Paragraph (a) is amended as follows:
(a) The Government may submit an offer in the form of a purchase order to the quoter that represents the best value to the Government. All quotes submitted will be reviewed for completeness. mailto:danielle.hyde.2@us.af.mil mailto:marissa.morris.4@us.af.mil
The Government will evaluate technical capability on an acceptable/unacceptable basis.
To be rated technically acceptable, the quoter's proposal must fully meet all operational, technical, and logistical requirements specified in Attachment 1 (Statement of Work), including:
• Conformance with Salient Characteristics (SOW Section 2.0), providing 285 brand-name Epson BrightLink 1485Fi projectors and 249 brand-name AVerMedia GS68-C soundbars with minimum 3-year manufacturer warranties.

Supply Chain Security Act Orders—Prohibition) and FAR 52.240-91 (Security
Prohibitions and Exclusions). The Government will query the Federal Acquisition
Security Council (FASC) exclusion list and the unified federal "do not buy" database via
SAM.gov to verify that the quoter, the hardware manufacturers (Epson / AVerMedia), and all proposed AV hardware components, firmware, and software are not subject to any active FASCSA, ASDA, or other federal security exclusion orders. Any quote proposing equipment, components, or sources subject to an applicable prohibition will be determined technically unacceptable and ineligible for award.

Past performance will be evaluated comparatively. The Government will review the statements of similar past projects, SPRS data, and other available performance records.
Quoters with no relevant past performance will receive a neutral rating and will not be evaluated favorably or unfavorably.
PHASED EVALUATION METHODOLOGY
To maximize efficiency, the Government will utilize the following phased evaluation methodology:
• Phase 1 (Price Ranking): All received quotes will be ranked by total evaluated price (CLINs 0001, 0002, 0004, and SLINs 0003AA–0003AD), from lowest to highest.
• Phase 2 (Technical & Past Performance): The Government will initially evaluate only the three (3) lowest-priced quotes for technical capability (full compliance with Attachment 1 SOW and supply chain/FASCSA security checks) and past performance/SPRS risk.
• Phase 3 (Award Selection): If one of the three lowest-priced quotes is determined to represent the best value and is technically acceptable, award will be made to that quoter. If none of the first three quotes are determined to represent the best value to the Government, the evaluation team will evaluate the fourth lowest-priced quote, and so on, in ascending order of price, until a best value awardee is selected.
