Site Visit Rules of Engagement
Contractors must submit all questions in writing via email
A set schedule is in place and cannot be deviated from as each site visit needs to remain the same.
Attendance sheets will be posted on FedBizOps
Photos are only to be taken of the project areas. NO photos of cadets or in dorms.
Ladders will be used. Do not step on the top step & ensure a spotter is holding the ladder.
Requests for drawings can be made on site to Jaime
Krings. A follow-up email request is also required.

Prospective Offerors Responsibilities
Prospective offerors must submit questions in writing via email to heidi.stein.2@us.af.mil AND aaron.vollbracht@us.af.mil
Questions are due not later than 9AM MDT, 1 November 2017

Brief Description of Project
Project: Procurement of personnel, equipment, tools, materials, supervision, and other items and services necessary to install
Phases 1A and 1B of a CCTV System on the USAF Academy in accordance with the project documents
Type of Contract: Firm-Fixed Price Commercial
Period of Performance: 165 calendar days after Notice of
Award, see solicitation for exercise of Option CLINs
Funding: Funds are not currently available for this project.

Special Considerations
Construction Wage Rates Requirements (Davis
Bacon) clauses are included. Prospective Offerors
MUST propose labor rates for the construction related labor categories using the Wage Determination provided with the solicitation.
Option may be exercised through 30 September 2018.

PLEASE READ INSTRUCTIONS TO OFFERORS CRITERIA
CAREFULLY! This briefing information does not change the requirements of the RFP
Offerors are required to meet all solicitation requirements, including terms and conditions, and representations and certifications, in addition to those identified as evaluation factors and subfactors.
Failure to meet a requirement of the RFP may result in an offer being ineligible for award.
Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation; alternate proposals will not be accepted.
The response shall consist of two (2) separate parts; Part I - Price
Proposal and Part II – Technical Proposal.

Basis for Contract Award
In accordance with FAR Parts 12 and 15, the Government intends to award a contract resulting from this solicitation to the responsive, responsible, technically acceptable proposal with the lowest evaluated price. FAR
15.101-2(b) states tradeoffs will not be made and no additional credit will be given for exceeding acceptability.
The following factors will be evaluated:
1. Factor 1: Price

1. Subfactor 1: Video Management System
2. Subfactor 2: Cameras
3. Subfactor 3: Network DVRs
4. Subfactor 4: Experience Form

Technical Evaluation
If the lowest priced TEP is rated “Acceptable” for all Technical Subfactors and the offer represents the best value for the Government then the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. If the lowest priced TEP offeror is not rated
“Acceptable” for all Technical Subfactors, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is rated
“Acceptable” for all Technical Subfactors.

Cell Phone Usage on USAFA
Cellphone usage while driving on the United
States Air Force Academy (USAFA)
Use of hand held devices is prohibited
If call must be taken or sent, pull over to the side of the road and park
Penalties for use include points assessed and a seven-day suspension of driving privileges on USAFA
Hands-free devices can be utilized
