing detailed in Attachment 1 (Statement of Work), Table 8.1, commencing on October 19, 2026. The period between October 15, 2026 and October 18, 2026 is designated for critical pre-performance mobilization activities, including submitting base access and badging documentation, completing background checks, coordinating entry credentials, staging tools, and marshaling equipment.
Post-Installation Demobilization & Final Closeout (January 7 – January 15, 2027):
While active classroom installations are projected to conclude on or before January 6, 2027, the period of performance extends through January 15, 2027 to accommodate demobilization, site cleanup, de-staging of equipment, final off-base transport and transfer of legacy projectors to the Defense Reutilization and Marketing Office (DRMO) at Fort Carson (CLIN 0004), return of base passes/badges, and submission of final post-installation deliverables (SOW 7.1).
An amendment to the solicitation and SF 1449 Block 20 / Schedule will be issued to reflect this unified October 15, 2026 – January 15, 2027 performance window.
4. Would a project-specific Letter of Authorization issued directly by Epson America to “the quoter” satisfy the quoter credential requirement at quote submission? Government Response: Yes. In accordance with Section III, Paragraph 2.0 (Volume I: Technical Capability) of the SF 1449 Continuation Sheet, a current, project-specific Letter of Authorization (LOA) issued directly by the Original Equipment Manufacturer (OEM), Epson America, Inc., to the quoter fully satisfies the quoter credential requirement. The letter must confirm the quoter's authority to supply the proposed Epson equipment and certify that all delivered hardware will be backed by Epson's standard full manufacturer warranty.
5. Does the Epson Authorized Partner Verification requirement require the prime quoter itself to hold the Epson Advantage Partner certificate or direct Epson Letter of Authorization, or may the authorization of an Epson-authorized supplier or subcontractor satisfy this requirement? Government Response: No, the prime quoter itself is not required to directly hold the Epson Advantage Partner Certificate or direct Letter of Authorization (LOA), provided that authorized supply-chain traceability and full manufacturer warranty coverage are established. In accordance with RFO Part 12 commercial simplified acquisition procedures, quoters may satisfy the Section III, Paragraph 2.0 partner credential requirement through either of the following methods:
Direct Prime Verification: The prime quoter submits an active Epson Advantage Partner Certificate or a project-specific Letter of Authorization issued directly to the prime quoter by Epson America, Inc.; OR Authorized Supply-Chain / Partner Verification: The prime quoter submits documentation (such as an authorized partner certificate, letter of supply, or distributor authorization) verifying that its proposed subcontractor, teaming partner, or commercial distributor is an authorized Epson partner/distributor with direct access to genuine OEM hardware channels.
Mandatory Warranty & Authenticity Conditions:
Prohibition on Grey-Market Hardware: All hardware must be sourced exclusively through authorized, legitimate OEM distribution channels. Quotations offering equipment sourced from secondary, liquidator, or unauthorized third-party grey-market channels will be determined technically unacceptable.
Prime Contractor Liability: In accordance with RFO 52.212-4(o) and SOW Section 2.7, privity of contract exists between the Government and the prime contractor. Regardless of which entity’s credentials are submitted, the prime contractor remains legally responsible for guaranteeing that all delivered hardware conforms to contract specifications and is backed by Epson’s full 3-year manufacturer parts-and-labor warranty.
Mandatory Warranty Registration Deliverable: In accordance with SOW Section 7.1.4, final acceptance and release of final milestone payments are contingent upon the contractor registering all 285 Epson BrightLink 1485Fi projector serial numbers directly with Epson America, Inc., designating the United States Air Force Academy (USAFA) as the warranted end-user customer and delivering the verified OEM warranty certificates to the Government.
6. Attachment 2 and the Brand Name Justification identify the Epson units as Philippine-origin and the AVerMedia units as China-origin. Should CLINs 0001 and 0002 be listed as nondesignated-country end products in the Trade Agreements certification? Government Response: Yes.
7. The SOW states that installation/system activation must begin no later than October 15, 2026, while the classroom schedule shows the first installations beginning October 19, 2026. What activity will satisfy the October 15 start requirement? See answer to question 3.
8. May the past performance of a proposed AV installation subcontractor or teaming partner be included with the prime contractor’s past-performance submission? Government Response: Yes. In accordance with RFO Part 12 simplified commercial procedures, quoters may submit previous project statements and past performance for a proposed installation subcontractor or teaming partner. To be considered, the quotation must clearly identify the subcontractor, define their specific role and scope of work (e.g., on-site de-installation, mounting, and system calibration), and demonstrate that the submitted project experience is directly relevant to their assigned scope under this contract.
9. May a designated subcontractor or team member attend the site visit on behalf of the prime contractor? Government Response: Yes.
10. Do any wage determinations apply to this project? Government Response: No. In accordance with RFO 22.1002-1(b), the principal purpose of this commercial acquisition is the procurement of commercial supplies (hardware represents over 85% of total contract value), exempting the effort from Service Contract Labor Standards (SCLS). Furthermore, in accordance with RFO 22.402-1(b)(2)(i), the on-site classroom mounting, cabling, calibration, and DRMO disposal services are strictly incidental to the furnishing of equipment under a commercial supply contract, exempting the effort from Construction Wage Rate Requirements (Davis-Bacon Act / DBA). Consequently, this procurement is classified as a commercial supply contract, and neither Service Contract Labor Standards (SCLS) nor Construction Wage Rate Requirements (DBA) wage determinations apply to this acquisition.
11. Is the project prevailing wage or Davis Bacon?
See answer to question 10 above.
12. Section 2.5 and CLIN 0003 both cite 270 projectors, but Table 8.1 appears to total 269. Please confirm the correct installation count.
The correct count is 270.
13. Room 5J20 lists 1 projector and 1 soundbar with a 4-hour estimate, matching the pattern used for 2-projector rooms. Please confirm the quantity for that room.
One projector.
14. Classroom 4F10 appears twice in Table 8.1. Please confirm whether the second entry is a different room.
15. Table 8.1 lists "5K6/5K10" as a single line. Please confirm whether this is one room or two, and how the single projector and soundbar are allocated.
One room.
16. Several classrooms carry an asterisk (2D17, 2D18, 2G6, 4J15, 4J17, 4J25, 5H4, 2P318, 2P328). No legend is provided — please define what it denotes.
High-tech rooms: up to 4 rooms per day to allow additional time for more involved installations. These rooms are marked with an asterisk (*).
17. Rooms 2P318 and 2P328 show 0 projectors and 1 soundbar. Please confirm these are soundbar-only rooms and whether an existing projector is still to be removed from either.
These rooms are the only rooms with wall mounted projectors (new units) already installed. Please change to ceiling mount (will need longer pole).
18. Supply quantities exceed installation quantities by 15 projectors and 5 soundbars. Where are the spares delivered, who takes custody, and is there any handling responsibility on the installer?
The spare quantities will be delivered to 2J9 to Dequan Smith.
19. Do the per-room hour estimates in Table 8.1 cover projector and soundbar work only, or do they also include electrical work, removal of existing equipment, and cleanup? Please also confirm the crew size assumed.
The only assumption was that there would be 2 crews working simultaneously and that 4-5 projectors and soundbars a day would be installed.
20. Project Location cites Buildings 2354 and 2355, but classroom numbering spans the 1M/1P, 2B–2P, 4D–4K, and 5D–5L series. Please provide a classroom-to-building map.
Maps will be provided in the revised SOW.
21. Section 2.3 directs use of existing universal ceiling mounts where provided, while 2.5.1 states projectors are ceiling mounted with wall mounting only where ceiling mounting is unsupported. Please confirm the intended mounting method for the specified projector, since existing ceiling mounts from the outgoing units may not accommodate its throw distance or alignment.
The existing ceiling mounts are universal and do fit the projector. Ceiling mounts are preferred as the new units have proved to shake when mounted to the walls.
22. How many of the classrooms have existing usable mounts, and is a room-by-room breakdown of ceiling-mount versus wall-mount rooms available?
Rooms 2P318 and 2P328 are the only rooms with wall mounts. Please convert to ceiling mount (longer pole and universal mount will be needed).
23. Please confirm all mounts, wall arms, extension columns, and structural adapters are furnished under the supply CLINs, and provide the specific mount model(s).
Make: Video Mount Products Model: PM-LPMB Black
24. Please confirm whether a mounting bracket ships with each unit.
No, the units do not have a mounting unit included.
25. Section 2.3 places soundbars below the projector or below the whiteboard "as applicable." Who determines the location per room, and will that be provided in advance or decided in the field?
This decision will be made by the installer on a case-by-case basis.
26. Is any whiteboard, marker board, or millwork removal, relocation, or modification anticipated, and is it in this scope?
No, no modification of existing whiteboards or millwork is included in the scope.
27. Please provide ceiling type and approximate ceiling height by room or by building wing (accessible tile, hard lid, exposed structure, concrete deck).
All ceilings are composed of removable tiles.
28. Will a representative classroom walkthrough be made available? At this room count a sample survey is needed to price mounting, electrical, and pathway conditions.
This was provided on 16 Sept 2026.
29. Section 6.1 assigns the contractor responsibility for damage to concealed wiring and components behind finished surfaces. Will as-built or utility drawings be provided so concealed conditions can be identified before penetration?
These are not needed as all electrical components that you will need to touch are in the ceiling.
30. Is interior staging space available for equipment and debris, and are there base restrictions on ladders, lifts, or power tools?
All materials and tools can be stored in 2F25.
31. The documents do not address signal cabling. What source feeds each projector (lectern, in-wall plate, extender, switcher), is existing signal cabling being reused, and who furnishes any new cable, extenders, or plates?
Existing cables should be reused. We acknowledge that some cables may need to be substituted.
32. If new signal cabling is required, please provide typical run lengths and pathway conditions, or confirm this is determined at survey.
Varies room by room.
33. Do the projectors or soundbars require a network connection? If so, confirm an active data drop exists at each device location and identify who provides ports, IP assignments, and switch configuration.
No network connection is required.
34. Please confirm the accreditation status of both devices on the base network (ATO/TRM/AFNET) and who performs network onboarding.
CIPS was approved by A6. No network connection is necessary.
35. While ______ can assist with the electrical work, it would be completed on separate mobilizations from the deinstallation and installation. The electrician will likely need to perform their own site survey prior to confirming electrical specifics. Please confirm the Government will accept a two-mobilization approach — electrical work performed in advance under its own sequence, with projector and soundbar installation following Table 8.1.
36. Section 1.1 states new outlets are required "in various locations depending on the individual classroom layout," with no count given. How many rooms require a new or relocated receptacle, and is a room-by-room list available?
Contractor can assume that all rooms will require receptacles to be moved.
37. Please provide panel locations, panel schedules, available spare circuit capacity, and any electrical drawings for the affected buildings.
38. What are the base standards for this work — conduit type, surface versus concealed routing, permitted use of MC cable, firestopping, and restrictions on core drilling or penetrating structural elements?
39. What work order and inspection process applies, and are stamped engineering drawings required? Design and engineer-of-record services are not carried out in this scope.
No drawings are required. Work will be inspected on a weekly basis by Brad Beaudry or Letizia Norwood.
40. Do soundbars require a dedicated receptacle at their mounting location, or are they powered from the projector location?
Soundbars require their own power source and can be plugged into the same receptacle as the projector.
41. Does removal include existing ceiling mounts, or do they remain in place? Please also confirm disposition of existing cabling, plates, and accessories.
Any existing cabling can be disposed of with DRMO at the end. Please re-utilize existing mounts (except for wall-mounts). Any speakers and existing receptacles can be abandoned in place.
42. Please confirm no e-waste certificate is required for disposal.
No certificate is required for disposal. Receipt of disposal will be provided at DRMO and must be provided to Danielle Hyde and Letizia Norwood.
43. Section 7.1.2 requires calibration and acceptance test results, and Section 2.9 requires systems fully functional without additional end-user configuration. Please define what is expected of the installer versus Government IT or the manufacturer — specifically interactive pen calibration, driver installation on classroom computers, firmware updates, source and content configuration, and network setup.
The installer will provide fully functioning projectors to not impede teaching schedules. Please ensure that the projectors are focused, batteries installed in pens and remotes.
44. Approximately how many new or relocated 120V outlets are anticipated across the 243 classrooms?
All of them.
45. Approximately how many classrooms are expected to require new mounting hardware rather than reuse of existing universal mounts?
Rooms 2P318 and 2P328 require new universal mounts and longer poles to move current projectors from the wall to ceiling to match product provided by the SOW.
46. May all 120V electrical work be performed by a properly licensed Colorado electrical subcontractor, or is the prime contractor itself required to hold the applicable Colorado electrical contractor license?
Work can be subcontracted as required.
47. Can you confirm if October 15 is the definitive installation start date, or if there is flexibility in the project schedule?
Installation is required to be completed no later than 6 Jan 2027. If an alternate start date can accomplish this, please provide quote for dates in SOW and alternate schedule.
48. How many rooms require new mounts and how many compatible government-furnished mounts are available?
A total of 24 rooms will require new mounts and poles.
49. How many classrooms have high ceilings and will require extension pole?
67. These are all classrooms on the second floor in both Fairchild Hall (Bldg 2354) and second floor on Gregory Hall (Bldg 2355).
50. Who provides replacement poles when existing poles are not long enough? Does the government have additional projector poles for these use cases?
Contractor will provide poles.
51. Is there space to store all new projectors during installation and can the space be used to store all old projectors until project is finished so disposal trip can be done at once?
All materials and tools can be stored in 2F25 (Fairchild), 2P338 (Gregory Hall) or in 2N234/2N300 (Gregory Hall, currently a cubicle office farm not currently in use).
52. Can you provide exact times each room is available during the proposed schedule?
When exact installation start dates and identified zones are known, we can work with registrar on moving classes to allow for continuous installation.
53. Is after hours access available and will government provide after hours facility escort to assist in electrical breaker panel locations? If so, what would after-hours schedule be?
Yes, after-hours access is available and will need to be coordinated with civil engineering squadron.
54. During the site visit, it was stated that there was an unknown quantity of power receptacles that needed to be relocated to accommodate the government’s request “Must operate using standard commercial electrical power (120V) with dedicated outlet installation or relocation as required”. Please confirm if we are to submit pricing assuming all electrical outlets need to be relocated as stated during the site visit.
Please assume that all receptacles need to be moved.
55. During the site visit, it was discussed that utilizing the Epson Wall Mount available for purchase resulted in a wobble and is not desired, rather a universal ceiling installation. Also, it was stated that there were potentially a stock of ceiling mounts that could be available for use. Please confirm that it is the Government’s preference that all projectors are ceiling mounted near the whiteboards, as well as confirm the amount of ceiling mounts that will be available for utilization. Also, please confirm if there are the associated ceiling mount pole and ceiling plate for above the tile as part of the stock, or if they will be required as part of the proposals.
The Epson projectors require manual keystone to accomplish display on the classroom whiteboards they need to be installed roughly 6” above and 2’ back for the largest image and clarity. Correction, there are not any ceiling mounts that can be provided from the Electronic Maintenance Shop. Contractor will have to provide new mounts and poles (quantity 67). Please see question 49.
56. During the site visit, it was stated that it is desired to re-use existing HDMI cabling/docks/wall plates for connection to the new projectors and therefore would not be “new, unused, and of current production”. Please confirm that the intention is to re-use existing HDMI cabling, HP docks (for dual projector rooms), and HDMI wall plates for the connections to the projectors.
Please use existing cabling and infrastructure.
57. During the site visit, there was a discussion about an on-site storage space to store the old projectors as they are removed throughout the process. Please confirm that the Government will be able to supply a space to store the old projectors as they are removed from the classrooms to reduce the number of trips required to DRMO for drop off.
All materials and tools can be stored in 2F25 (Fairchild), 2P338 (Gregory Hall) or in 2N234/2N300 (Gregory Hall, currently a cubicle office farm not currently in use).
58. During the site visit, it was discussed that there was a map that could be provided that would supplement the table show in the SoW. Please confirm that this is the case and provide if able.
Added to revised SOW.
59. During the site visit, it was observed that some of the whiteboards are 48” boards and some are 60” whiteboards and were told that a list could be supplied of how many rooms contain whiteboards of each size. Please confirm that is the case and provide if able.
60. Does the ceiling need to be x-rayed before we can shoot in the new support wire for the ceiling mounted projectors?
This is not necessary.
61. Can we get a distance from the drop ceiling to the concrete deck above of both the rooms with 9’ ceilings (mostly Fairchild Hall) and the 10’ ceilings in Gregory Hall?
62. Can electrical drawings be provided as soon as possible showing the panel location for the receptacles, specifications so we know what we can run?
63. Is there secure storage for the new equipment and our tools and equipment?
All materials and tools can be stored in 2F25 (Fairchild), 2P338 (Gregory Hall) or in 2N234/2N300 (Gregory Hall, currently a cubicle office farm not currently in use). All of these rooms can be locked.
64. Can CM cable be used to extend the ceiling receptacle? CM is a metal cladded centrical cable that can be used instead of conduit. This is important as using conduit will be 3x the cost of installing conduit.
