MTC is defined as the required minimum amount of staffing necessary for specified areas of performance. While the MTC identifies a minimum number of Full-Time Equivalent (FTE) personnel for specified areas of performance, it DOES NOT represent the total workforce that is required to fully perform the requirements of the PWS.

The Government has determined the MTC based on agency needs.

The contractor is required to meet the MTC, as identified in Appendix B to the PWS.

The Government considers Service Provider (SP) personnel who are actually on-site, working, or in an approved leave status as countable toward the MTC.
