CCTV System Q&A No. 5
1. Firstly, Section 2 of the SOW states: “CCTV cameras require integration with the current Falcon-Eye camera system, replacement of existing Falcon-Eye Cameras along with placement of new security cameras.” Does this mean ALL of the existing Falcon-eye cameras must remain and be added to the new system i.e. with an IP video encoder, or does it mean that the Falcon-eye cameras are to be replaced with a comparable up-to-date system with similar camera specs?
RESPONSE: Existing cameras being replaced are indicated on the drawings. All other existing cameras will remain
2. The AXIS cameras listed on attachment 2 and DVRs on attachment 3, are they ONLY examples of desired hardware types, or are these products preferred by the government?
RESPONSE: Attachments 2 & 3 list salient characteristics of the products. The proposed product must meet or exceed those characteristics.
3. Is "WDR WDR- FORENSIC CAPTURE: COLOR" a salient characteristic Proprietary to Axis cameras?
RESPONSE: Atach 02 Cameras has been revised. See attached.
4. What is or was the qualifications process that the prime contractors had to go through to be eligible to submit a bid?
RESPONSE: The prime contractor that submits a proposal must be certified by the Small Business Administration (SBA) as a Service Disabled Veteran Owned Small Business (SDVOSB). All SDVOSB’s have certificates from the SBA or are listed as SDVOSB on their SAM.gov registration.
5. What are the policies regarding the percentage of the work that has to be performed by the prime vs.
subcontractors?
RESPONSE: At least 50% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns.
6. Are cameras that are to be replaced analog? Was there coaxial cable run to these cameras? If there was coaxial cable, would POE over coax be acceptable instead of replacing the coaxial cable with CAT 6 cable?
RESPONSE: Existing cameras are Analog. Design package specifies that existing cameras will be encoded into IP addressable data streams, with point of use software programming to ensure the CCTV WLAN bandwidth is maintained to an acceptable level.
7. The drawings specify the wall mounted cabinet be 32” deep. None of the equipment going into these cabinets is over 19” deep. Would a 30” deep rack be acceptable? Also, it would be very useful if the rack had hinged doors on the front and back.
RESPONSE: No, comply with design criteria.
8. How should the price for site testing be determined? Should the testing procedure be priced for all of the phases done at one time or for each phase done independently? Same question for training and manuals.
RESPONSE: This question cannot be answered except by each prospective bidder. Each project phase is intended to stand alone in sequence to each previous (or subsequent) phase. Should a successful bidder be awarded more than one phase of the project, the performance of the work described could certainly be performed simultaneously, subject to the direction of the contracting officer.
9. Spec section 28 23 23.00 10 page 3 1.3.3 Last sentence: just want to make sure you want as-builts on mylar or vellum.
RESPONSE: Hard copies of as-built record drawings can be on bond paper.
10. Fiber at Santa Fe trail and locations?
RESPONSE: No fiber on Santa Fe Trail. The design package has new fiber to be provided by the Contractor. 7 Camera’s on the South end will connect to 8130, 2 North cameras will connected to the North Gate building both with directional bury technology. The Santa Fe Trail was removed from this requirement.
11. Should we price as an option J-Hooks above the ceiling and conduit below the ceilings?
RESPONSE: No, do not price an option for J-Hooks above the ceiling and conduit below the ceilings.
12. During the site survey, it was mentioned that some/all of the project will require that the contractor apply Davis Bacon labor rates to their pricing. Please confirm and clarify which portions of the project have this requirement.
RESPONSE: Only the construction work must include the Davis Bacon Rates. All work that falls into the Davis Bacon categories must adhere to the Davis Bacon Rates.
13. The Combined Synopsis/Solicitation notice states that this project is not currently funded. Is it the intention of the Government to fund the project this FY or pursue funding for FY2018?
RESPONSE: The Government will pursue FY17 funding. However FY18 funding will be pursued if FY17 funds are not available. Note requirements for proposal validity. UPDATE 13 DEC 17: Funding in FY18 will be pursued.
14. The solicitation includes incidental construction work. Please confirm that the contractor should apply Davis Bacon rates for all construction work under this project.
RESPONSE: That is correct, Davis Bacon rates are required for all construction work.
15. Please confirm that the government will provide the original AutoCAD files for the current design package
(which includes all phases) to the awardee to develop as-built drawings.
RESPONSE: Yes, AutoCAD files will be provided to awardee.
16. Reference notes 1, 4, 5, 10, 11, and 13 refer to the camera placement on the sheet. As an example, note 1 states “Building MTD. PTZ CCTV camera for surveillance of Cadet area. Refer to Phase 1B.” Please confirm the reference to Phase 1B indicates these cameras will not be replaced under Phase 1A or migrated to the new video management system until that Phase is awarded. (Phase 1A Design Sheet 3 of 52 CU 103
– Keyed notes)
RESPONSE: That is correct. These cameras shall be replaced under the specific phase indicated.
17. Section 1.4.1 Group I Technical Data Package (TDP). The specification provides the requirements for the Group I TDP. Please clarify if the 100% Final Design for Construction meet this requirement or is the bidding contractor required to develop Group I TDP per Section 1.4.1 of the Specification 28 23 23.00 10.

RESPONSE: Successful bidder may utilize part of the design drawings to meet this requirement. However, there are additional requirements (e.g., Installation and wiring diagram drawings) that are vendor specific and still need to be submitted for review along with all other information listed in the paragraph referred to in the question. This only applies to the successful bidder and shall not be included with proposals.
18. This sections states “Install a robust CCTV camera system in various locations throughout USAFA. The
CCTV cameras require integration with the current Falcon-Eye camera system, replacement of existing Falcon-Eye Cameras along with placement of new security cameras.” The statement suggest that contractor is integrating the new cameras with the current Falcon-Eye camera system and that the contractor is to replace the existing Falcon-Eye cameras with the new camera system. Please clarify this requirement. (Statement of Work Description of Project - A. Project Background)
RESPONSE: Existing cameras being replaced are indicated on the drawings. All other existing cameras will remain.
Existing cameras being migrated to the new system are also indicated on the drawings.
19. Please provide the number of existing cameras assigned to the Falcon Eye System.
RESPONSE: The Falcon Eye System has 92 analog cameras.
20. States “The VMS shall be capable of integrated operation with other security related systems such as Access Control Systems (ACS), Central Station Monitoring Systems (CSMS) and Video Analytics Systems (VAS) or other related applications.” Please confirm which ACS, CSMS and VAS or other application that the VMS must integrate. (Specifications – Section 28 23 23.00 10 CCTV page 20 Paragraph 19.)
RESPONSE: Successful bidder must ensure the system they are proposing to provide is capable of integration with these other system, either immediately or with minor modifications required to enable such integration. Actual integration with these systems is not a requirement of this contract.
21. Please confirm that only one reference is to be submitted per the footnote on Attachment 15. (Addendum to
52212-1 Instructions to Offerors, Subfactor 4: Experience Attachment 15)
RESPONSE: Correct, only one reference is required for Subfactor 4, Experience.
22. Per the provided drawings and the Attachment 3 Network DVR specifications, the government is requesting a 48TB network DVR with up to 24 ea. 2 TB RAID-0 hard drives. Would the government accept a solution that uses 48TB network DVR’s that use larger hard drives (i.e. 6 or 8TB)? This would reduce the rack units that the network DVR requires from 4U to 2U.
RESPONSE: No, due to Mean Time Between Failure (MTBF) considerations.
23. Regarding the 48TB Network DVRs, is the 48TB requirement for a JBOD, RAID-0, RAID-5, RAID-6, etc.
hard drive configuration? Depending on the desired hard drive configuration, additional drives may be necessary to meet the 48TB requirement while allowing for redundancy and hot swappable capabilities. Most modern high capacity storage systems (specifically network video recorders) have some form of RAID storage.
RESPONSE: RAID-0 is the requirement of this project, primarily due to the quantity of storage required.
24. Will the contractor be provided with ArcGIS 9x software to comply with the Attachment 7 specifications for provision of a GIS Personal Geo-Database, as it pertains to “GPS coordinates for all underground utilities to include site grade elevations, revisions to pipe routing, etc”?
RESPONSE: The government cannot provide the contractor with the ArcGIS software. Contractors will need to acquire the software themselves or sub-contract the work. Contractor must provide the GIS data in the SDSFIE 3.1 format as a deliverable for all utility work.
25. As these are cadet dormitories, what will the available working hours be for Vandenberg Hall and Sijan Hall, as well as the Prep School dormitories?
RESPONSE: Working hours are specified in Attachment 07 – Specifications, Paragraph 1.4. A on page 01000 – 4.
The Contractor's working hours shall be between 7:00 a.m. and 5:00 p.m., with no work on weekends or the 10 Federal holidays unless allowed by the Contracting Officer (New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, and Christmas).
Permission in writing to work at times other than those stated above must be obtained from the Contracting Officer at least 5 working days in advance. See SOW paragraphs 1.4. B. 1. & 2. For further information on special activity delays.
26. As this is the academic building (Fairchild Hall), will installations at Fairchild Hall be taking place at night? If so, what are the available working hours?
RESPONSE: Working hours are specified in Attachment 07 – Specifications, Paragraph 1.4. A on page 01000 – 4.

27. While doing installations in the cadet area, will contractor vehicles be allowed to stage daily next to the dormitory buildings?
RESPONSE: No. There is only one staging area allowed in the Cadet area per 813 Environmental Impact Analysis (EIA) Requirements. Reference Sheet CU103, Note 12 Phase 1A for location. There are a few other specific locations to stage equipment and supplies for other phases shown on the expanded site maps. Building by building close in staging is not allowed. Contractor can request through the CE on-site inspector for small storage areas other than where shown which may or may not be granted. In order to park vehicles up next to dorms or other buildings, a Close-In Pass will need to be applied for after award.
28. As there is no specification identified on drawing TY503 (Phase 4), the CCTV Pipe Support detailed should be what length or, how many feet below the existing structure must the cameras be positioned?
RESPONSE: Cameras should generally be positioned 4-6 ft. below the existing structure, unless this does not afford an unobstructed field of view. All cameras must be positioned so as to allow the maximum field of view for the type of camera as scheduled.
29. On drawing TY602 (Phase 1B) there are numerous cameras going to CCTV cabinets which are not identifiable on any drawing of the TY100 series. Drawing TY108 is completely void of any camera placements. Are we to assume the cameras in question go in this section/drawing? Is there a drawing which reflects the identical camera layout or can the pertinent drawing be provided?
RESPONSE: In making PDF drawings from the CAD drawings, some information did not transfer. Please reference corrected set of drawings for clarity.
30. The Sow Basis of design ((F) states that “The contractor may substitute a product or products, for any brand name items as long as the substituted products meet the minimum performance standards….” These two requirements appear contradictory, especially since it appears the requirement would eliminate the use of the USAFA’s current equipment. Please clarify the USAFA’s intent, and confirm that “or equal” equipment is acceptable. (Subfactor 1 requires that contractors provide a valid DoD certificate of Networthiness or a USAF Certificate of Networthiness for the VMS.)
RESPONSE: Proposed products must meet the minimum salient characteristics identified in the drawings and specifications. Where a brand name product is identified, an "or equal" product will be acceptable, as long the offeror can clearly demonstrate that all specified salient characteristics are met at a minimum. Yes, Subfactor 1 requires a valid DoD certificate of Networthiness or a USAF Certificate of Networthiness for the VMS. Refer to revised evaluation criteria.
31. Can you send more clarification and reference documentation for the following standards: Subfactor 1:
Video Management System- Offeror must submit an active, valid Department of Defense Certificate of Networthiness or an active, valid Air Force Certificate of Networthiness. The certificate must be valid through December 2018.
RESPONSE: Refer to revised evaluation criteria.
32. Could you please provide the footages between manholes?
RESPONSE: This information is not required for the installation of the system. Installation of fiber infrastructure is not part of this contract. Drawings clearly state that all fiber is existing.
33. Is there sufficient pathway for the new fiber to run --- End to End?

34. Is it acceptable to provide surface raceways & horizontal cabling?
RESPONSE: Refer to general notes on plan sheets for specific requirements. Surface mounted raceways are only allowable where specifically noted.
35. Requesting pictures of the Elec/Mechanical shaft and rack location in Bldg. 2360, 2348, 2354, and 2355. If all shafts in the building are similar just need one picture for reference to mount conduit.
RESPONSE: Yes. See attached for various communication and electrical rooms as typical examples. These rooms vary somewhat within individual buildings and also from building to building. See attached photos for reference.
36. If access holes need to be cut in hard cap areas, does the contractor need to patch the ceiling to the original state or can the contractor insert a permanent access panel?
RESPONSE: The design criteria must be complied with. Patching and repairing is covered in the specifications - Section 02 41 00 demolition and deconstruction.
37. Is the contractor responsible for the demolition of the existing CCTV head end?
RESPONSE: No, this work is not in the contract.
38. Phase 3 drawing TY101 is missing the conduit notes.

41. Need to know the manufacturer of the electrical panels, if the circuit breakers are snap in or screw in, and if there is additional space in each electrical panel.
RESPONSE: Information regarding manufacturer of each panel is unavailable, as manufacturers may vary from building to building. Breakers are both snap in and bolt on. At the time the design was performed, sufficient spaces existed in all panels indicated in the design.
42. Does the conduit for each camera need to be a home run back to the communications closet? Can the contractor install a larger conduit for a main trunk line and then install a ¾” conduit from the nearest junction box to the camera?
RESPONSE: Conduit pathways could be designed in this manner in certain areas in certain buildings, subject to issues of accessibility as required by code and disturbance of the historical building fabric.
43. Please verify that the dimensions of the lockable wall mount cabinet are correct. Wall mount racks with 19” rails are typically 24” w versus the 26” w shown in the drawings.
RESPONSE: The additional space is intended for cable routing. Certain manufacturers offer this feature in their wall mounted racks.
44. What amount of insurance coverage is required?
RESPONSE: Workers’ compensation and employer’s liability. Contractors are required to comply with applicable Federal and State workers’ compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer’s liability section of the insurance policy, except when contract operations are so commingled with a contractor’s commercial operations that it would not be practical to require this coverage. Employer’s liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers.
General liability. The contracting officer shall require bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence. Property damage liability insurance shall be required only in special circumstances as determined by the agency.
Automobile liability. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.
45. We would like to request that the RFI due date be extended one week.
RESPONSE: Any changes to due dates will be posted to FBO via an amendment.
46. We would like to request that the bid submission due date be extended 3 weeks if at all possible.
47. Does the customer have any specific size requirements for the free standing equipment cabinets located in the main communication rooms?
RESPONSE: 30”w x 36”d x 84”h with internal cable management
48. Can we get pictures of the comm closets?
RESPONSE: Yes. See attached for various communication rooms as typical examples. These rooms vary somewhat within individual buildings and also from building to building. See attached photos for reference.
49. Can the comm closets not identified on the drawings be identified?
RESPONSE: Please refer to CCTV System Riser Diagrams for this information. Every communication rack is located on a plan drawing, even if the plans do not indicate room names and numbers, which in many of the buildings, particularly in the Cadet Area, is the case for the reasons stated above. However, every communication rack also has a corresponding Diagram. The room names where these racks are located is actually listed on all of these diagrams (the TY600 series sheets on every phase).
For example, on Sheet TY601 in Phase 1A:
Building 2302, CCTV Cab. #1 is located in Telecom Room 162C Or, on Sheet TY601 in Phase 3:
Building 2354, CCTV Cab. #1 is located in Telecom Room 2-3D
50. Can a cable tray be installed in place of conduit?
RESPONSE: No.
51. For the hard lid ceiling mainly in the dorm buildings can conduit be installed below ceiling? (I believe it was Sijan hall that there appeared to be no access to above ceiling and no plenum space available above the ceiling)
RESPONSE: No. The contractor shall not install any exposed conduit in occupied areas. Exposed conduit may only be used in Communication, Mechanical, and Electrical rooms as needed.
52. Are there any areas of the project where free aired cable is acceptable?
RESPONSE: No, free aired cable is not acceptable.
53. Roof Mounts - Drawings show the roof mounted being secured through the roof membrane. Do any of the building's roofs have a warranty in place?
RESPONSE: Yes, some of the building’s roofs have warranties. Please see attached information on Roof Warranties.
54. If any of the roofs have warranties can you please provide the roofing company holding the warranty for each applicable building?
RESPONSE: Please see attached list of roof warranties and contacts.
55. Camera details show a 1" conduit to a single camera. Can the conduit size be reduced down to 3/4" or 1/2" for a single camera run?
RESPONSE: Minimum allowable conduit size is 3/4” by USAFA Standards.
56. What does camera range stand for on the camera schedules?
RESPONSE: The minimum range at which the camera will deliver the resolution required in the next column.
57. When the new pole are set in place along the Santé Fe trail will an additional conduit be installed for the fiber to the cameras?
RESPONSE: Plans clearly indicate that both power and fiber is to be installed along trail. Refer to contract drawings for information (in particular CU series drawings). Successful bidder is responsible for conduit. The
Government will only install the poles. All other conduit, fiber, mounting etc. will be done by contractor. The Santa Fe Trail was removed from this RFP.
58. Will local 120 power be provide at each pole?
RESPONSE: There is a source of power in the areas where the poles lights are located. Contractor will be responsible for trenching power and installing conduit from the power source to each pole light per the drawings for power requirements. The Santa Fe Trail was removed from this RFP.
59. Would the government provide a one week extension for the due date of submissions?
60. SOW B.a and b. mentions the software to be tested and approved by the Air Force and configured with
STIG standards. We are not aware of any NVR software that has been approved by the Air Force. Let us know if there are certain brands that are approved.
RESPONSE: There are several Video Management System vendors with software that has been tested and approved by the Air Force and configured with STIG standards. Refer to revised evaluation criteria.
61. What is the anticipated period of performance on this contract?
RESPONSE: One year from date of award. See solicitation for information regarding the performance period of each CLIN.
62. When does the Government plan to award this?
RESPONSE: As soon as possible; however, proposals are due on 11 September as stated on the most recent RFP amendment NLT 2PM MST and must be valid for 365 days as stated in the RFP.
63. What type of fiber connectivity do they have on the campus? Further clarification was asked on this question and a map of the current fiber terminations was requested.
RESPONSE: See sheet ID CU601 in Drawings for Phase 1A.
64. Can a map of the fiber connectivity be supplied?
RESPONSE: See sheet ID CU601 in Drawings for Phase 1A.
65. Are there network standards that need to be met? Further clarification was requested on this question.
Does the Air Force have specific network requirements for security and connectivity standards for equipment connected to it, other than those presented in the RFQ?
RESPONSE: The RFP specifies the network requirements for security and connectivity standards.
66. How many days of storage are required?
RESPONSE: Refer to specifications.
67. How many frames per second are required?
RESPONSE: Refer to “BANDWIDTH PROFILE TABLE” on drawings in each phase for desired frame rate.
68. Per instruction in Paragraph B (f), the video must integrate with the current access control system. Who is the current provider and brand of the access control system?
RESPONSE: Having the video integrate with the current access control system is not a requirement.
69. Paragraph B (f) also states that the video must integrate with the future CAC/WiFi access control system.
What is the future CAC/WiFi access control system?
RESPONSE: This was removed from the SoW.
70. Are cut sheets excluded from the page limit?
RESPONSE: Material data sheets provided with the Part II Technical Proposal will be included in the total page count.
71. Does the Air Force Academy anticipate issuing a future solicitation for ongoing maintenance of this video equipment following expiration of the warranty period?
RESPONSE: At this time the Government does not have a plan to solicit for an ongoing maintenance contract.
However, if a solicitation is posted, it will be done via FBO.gov.
72. What documentation is required to show proof of the status of service disabled veteran owned small business?
RESPONSE: A certificate from the SBA or SAM.gov registry.
73. The phase 5 drawing package contains the camera schedule for phase 4. Can the phase 5 camera schedule please be provided? Accurate information is necessary for offerors to accurately bid the proper conveyance for the new cameras being installed.

74. During a thorough review of the drawings provided for this solicitation, we have discovered from each drawing sheet and from all phases that the comparison between the camera breakout count and the provided camera schedules in all of the phases do not match. If the location of the missing cameras are not on the drawings, the offeror cannot provide cost for the actual cameras, cables, and conveyances truly needed.

75. Is there a consolidated list of cameras with the type information? The lists that are available in the drawing repeat the same camera numbers in different locations and sub-sets.
RESPONSE: Yes, there is a camera list on sheet TY701 (at a minimum) for every phase.
76. What is the reasoning behind asking for 48TB servers configured at RAID 0 with 24 x 2TB drives? This is not industry standard.
RESPONSE: No, due to Mean Time Between Failure (MTBF) considerations. Due to the quantity of data to be stored, both disc and rack space is limited. Less data is at risk due to failure of a single drive in this configuration.
Any redundant configuration would require, at minimum, twice as many servers and racks as are currently in the design. There is insufficient physical space for such equipment.
77. Where do the drawings reference the wireless network? What are the specifications for this network and where can we find it.

a. It is line 99, page 3 as a 5.8 GHz Wireless Network.

RESPONSE: Wireless communications are not required for the operation of this CCTV system.
78. This is an LPTA solicitation, yet in page 10 of 42, line (e) you encourage multiple offers. How will you keep consistency of the offers with such variety of materials?
RESPONSE: The proposals will be evaluated in accordance with 52.212-2 Evaluation –Commercial Items and the Addendum to 52.212-2.
79. Phase 1A Arnold Hall Drawing TY101 shows Telecoms Rm161A & 121A. Drawing TY601 shows wall mount cabinets in Rm 121A & 182A.
Question: Is there a third telecom room in Arnold Hall that the cameras feed to, or is one of the listed room #’s incorrect?
RESPONSE: Bidder may not be looking at the current (100%) drawings. There should only be one rack in Building 2302. 83. Sheet TY101 - Keyed note 1: Existing cameras are to remain and be connected to Falcon Eye System. Our understanding that all analog cameras and Falcon Eye CCTV system are going to be removed and replaced with an IP solution. Please clarify.
RESPONSE: Only cameras specifically noted as being removed and replaced shall be removed. Other existing cameras will be connected to the new CCTV system using analog to digital encoders – these are specifically indicated on the drawings. All other equipment shall remain in place.
84. After completing site walk through and reading spec it is our understanding that all analog cameras and
Falcon Eye CCTV system are going to be removed and replaced with an IP solution. There appears to be remaining analog cameras that will be converted. Please clarify scope.

86. Per Attachment 7 Section 28 23 23.00 10 Section 2.8.1 Indoor Camera Housing, please clarify what will qualify as a tamper resistant housing for the indoor camera housings?
RESPONSE: Casings and related components that are made of metal rather than plastic are considered to be tamper resistant. The shape of the housing or camera is another factor in tamper resistance. A housing or a traditional fixed camera that protrudes from a wall or ceiling is more vulnerable to attacks (e.g., kicking or hitting) than more discreetly designed housings or casings for a fixed dome (or PTZ) dome camera. The smooth, rounded covering of a fixed dome (or PTZ dome) makes it more difficult, for example, to block the camera's view by trying to hang a piece of clothing over the camera.
87. Per Attachment 7 Section 28 23 23.00 10 Section 2.5.1 Enclosure Covers, how many tack welds will be considered sufficient on the junction boxes that contain no splice points?
RESPONSE: A minimum of two tack welds per side such that the corners of the cover cannot be easily pried away from the box. The government may inspect any or all of the boxes secured in this manner, and so these may not be covered up until the raceway and cabling installation has been inspected and accepted.
88. Regarding Section 2.2 Warranty Tags in the USAFA Standard Specifications document, is it the
Government’s intent to have brass warranty tags hanging from all newly installed equipment with a warranty in excess of one year? If so, does this include all newly installed cameras?
RESPONSE: Yes, materials or equipment (this includes cameras) with a warranty in excess of one year shall comply with Speicifcations paragraph 2.2.
89. Is it the Government’s intent for the contractor to provide a Geotechnical Engineer to be available at all times to provide inspection of excavation and soil/groundwater conditions throughout the construction, to provide pre-construction and periodic site visits, and to prepare and submit monthly reports on the project’s adherence to the excavation plans, as well as to be available to meet with the contracting officer at any time during the project?”
RESPONSE: A full time geotech Engineer is not required.
90. Per Statement of Work (SOW) section B subsection b, “All system components must be security configured in accordance with the latest Defense Information Systems Agency Security Technical Implementation Guide (DISA STIG) by performing the STIG and mitigating all identified vulnerabilities or notating the inability to mitigate the threats in a plan of actions and milestones (POA&M) and provide this documentation to the USAFA Cyber Security office with a clear way forward.” Does the term “all system components” include all IP cameras as well as all switches, all workstations, all servers, etc….?
RESPONSE: The STIG will apply to all the backend equipment (switcher, workstations, servers). The cameras shouldn't have internal components requiring STIG implementation.
91. Please provide wall and ceiling conditions for each building where cameras are to be installed. We know from past experience that drywall, CMU, plaster, structural glazed block, exposed aggregate panels, granite slabs, and concrete can be expected. Quantification and pricing of conveyance cannot be produced accurately without this information.
RESPONSE: During the site visit that will be was conducted the week of 23 Oct contractors will be were afforded the opportunity to look at wall and ceiling conditions.
92. From past experience we know that the space above the gypsum/plaster lids at corridors in Sijan Hall is approximately 6 inches and is filled with duct, lighting, sprinkler pipe and other electrical/comm conveyance. Please provide information showing how the ceilings could be modified to allow for the extensive additional conveyance. If no modification is allowed, the existing corridor ceilings will need to be removed and replaced in order to wind the conveyance around existing obstacles. This could cause significant safety and access issues in these busy, congested corridors.
RESPONSE: Modifications will be allowed in Sijan ceilings and walls but must be brought back to original appearance after conveyances are installed. One exception is that the Murano Tiled Walls may not be modified.
93. The corridor ceilings in Vandenberg Hall have the same condition as Sijan Hall with the difference being a SAT ceiling system. Please provide information showing how this ceiling can be modified to allow for the additional conveyance space and identify how to handle comingling construction activities with continuous user access.
RESPONSE: This is contractor means and methods of construction. Refer to response #2 above.
Contractor shall schedule all work to be done at least 15 days in advance with the CE Inspector and Facility Manager of each facility prior to starting work. SAG ceiling can be removed where needed during construction. Contractor shall responsible to replace existing SAG ceiling with original tiles that were removed unless they get broken during construction at which time it will be the contractor’s responsibility to replace with new tiles.
94. Will corridors in all of the dormitories (Cadet and Prep School) be able to be closed down during construction hours in the locations where work is taking place?
RESPONSE: Corridors will not always be able to be totally closed during construction. Contractor shall schedule all work to be done at least 15 days in advance with the CE Inspector and Facility Manager of each facility prior to starting work.
95. Where core drilling or penetrations are required at walls and floors, will ground penetrating radar or x-ray inspection of the walls/floors be required? Typically this is a requirement at USAFA.
RESPONSE: Yes
96. Please identify access locations for ceiling spaces above the ground level and terrazzo level of Vandenberg Hall. It does not appear that access panels are present.
RESPONSE: Refer to responses in questions 2 & 3. Contractor shall be responsible to return any disturbances back to original finished appearance.
97. Would work in the areas identified in question 6 constitute “Confined Spaces?”
98. If work including core drilling, conveyance installation, dry wall repairs, SAT ceiling repairs, patching, painting etc. is to be done above occupied rooms, offices, facilities, corridors, etc. will those occupants be relocated during work in that area? If furniture, equipment, or personal effects are required to be moved who will be responsible for this?
RESPONSE: All work will be done in hallways or open areas and not in offices or dorm rooms.
99. Please confirm that a geotechnical engineer’s inspection is only applicable to excavations deeper than 20’.
RESPONSE: Geo Tech Engineer inspections not required for Phases 1A, 1B, & 2.
100. Is it the intent of the RFP to require a pre-inspection, work inspection, and completion inspection of each of the many hundreds of locations that will require firestopping by a qualified individual independent from the contractor and product manufacturer?
RESPONSE: Only penetrations through rated barriers would require firestopping, as noted in the contract documents. Coordinate with the Government for disturbances to existing building finishes, as noted in the contract documents.
101. Please provide applicable specifications for roofing materials to be used at the buildings where removal/replacement of roofing materials will be required.
RESPONSE: During the site visit that will be conducted the week of 23 Oct contractors will be afforded the opportunity to look at roof conditions/materials. See attached pictures of existing mounts and roof types.
102. Please provide the deck type and thickness, insulation thickness, and roofing material type at each building where roofing will be impacted.

RESPONSE: The requirement has been amended and Cadet Field House is no longer included in the current RFP.
104. Please provide the event schedule at all athletic facilities or indicate dates that work will not be possible.
RESPONSE: The requirement has been amended and athletic facilities are no longer included in the current RFP.
105. Are there events other than those identified in SOW section 8 in any of the 40+ buildings and multiple outdoor spaces that could cause a delay to construction? If so, will the contractor be compensated for loss of productivity?
RESPONSE: No, compensation will not be made for lost productivity due to USAFA events. Contractor will have multiple buildings that can be worked on at any one time. Contractor shall schedule all work to be done at least 15 days in advance with the CE Inspector and Facility Manager of each facility prior to starting work. Once determined where and on what days work may be affected, contractor shall make provision to work in other buildings not affected by events.
106. The suppliers that we use are having a very hard time finding the specified 1/2" ATSM A193 Grade B5 Heavy Hex Bolts with associated nuts and washers that are called out for at the roof top camera arms.
This specific stainless fastener is not readily available that is compliant with the “Buy American Act.” The only pricing that we can get on the ASTM A193 B5 1/2" bolt is $150.00 per bolt. Would an alternate and vastly more affordable fastener be acceptable? If so, please identify the bolt’s characteristics.
RESPONSE: Buy American provisions and clauses, being exempt from this type of purchase, are not included in this RFP.
107. Core drilling/hammer drilling through walls and floors is a noisy and messy operation. Please confirm that these operations will be allowed to take place during work hours at all locations except for those dates identified in SOW section 8.
RESPONSE: Yes. Contractor shall schedule all work to be done at least 15 days in advance with the CE Inspector and Facility Manager of each facility prior to starting work.
108. Please confirm that all necessary safety precautions can be made to protect non-construction personnel by limiting access at any location where work is taking place.
RESPONSE: Yes. Contractor shall schedule all work to be done at least 15 days in advance with the CE Inspector and Facility Manager of each facility prior to starting work.
109. Please provide the as-built documents showing existing utilities and irrigation infrastructure at all locations where trenching is required.
RESPONSE: As built documents will be provided upon award.
110. It appears that approximately 145 asbestos test samples were taken with no asbestos detected. These aged facilities are known to contain many building materials that do contain asbestos. The test results show that not a single sample was collected from above ceilings, in mechanical chases, or mechanical rooms. These are the most likely areas where damaged asbestos containing pipe wrap, plumbing elbows, fireproofing, and other materials would be encountered. These are also the primary locations where work will be performed. These locations will be accessed extensively throughout this project and opened to the general public, potentially exposing workers and building occupants. Considering that 145 samples is a miniscule number (and inadequate per Colorado Regulation 8) compared to the total square footage of the spaces that require access along with the fact that at least 15 buildings received no ACM testing at all, please indicate whether or not additional testing will be performed by the Government or if the contractor will be required to make-up for these testing deficiencies to ensure the safety of workers and building occupants.
RESPONSE: Since work is being performed in 5 buildings for Phases 1A and 1B and the fact that most tests were done where new cameras will be placed, it is CE opinion that the 154 samples taken are adequate. Contractor shall estimate a requirement of up to 50 additional tests to be performed by the contractor as needed by a certified HAZMAT testing agency as part of the work for this project, suspected HAZMAT are encountered. If ACM or lead base paint, not identified in the Government provided reports, are found in any of these tests, contractor shall notify the Contracting Officer and stop work in the area of concern until the Contracting Officer provides direction and instructions with how to proceed with work.
111. Where lead abatement will be required, please confirm that the area will be closed to traffic and sealed off for the duration of lead removal and clearance testing.
RESPONSE: Yes. Contractor shall schedule all work to be done at least 15 days in advance with the CE Inspector and Facility Manager of each facility prior to starting work.
112. Where cameras are shown in stairwells with ceramic block covered with plaster walls, will surface mounted conduit be permissible?
RESPONSE: Refer to contract documents. Surface mounted raceways are allowed where existing raceway is already surface mounted. Beyond that, ANY disturbance to existing building finishes (such as the mounting of raceways on the surfaces of existing building finishes) must be coordinated with and approved by the Government.
113. What is the anticipated “Range of Magnitude” for this project?
RESPONSE: The Government cannot release the Independent Government Estimate information.
114. Sheet CU-103 in Phase 5 It is listed as 1”:200’ but it is also referenced as 1”:600’? Can you please confirm?
RESPONSE: The graphic scales are correct (1”=600’). The listed scales (1”-200’) are incorrect.
115. Sheet CU-101 Phase 4 states the scale is 1/16”:1’ this appears to be incorrect, please provide correct scale.
RESPONSE: 1/16” = 1’-0” is the correct scale for this drawing.
116. Could you please clarify if Sijan Hall is to have surface mount raceway mounted to the ceiling or if all cabling should be routed in conduit above the ceiling? The response to RFI #51 contradicted what the conduit notes say for Phase 1b.
RESPONSE: There shall be no exposed surface mounted conduit in any Public space of Sijan Hall. The only place surface mounted conduit will be allow is in mechanical rooms, electrical rooms or any chases.
Yes this is acceptable at the exposed concrete ceilings only. Color is SW Abbey White.
117. In regards to Subfactor 4A. The subfactor states, “The offeror must submit work performed as a contractor or subcontractor on a single CCTV Installation Project within the past five (5) years from the issuance date of the solicitation valued at $300,000 or more with installation of 100 or more CCTV cameras that includes the following incidental construction work; drywall repair, new conduit installation, electrical work, indoor and outdoor mounting.”
Is a “single CCTV Installation Project” defined at the contract level or task order level? Also, since this is calling for a single reference, does this experience need to come from the Prime contractor or can it be satisfied by a subcontractor?
RESPONSE: The Addendum to 52.212-2 has been revised with clarification of the definition of a single CCTV Installation Project (e.g. single task order, single purchase order, or single contract). For example, an IDIQ basic contract is not considered a single CCTV installation project, since an IDIQ itself has no performance associated. However, a Task Order issued from an IDIQ could be considered a single CCTV Installation Project. The experience example provided via the Experience Form must be performed, or have been performed, by the offeror.
118. Will a VMS be considered if it meets all minimum salient characteristics without a Certificate of Networthiness?
RESPONSE: Refer to revised evaluation criteria.
119. If the answer to number 118 is ‘No’. Please update the statement of work section 2.13 to include only VMS vendors who have current and valid DoD or Air Force Certificates of Networthiness.

122. RFI question 101 asked a question about the roofing material. The response was that we could look at it during the walkthrough. Roof access for Arnold, Vandenberg, and Sijan hall were not available. If the contractor is responsible to repair the roof after removing the existing camera mounts we will need to know what the current roofs are made from so that we can properly patch the roofs. Pictures of the existing mounts as they are currently attached to the roof may help to a solution.

123. We were not able to verify the info needed for RFI 102 either.
RESPONSE: See detail drawings of typical roofs and penetrations for camera mounts. There is a separate roof detail for Sijan. The other 3 buildings use the other attached detail and show roof makeup.
124. Jerry said that surface mount conduit was now acceptable in Sijan Hall. Can you confirm this and specify the color paint needed?
RESPONSE: Yes this is acceptable at the exposed concrete ceilings only. Color is SW Abbey White. See also Question 116.
125. How thick is the concrete slab between floors in the Arnold, Vandenberg, Sijan, and Harmon Hall?
RESPONSE: See attached drawings for details.
126. Are the concrete floors in Arnold, Sijan, Vandenberg, and Harmon Hall a tension or structural build?
RESPONSE: Cast in place. However, Contractor will be required to XRay all walls and floors where holes will be drilled through concrete to prevent hitting any rebar. This should be figured into all estimates.
