Q# Ref Page Section Question Answer
1 RFP 4 of 60 CLIN 0004 RFP ref shows a CLIN 0004 for Data costs. PWS ref states "NOT SEPERATLY PRICED." Request the Government clarify what they mean by this so offerors can be sure as to what to enter for this
CLIN.
CLIN 0004 is not for Data costs, it is for Data deliverables. "Not Separately Priced" CLINs are for information purposes only, and should not be priced out individually in your proposal. Costs should be included in overhead or other CLINs.
2 RFP
and PWS
CLIN 0005
Para 1.27.i
RFP ref shows a CLIN 0005 for Transition-In costs. PWS ref states "SP shall be responsible for all transition associated costs."
(1). Is CLIN 0005 included in the bidder's total evaluated price?. If so, including a CLIN for transition costs unfairly provides an advantage to the incumbent contractor.
(2). Will the Government provide a plug number to provide a level playing field for all bidders?
(3). If the answer to question 2 is no, will the Government consider eliminating the CLIN entirely?
(1) Yes. Per FAR 15.304 (c)(1) Price or cost to the Government shall be evaluated in every source selection (10 U.S.C. 2305(a)(3)(A) (ii) and 41 U.S.C. 253a(c)
(2) No, not all incumbent advantage can be mitigated.
(3) No. Please see FAR 15.304 (c)(1).
3 RFP 38 of 60 Para 2 Addendum to FAR 52.212-1. Upon completion of the site visit, will the Government publish/post the attendee list? Yes, a site visit attendee list is provided with Amendment 1.
4 RFP 39 of 60 Para 4
Addenda to 52.212-1 PROPOSAL PREPARATION INSTRUCTIONS. General Instructions state, "The response shall consist of four (4) separate parts: Part I - Price Proposal, Part II – Technical, and Part III - Past Performance Information and Part IV - Contract Documentation."
Should each part be of the proposal response be submitted in separate binders or as separate tabs in a single binder?
Either separate binders or separate tabs within a single binder is acceptable.
Regardless of submission, ensure the Parts I through IV are easily identifiable and in sequential order.
5 RFP 40 of 60 Para 6.(a) PART II - TECHNICAL. Will the Government clarify what documentary evidence of a facility clearance is needed?
Prospective bidders will be required to submit a FCL request to DSS using the SF 328 and once approved receive a DD form 441 and a CAGE code.
6 RFP 40 of 60 Para 6.(b)
PART II - TECHNICAL. Would the Government clarify its term, and give examples of "adjustments", as used in the following statement: "The organization chart should identify the number of employees; skill mix and labor category type; organizational structure; and how personnel will be allocated to tasks, subtasks and crossover tasks (including detail on how any adjustments [emphasis added] will be made)."
"Detail on how any adjustments will be made" in this context refers to the bidder's inclusion of any supplemental narrative (or notes on the organization chart) as required to explain how cross-utilization of staff will be accomplished, if at all.
7 RFP 41 of 60 Para 8 PART IV - Contract Documentation - Representation and Certification. In addition to the original, please clarify how many, if any, copies of Part IV are to be submitted?
Offerors shall submit original and one (1) copy. This revision is incorporated in Amendment 1.
8 RFP 41 of 60 Para 8.(b) PART IV - Contract Documentation - Representation and Certification. In lieu of a statement, may offerors submit a completed and signed SF30 for each amendment issued?

Government will provide four (4) forklifts. Three (3) are 4k and one (1) is a 2k.
15 Atch 6, Atch 7 1
The CBA lists three duty titles/labor categories (Fuels Dist. System Operator Level 1, Fuels Dist.
System Operator Level 2, and Fuels Dist. System Operator Lead) that are not identified in Atch 6, DOL WD table of labor categories. Request the Government provide the CBA labor descriptions associated with these positions, since the successful bidder will be required to incorporate these positions into its organization pending renegotiation of the CBA.
CBA labor descriptions do not exist at this time.
16 Atch 7, Appx A
The CBA is effective until Nov 30, 2014. Are we correct to understand that Wages and Benefits effective Dec 1, 2013 are to be used for pricing the base and option periods with equitable adjustment provided upon later re-negotiation of the CBA between the awardee and union?
Yes, utilize the Wages and Benefits effective 1 Dec 2013 for pricing the base and option periods. An equitable adjustment will be provided as required by law upon approval of a new CBA at exercise of option after 30 Nov 2014.
17 Atch 7, CBA 10 Article 12 ARTICLE 12 SENIORITY. Will the Government provide the seniority list with dates of hire
(names optional) so all offerors are able to fairly determine pricing?
No. Per FAR 52-222.41(n) Seniority List., this information is not required from an incumbent until 10 days prior to the completion of the contract.
18 Atch 8 1 Para 2.2.1. Ref para states "Transient aircraft causes a slight increase in workload." Request the Government provide historic data or a level of effort to be expected for transient refuelings.
Within the past two years, three (3) transient aircraft required fueling operations.
Because USAFA does not utilize single point refueling and only utilizes over the wing refueling operations, most transient aircraft refuel at Peterson AFB.
19 Atch 8 2 Para 3 Base Supply Workload Information. Data identifies one (1) supply point. How many supply point details are assigned to this location, and what is the on-hand balance and nomenclatures for these items?
One supply point is assigned; this point has 63 details (items, 59 are DIFM assests and 4 are XB3). All items are communication related equipment assets (i.e. power supplies etc.).
20 Atch 8 2 Para 3 Base Supply Workload Information. Request the Government provide the Average Delivery of Non- Priority Issues per month for Base Supply workload. Issues & Due Out Releases: Average per month delivery rate is 50.
21 Atch 8 2 Para 3.c Base Supply Workload Information identifies "Total Item Records Maintained" as 15,309. Does this reflect all NSNs listed under the FB/FE account? If so, how many item records have an on-hand balance (other than zero) and a warehouse location assigned?
Yes, all NSNs are reflected. Approxiamtely 3100 are FE details. There are approximately 250 warehouse locations. On-hand balance total is approximately 8000 items.
22 Atch 8 2 Para 3.c Supply workload data identifies "Total Item Records Maintained" as 15,309. How many of these records are maintained by the HAZMAT pharmacy? Please also identify the average issues and receipts per month for the HAZMART.
Hazmart contains approximately 25 items. Average issues and receipts per year: 8.
Most customers order directly from vendor to receive hazmart items (GPC payments).
23 RFP and PWS General Does the incumbent work force possess all required qualifications, training, certifications, and licenses?
Yes, incumbent work force possesses 100% of the required qualifications, training, certs and licenses.
In light of the LPTA evaluation for the subject solicitation, the required fuel vehicles pose a distinct advantage for the incumbent. How does the Government intend to ensure a true and fair competition?
Neither the life expectancy of the incumbents vehicles, nor the possibility that other prospective bidders also have readily available or depreciated vehicles is known to the government. Therefore it is assumed that all prospective bidders, including the incumbent, will likely need to acquire new (or replace existing) vehicles during the life of the contract. Since the evaluated price for the contract will factor in prices across all option years, no incumbent advantage is perceived.
25 RFP General
This contract mandates five fuel vehicles. The incumbent has fully depreciated vehicles that provide them with an unfair advantage in this LPTA competition. Being this is an LPTA solicitation, how does the CO intend to make bidding fair for all interested parties in regard to the vehicle requirements?
See Question 24

60 RFP
The Proposal Preparation Instructions require offerors to submit, as part of their proposal, proof of a Facility Clearance with a designation of Secret or greater. Levying such a requirement during proposal submission will significantly limit the competition as a facility clearance cannot be obtained without an awarded contract mandating a requirement for one. Only at that point can a contractor submit a package for a facility clearance to the Defense Security Service. Further, we’ve seen numerous procurements over the years that require a facility clearance, but allow the contractor to submit for one immediately after receipt of a contract. Would the government please consider removing the requirement to submit proof of a clearance from the RFP and allow the contractor to apply for a clearance immediately following award?
See Question #26
61 RFP,
52.212-1
Page 40, paragraph 6, Part II - Technical, 52.212-2, page 43, paragraph 2, Subfactor 1, Facility Clearance Evaluation Criteria, and 5352.215-
FACILITY
CLEARANC
E (MAY
1996).
Question: We recognize the requirement in the RFP for the Service Provider (SP) to have or acquire prior to contract award a SECRET Facility Clearance. There are a number of 8a companies that have similar and relevant experience that would fulfill past performance requirements but do not have a facility clearance because they do not have a requirement for one based on their contracts.
Through discussions with Defense Security Service, we understand that unless a contractor has a legitimate identified need through an award and contract number via sponsorship from a Government Contracting Agency, a contractor will not be able to move forward and obtain a facility clearance. Our company specifically has current contracts and recent past contracts where we provided similar services on an active duty Air Force base with a flying mission, and the contract did not require us to have a Secret Facility Clearance; thus we do not have a secret facility clearance and cannot obtain one without an award of a contract and contract number and the need to have a facility clearance. Because this acquisition is a Low Priced Technically Acceptable process, we feel that that mandatory requirement for an offeror to have a Secret Facility Clearance prior to award be reconsidered and language revised to create a more competitive environment for this acquisition.
We therefore ask the government to please consider revising the RFP requirements, evaluation criteria, and language regarding the requirement for Secret Clearance as the Prime Contractor for this solicitation prior to contractor selection and contract award. That would include revising the language as found in 52.212-1, page 40 at paragraph 6 for the Technical, 52.212-2, page 43, subfactor 1, Facility Clearance Evaluation Criteria, and replacing the clause 5352.215-9000 with language stating that the selected Contractor will be required to obtain a Secret Facility Clearance, including beginning the process of obtaining a Secret Facility Clearance within 30 days after notification of selection, and providing that documentation to the Contracting Officer.

62 PWS 1.5.4
This section of the PWS states that upon notification, the SP shall provide surge support to national commitments. These services may be required 24/7 for the duration of the emergency. Typically there are 4 exercises per year.
a. Will the government please provide the estimated length for each event (i.e. 5 days at 24 hours each day)
b. Is the surge support to be included in the FFP?
c. Will surge be billed separately at the time of occurrence?
24/7 support refers to national commitments, not the number of exercises per year.
A. Para 1.5.4., relates to declared real world national emergencies and local emergecy situations. The duration is unknown.
For the 4 exercises per year, USAFA exercise hours are within duty hours (USAFA exercises have a built in 'pause ex' to stop all exercise activities and delay them until the next morning. This pause ex is designed to ensure civilian personnel and contractors do not work overtime hours. Also, some USAFA exercises are EOC only or limited to SF or FD, not a full base exercise.)
B. No C. Yes, a contract modification will be utilized if required.
63 PWS 1.5.5
This section states that the SP shall respond to 10 SFS alarm activation/failure notifications at any time and if required, may be subject to provide constant surveillance (24 hours a day) of the munitions storage area.
a. Will the government please provide the estimated length for each event that would require 24 hour surveillance?
b. Is the surge support to be included in the FFP?
c. Will surge be billed separately at the time of occurrence?

Supply, mobility and deployments.
68 PWS 1.5.2
This paragraph states that Aviation Fuels Operations occur from “Sunrise until 30 minutes past sunset”, and, that the “earliest refueling will be prior to first take-off, 0700”. During approximately 1/4 of the year, sunrise doesn’t occur until after 0700. Please clarify which is the primary qualifier for the start time: sunrise or “prior to 0700”.
See Question #29
69 PWS 1.5.2 This paragraph states that “Special Events may require support.” What has been the historical workload to support Special Events, or is this work included in workload data provided?
There is no historical workload data for support for the special events listed in 1.5.2 (Parents weekend, etc.), however future support may be required. Workload data for other special events, such as transient vehicle refueling, is noted in Question #18 and included in the revised Attachment 8.
70 PWS
