REQUEST FOR INFORMATION (RFI) QUESTIONS AND ANSWERS TO

SOLICITATION FA7000-17-R-0012

1. Reference Appendix A-13 paragraph 3.4.1.4 and 3.4.1.5. The Air Force provides an estimate for parts and materials at $900,000/yr for preventive maintenance and $1,500,000/yr for DSW work or, a total of $2,400,000 per year for parts and materials. Also, in Appendix A-13 there is mention that the contractor is expected to include 120,000 gallons of glycol. Is the cost of 120,000 gallons of glycol already included within the $2,400,000 parts estimate or is the glycol in addition to the estimated $2,400,000 per year in parts and materials?

ANSWER: The cost of glycol is not included in the part estimate of $2,400,000 per year. The amount of glycol is listed separately to allow the Service Provider (SP) a more distinct amount for proposal and budgeting purposes.

2. Reference Appendix A-14 paragraph 3.4.1.6. The Air Force has estimated subcontracting for DSW to be $1,000,000/yr.

a. Does this include subcontract estimate for all DSW and preventive maintenance?

ANSWER: No, the estimated subcontracting amount referenced above is only for DSWs.

This is an estimated subcontracting amount for proposal purposes. How the successful offeror decides to execute the PWS requirements could influence this number.

b. Is the $1,000,000 estimate also inclusive of the professional engineering, installation management, environmental management, cultural resource management, operating engineering, snow removal, water and wastewater distribution, waste water treatment plant, heat plant, emergency management, and general officer quarter housing CLINs? If not, please clarify.

ANSWER: No. This is an estimated workload for Civil Engineering Facility Operations (see Question 2a). How the successful offeror decides to execute the PWS requirements could influence this number.

3. Reference Appendix A-14 paragraph 3.4.1.6 and the required minimum staffing listing. To eliminate the potential risk to the prime contractor for subcontract costs above the Air Force estimated $1,000,000 per year we request that the Air Force provide a listing of all subcontractors included in the $1,000,000 government estimate of subcontract cost per year so that bidders can contact current subcontractors to get their estimates of actual costs. We also need this listing to ensure that the required minimum staffing listed on page 110 of 172 is sufficient when combined with the subcontract functions required. Please provide a listing of all subcontract functions and subcontractor names.

ANSWER: The list of subcontractors is proprietary to the incumbent contractor and will not be released.

4. In order to prepare a competitive proposal for the CE services at the Air Force Academy all bidders will need information that is relative to the requirements of this contract. Please provide a complete relevant RPIE and RPSE that the contractor will be responsible to maintain. And, please provide each facility that the contractor will be responsible for with square footage per facility.

ANSWER: The complete and relevant RPIE/RPSE listing and facility listing can be found in the CEI and CEO folders of the Technical Library.

5. Reference paragraph 3.4.19. The majority of the pools listed in Table 2 are year around pools. The annual cleaning is to be performed when the pools are empty. How long will the pools be allowed to be out of service each year for the annual cleaning? Also, the daily, weekly and periodical cleaning needs to be performed when the pool areas are closed to swimming activities. Please provide the hours that the pool will be open.

ANSWER: The SP is expected to work with the End Users when scheduling work. End Users are willing to work with the SP to limit impacts to both the SP and the End Users’ mission requirements. Current contractor is conducting daily and weekly requirements during the overnight hours, and periodic/annual requirements are being accomplished during school breaks.

6. Reference paragraph 3.4.20 and 3.1.5. According to paragraph 3.1.5 the vertical transportation maintenance is provided under separate contract. Paragraph 3.4.20 indicates that the CE contractor is responsible for the independent 3rd party inspections (5 year, 3 year and annual testing). However in paragraph 3.4.20.7 (1 and 2) references service calls. Will the CE contractor be responsible for service calls to the vertical transportation or will these tasks be accomplished by the VTE contractor?

ANSWER: PWS paragraphs 3.4.20.7.1 (and subparagraphs) and 3.4.20.7.2 (and subparagraphs) outline the SP requirements for elevator service calls.

7. Please provide the current annual amount for the FFP portion of the incumbent’s contract.

ANSWER: The values that were included in the pre-proposal conference slides posted with Amendment 1 (slide 8) showed the total firm fixed price value for all four years of the incumbent contract, to include the current year.

8. Please provide a listing of ADPE that will be provided per PWS 4.1.3.7.

ANSWER: This listing was inadvertently omitted from the PWS. This is now Appendix N. See revised PWS. The file will be attached in www.fbo.gov in conjunction with Amendment 2.

9. Please provide a listing of furniture, shelving, lockers, etc. that the Government is providing for the Government Provided Facilities.

ANSWER: The Government will not be providing a list of furniture, shelving, lockers, etc. The SP is welcome to use what is available in the spaces being provided. See Appendix A Section 4.1.2 for further guidance on furniture provisions.

10. Reference Appendix C, Government Furnished Property/Equipment/Vehicles. Appendix C identifies a Zamboni Ice Resurfacer, however, the PWS does not identify equipment to resurface ice at the ice arena. Is it the SPs responsibility to resurface the ice arena ice? If so, how often is this required?

ANSWER: No, the SP is not responsible to resurface the ice. This piece of equipment has been removed from the GFP listing (Appendix C).

11. Reference Appendix C, Government Furnished Property/Equipment/Vehicles. The “Trailer Boiler” is identified as unavailable yet listed. Please clarify what the trailer boiler is used for and is the SP is required to have one other than the one listed in Appendix C?

ANSWER: The trailer referenced is no longer in the GFP inventory. This piece of equipment has been turned in to DRMO, but has not been removed from the GFP listing (Appendix C). The SP is not required to replace this particular listed trailer.

12. Reference Appendix C, Government Furnished Property/Equipment/Vehicles. Please clarify how “turn-in” condition is defined. By what criteria did the AF determine that the aforementioned equipment is designated as “turn-in”.

ANSWER: This equipment has been classified for “turn-in” to DRMO for disposal. It is still in the process of disposal and disposition has not been completed at this time. This is to inform offerors that this equipment will either not be available at contract start, or the SP will be required to complete the “turn-in” process at the start of their contract. This equipment will not be available for use to the SP at the start of contract performance.

13. Reference Appendix C, Government Furnished Property/Equipment/Vehicles. Is equipment identified as “turn-in” condition available to the SP for use on this contract?

ANSWER: See answer to Question 12.

14. Reference Appendix C, Government Furnished Property/Equipment/Vehicles. Is the Air Force responsible for the maintenance and repair of GFP listed in Appendix C.

ANSWER: See revised PWS paragraph 4.1.1.2. “All GFP repairs and maintenance shall be provided by the SP. When required items become unserviceable through normal usage, they shall be replaced at the SP’s expense. At that point, the SP-purchased items become the property of the SP. Properly dispose of unserviceable items.”

See PWS paragraph 4.1.3.1, “All equipment repairs and maintenance shall be provided by the SP.”

PWS paragraph 4.1.3.3 has been revised.

15. Reference 4.1.3 Government-Furnished Equipment. See Appendix A-1 GFE CE.pdf. See Appendix A-2 GFE EM.pdf. We did not see this document released with the RFP. Will the AF please provide this document?

ANSWER: The above referenced Government Furnished Equipment – Civil Engineering listing is included with the revised Appendix C, Government Furnished Property/Equipment/Vehicles.

The Government Furnished Equipment – Emergency Management listing was inadvertently omitted from the PWS. This is now Appendix O. See revised PWS. The file will be attached in www.fbo.gov in conjunction with Amendment 2.

16. Reference 4.1.3.7 Government-Furnished IT Equipment. See Appendix A-3 IT Equipment CE.pdf.

We did not see this document released with the RFP. Will the AF please provide this document?

ANSWER: This listing was inadvertently omitted from the Technical Library. The file will be attached in www.fbo.gov in conjunction with Amendment 2.

17. Reference 4.1.4 Government-Furnished Vehicles. See Appendix A-4 GFV CE.pdf. We did not see this document released with the RFP. Will the AF please provide this document?

ANSWER: The above referenced Government Furnished Vehicles listing is included with the revised Appendix C, Government Furnished Property/Equipment/Vehicles.

18. Is there a technical library available for review by bidders?

ANSWER: Yes. See RFP, FA7000-17-R-0012, Addendum to FAR 52.212-1, paragraph 2.16, Technical Library.

19. Reference PWS Section 3.1.2.3 states "The SP shall provide a full time professional registered Chief Engineer, lead engineers (mechanical, electrical, structural, and civil), and architect. The Chief Engineer shall not be the Civil Engineering Manager. Maintain fully trained and qualified professionals, certifications, and licensing.” Please clarify if this means the Lead Engineers and Architects must be professionally registered in addition to the Chief Engineer.

ANSWER: PWS Section 4.4.2.5 outlines the requirements for the positions in question.

20. Reference PWS Section 3.2.1.2 Provide Professional Engineering Services states "The SP shall be responsible for performing all duties related to multi-disciplinary in-house designs and external design contracts.” PWS Appendix A (Page A-4), Section 3.2.1 Project Design and Management shows two tables (one for number designs/year and one for number of construction projects funded per year) with the following statements:

Designs included in the table include those designs being conducted/funded by a third party and require Liaison Duties and/or Design Contract Oversight in order for the design to be completed to meet USAFA Mission Requirements.

Construction Projects included in the table include those projects being managed by a third party and require Liaison Duties and/or Construction Contract Oversight in order for the projects to be completed to meet USAFA Mission Requirements, USAFA Design Standards, and USAFA Facility Excellence requirements.

a. By dollar amounts shown in the first table, what percent of the average and inserts/emergent projects will be performed via in-house designs versus external design contracts?

ANSWER: This is for the SP to decide based on their business model. There is no specific percentage of projects to designed in-house. See revised PWS paragraph 3.2.1.2.1.2.

b. By dollar amounts shown in the second table, what percent of the average and inserts/emergent projects will involve construction management via third party with liaison duties versus formal construction contract oversight?

ANSWER: All MILCON and UMMC projects can be assumed to be managed by a third party (see PWS paragraphs 3.2.1.2.10 and 3.2.1.3.6). Contractors can assume approximately 14 – 24 additional projects per year of various sizes being managed by a third party. This includes construction and/or design projects.

21. Will the Government provide workload data for PWS paragraph 3.4.14 for Pest Management Services?

ANSWER: The Pest Management Plan was inadvertently omitted from the Technical Library. The file will be attached in www.fbo.gov in conjunction with Amendment 2. The Pest Management Plan is currently under its 5-year review.

22. Attachment 1. Will the Government provide a list of all subcontracted services currently existing on the incumbent contract?

ANSWER: See answer to Question 3.

23. Will the Government provide a separate CLIN for Utilities/Electrical Services?

ANSWER: No, the Government will not provide a separate CLIN for Utilities/Electrical. The requirements of PWS paragraph 3.2.2.3 are included as part of the Engineering Management CLIN.

24. Will the Government provide a more specific breakout of Direct Scheduled Work for CLINs X006 and X007?

ANSWER: No. The estimated workload is the same for both CLINs. The duration to complete the work is different. See Performance Requirements Summary (PRS) Items 67, 68, and 69. The Government will exercise either, but not both, of these CLINs for each option period.

25. For CLIN X008 the Government has provided a lump sum of 45,000 man-hours. Will the Government provide a more specific breakout of the preventive work orders so we may develop a more accurate staffing profile?

ANSWER: See the Technical Library (CEO folder) for more information.

26. For Attachment 1, Appendix D. Will the Government provide workload data for the elevator work.

Will the Government update the MTC to include elevator maintenance personnel?

ANSWER: PWS Section 3.4.20 outlines the SP requirements for frequency of elevator inspections. The Government will not revise the MTC, since the MTC reflects the minimum amount of staffing necessary for specified areas; it does not represent the total workforce.

27. The Solicitation does not provide equipment listings where preventive maintenance and repair is required. Will the Government provide detailed equipment lists for pricing and estimating purposes?

ANSWER: It is assumed this is referring to RPIE and RPSE equipment. See answer to Question 4.

28. Attachment 1, Appendix B. For the P&E Supervisor, what does P&E stand for?

ANSWER: Pavements and Equipment

29. Will the Government provide a timeframe for any system or function that may be privatized?

ANSWER: Any privatization efforts are undetermined at this time. The Government will coordinate with the SP once the timeframes are known.

30. For the repair or maintenance of any item listed in Attachment 1, Appendix C-1, in which CLIN does the Government want personnel priced?

ANSWER: Include cost for snow/sweeping repair and maintenance under the Snow Removal/Pavement Sweeping CLIN. All other GFP/E repair and maintenance cost should be included in the Operations Engineering CLIN.

31. Reference Attachment 1, Appendix A, paragraph 3.4.1.6. Will the Government confirm that any hours shown in the table are above and beyond the MTC personnel requirements?

ANSWER: The offeror needs to determine the personnel required that are necessary to meet PWS requirements. Per PWS 4.5.1, the MTC is defined as the required minimum amount of staffing necessary for specified areas of performance. While the MTC identifies a minimum number of FTE personnel for specified areas of performance, it DOES NOT represent the total workforce that is required to fully perform the requirements of the PWS.

32. Reference Attachment 1, page A-21. Is the work shown in the table included in the Government’s estimated MTC staffing?

ANSWER: See answer to Question 31.

33. Reference Attachment 1, page A-21. Will the Government identify the basic type of personnel (by labor category) required to support the events listed?

ANSWER: Unless specifically identified, the SP is to determine which labor categories are required to support the event.

34. Reference Attachment 1, paragraph 3.5. Will the Government confirm if all of the work described in paragraph 3.5 is to be included under CLIN X014?

ANSWER: No. Refer to the descriptions for Installation Management CLIN and the General Officers Quarters (GOQ) Housing CLIN regarding PWS Section 3.5.

35. Are the personnel required to support the work identified in Attachment 1, Appendix L included in the

MTC?

ANSWER: See answer to Question 31.

36. Are the personnel required to support the work identified in Attachment 1, Appendix K included in the MTC?

ANSWER: See answer to Question 31.

37. Are the personnel required to support the work identified in Attachment 1, Appendix J included in the

MTC?

ANSWER: See answer to Question 31.

38. Reference Attachment 1, paragraph 4.4.2.2. Are the medical worker positions included in the Government’s MTC?

ANSWER: See answer to Question 31. The requirements in PWS Section 4.4.2.2 have been revised.

39. Reference Attachment 1, paragraph 4.4.2.4.7. Are the Cathodic Protection Inspectors/Testers included in the Government’s MTC?

ANSWER: See answer to Question 31.

40. Reference Attachment 1, paragraph 4.4.2.4.12. Is the Playground Inspector included in the Government’s MTC?

ANSWER: See answer to Question 31.

41. Will the Government provide the list of work orders performed for the most recent year of the current contract?

ANSWER: See the Technical Library (CEO folder) for this information.

42. Is there a list of deferred maintenance items? If so, does the MTC staffing cover the deferred maintenance items/work?

ANSWER: The Government cannot currently determine what deferred maintenance items will exist at the start of the contract.

43. Reference CLINs X006 and X007, DSW work. The DSW work is referenced in the minimal staffing chart (appendix B-1) and appendix A, page A-14, paragraph 3.4.1.6. At the pre-proposal conference it was said that the division between CLINs X006 and X007 was approximately 25% effort to CLIN X006 and 75% effort to CLIN X007. It was also stated that the awardee will be required to maintain at least the minimum required staff (as provided by the Air Force) and that the only excuse will be for authorized absences. Later in that same discussion it was mentioned that the CLINs X006 and X007 are “option” CLINs and that they should both be fully funded because the Air Force may only fund one of the CLINs.

If they are both to be fully funded then both CLINs would have 100% of the minimum required staff (as presented by the Air Force) attached to them for DSW work because of the fact that we will be required to maintain the minimum staff as indicated in the required minimum staff provided by the Air Force.

However, the two CLINs have different levels of effort assigned to them. As an example, CLIN X006 completion time potentially is 180 days while CLIN X007 is more aggressive and has a completion time of 30 days. Therefore, the level of effort is vastly different between the CLINs. Are bidders to bid 100% of the labor requirements for DSW, subcontracts for DSW and parts/materials needs of the DSW in each CLIN (X006 and X007) or are we to reduce our level of effort and resulting cost in CLIN X006? Please clarify.

ANSWER: See the Technical Library (CEO folder) and PRS 67, 68, and 69 for DSW performance level requirements. Offerors need to provide full pricing for AFCOLS level of effort requirements on the Direct Scheduled Work (DSW) – AFCOLS CLIN. Offerors need to provide full pricing for USAFA level of effort requirements on the Direct Scheduled Work (DSW) – USAFA CLIN. The Government will exercise either, but not both, of these CLINs for each option period, so the offeror must have full pricing for each CLIN.

44. On the site visit it was mentioned that pool operation and maintenance has been added to this procurement and was not included in the current contract. There are 7 swimming pools that must be cleaned daily, plus weekly and annual services performed.

a. Does the required minimum staff (in appendix B-1) take into consideration that this now requirement for operations and maintenance to these 7 pools?

ANSWER: See answer to Question 31.

b. Please provide the opening and closing times for the pools so that we can clean and treat the pools prior to them being occupied.

ANSWER: See answer to Question 5.

c. We assume that the swimming pool and garden pool maintenance will fall into the Direct Scheduled Work of the contract so, does the $1,500,000 include all cleaning agents and chemicals to service the pools and garden pools of the contract?

ANSWER: Yes, the annual estimated DSW material cost shown in Appendix A, Section

3.4.1.5 does include all cleaning agents and chemicals to service the pools and garden pools.

45. Regarding the amount for material (parts, materials and supplies) of $900,000 for preventive maintenance and the $1,500,000 for DSW:

a. Will the Air Force consider a modification to the contract if these amounts are exceeded within each contract year?

ANSWER: If the amounts in the workload are exceeded, the contractor may submit a request for equitable adjustment. Refer to DFARS 252.243-7002, Request for Equitable Adjustment for further information.

b. Also, is our assumption correct that these amounts are only relative to Preventive Maintenance, DSW work, utility plant operations and swimming pool O&M and that Engineering Management, Installation Management, Environmental Management, Cultural Resources, and Emergency Management material costs are not included in these amounts provided by the Air Force?

ANSWER: Yes, that is correct.

46. Regarding paragraph 3.4.1.6 on page A-14, there is an amount of $1,000,000 per year for subcontracts associated with DSW.

a. When this $1,000,000 is referenced towards DSW, does that include preventive maintenance, plant maintenance, roads and grounds, maintenance and repair to facilities and appurtenances, etc?

ANSWER: No, see answer to Question 2a.

b. Are we to assume that this does not include subcontracting for Engineering Management, Installation Management, Environmental Management, Cultural Resources or, Emergency Management?

ANSWER: Yes, see answer to Question 2b.

c. Will the Air Force allow for a modification if this subcontracting amount of $1,000,000 is exceeded?

ANSWER: No, the Government will not allow a modification if the subcontracting amount of $1,000,000 is exceeded. This is an estimated subcontracting amount for proposal purposes.

How the successful offeror decides to execute the PWS requirements could influence this number.

47. We noticed many current deficiencies present on the AFA, such as deficient pavement, etc.

a. Will the Air Force allow a deficiency inspection relative to all of the requirements of this contract?

ANSWER: A formal deficiency inspection is not required by the PWS, nor required during transition.

b. If so, what will be the procedure to have such an inspection during the phase-in Period and the actual procedures to remedy such deficiencies?

ANSWER: N/A

48. Reference Appendix B-1, Minimum Staffing Levels. At the bottom of the left-hand column there is a section entitles CEX. We could not find any description of the acronym for CEX. What does CEX represents so that we can call the Manager and 7 Techs what they are required to be titled and required to perform?

ANSWER: CEX represents Emergency Management and Readiness.

49. Would it be possible to know how many CEN personnel are currently under contract with Aleut who are working for KIRA in bldg. 8120?

ANSWER: This information is proprietary to the incumbent contractor and will not be released.

50. Reference ITO Instruction 4.10 Project Citations, pg 123.

a. Is there a minimum number of Citation Projects to submit?

ANSWER: No, there is no minimum number of citations to submit.

b. Please consider increasing the maximum page limit per citation. The information for the contract, Key Individuals, and POC takes up almost 2 pages by themselves.

ANSWER: The Government has revised the maximum page limit from two pages per citation to four pages per citation. See revised ITO Instruction Section 2.12, Table 1 and Section 4.10.1.

51. Reference ITO Instruction 4.10.4 PPQ, pg 124. May we use CPAR in lieu of PPQs? A few of our completed project (within past 5 years) CORs have moved to other sites?

ANSWER: No. Offerors are to provide the information requested in the solicitation. The Government will review CPARS during the evaluation. Reference ITO Instruction 4.4, Independent Government Performance Information.

52. Reference ITO Instruction 3.6.1.1.1 Staffing Qualifications for Each Position, pg 120. May the Staffing Qualifications be eliminated from the Page count, as they could take the majority of the page count; or is a summary qualification table permissible?

ANSWER: Offerors need to meet the requirements as stated in ITO Instruction 3.6.1.1.1 and ensure they are within the page limit as specified in ITO Instruction 2.12.

53. Reference PWS 3.4.3.4.1.1, PWS 3.4.3.4.1.2, PWS 3.4.3.4.1.3, PWS 3.4.3.4.2.1, PWS 3.4.3.4.2.2, PWS 3.4.3.4.2.3. All of the referenced PWS areas state calendar days. Will the Government please consider changing the references to “Business Day” instead?

ANSWER: No, the references will remain unchanged.

54. Since CLINs X006 and X007 are shown as OPTIONS, at what point will the Government select the service level they desire? Can the service level change month to month or year to year? Please clarify how the service level is determined and how it will be exercised by the Government.

ANSWER: The Government will exercise one of the option CLINs based upon 1) an approved waiver to exceed AFCOLS levels of service and 2) availability of local funding. The level of service will not change month to month, however, the level of service could change for each option year. The Government will provide notification in accordance with FAR 52.217-9, Option to Extend the Term of the Contract.

55. Reference Appendix A 3.4.1.4. What level of PM program back log can the contractor expect at contract start date?

ANSWER: Assume one month of backlog. See revised Appendix A Section 3.4.

56. Reference Appendix A 3.4.1.5. What level of DSW back log can the contractor expect at contract start date?

ANSWER: Assume one month of backlog. See revised Appendix A Section 3.4.

57. PWS 3.5.1 References AFI 32-6005, paragraph 1.2.8. There is no paragraph 1.2.8 in the instruction, please clarify.

ANSWER: The reference to AFI 32-6005 paragraph 1.2.8 is removed from the PWS. See revised PWS paragraph 3.5.1.

58. PWS 3.5.1 does not address the role of the SPs Dorm Manager, a MTC position. What role does the Dorm Manager have in supporting the UH Manager, a Government position? Is the Dorm Manager deemed a Housing Manager as spelled out in the AFI?

ANSWER: The Dorm Manager/UH Manager is a Government position. This position is now removed from the MTC. See revised Appendix B.

In addition, the General Officer Quarters Manager is a Government position. This position is removed from the MTC. See revised Appendix B.

59. Reference Appendix A 3.5 Housing Support. The workload provided does not appear to support the PWS requirements provided for 3.5.2 General Officer Quarters Requirements. Which PWS requirements are supported by the workload listed in Appendix A, 3.5 Housing Support?

ANSWER: The workload for PWS Section 3.5.2 General Officer Quarters requirements can be found in Appendices G – J. The workload listed in Appendix A, 3.5 Housing Support has been removed. See revised Appendix A.
