c) Proposal provides an organizational chart clearly defining the prime and subcontractor/partner(s) roles, duties, and responsibilities.

3. B-1/B-52 Learning Management System(LMS)/Courseware Management System(CMS)

a) The proposed LMS/CMS ensures all data, files, records, lessons, reports, etc. from the current LMS/CMS (Structured Query Language ((SQL)) – based) will transfer to any proposed LMS/CMS architecture without loss of material or fidelity.

b) Proposal explains how the contractor will maintain and sustain the LMS/CMS architecture, to include redundant master file system(s), back-up procedures, and equipment to prevent any loss of data in case of catastrophic events (i.e. hardware and/or software failure, server malfunction, fire, flood, electrical failure, etc.).

c) Clearly describes how the proposed LMS/CMS will provide continuous access (available 24/7) to Bomber operations world-wide. LMS/CMS contains redundant measures and/or equipment to achieve an operational performance measure of 97 percent reliability. Down time response shall be less than three hours from notification IAW PWS paragraph 1.7.13.4.1.

d) Clearly explain how the proposed LMS/CMS will accomplish the functions of the current LMS/CMS to include: (1) track student progress on CBTs; (2) track student progress on courses; (3) provide an Electronic Gradebook (EGB); (4) provide instructor documents.

e) Clearly explain how the proposed LMS/CMS systems/equipment will be functional at the end of the phase-in period, with any proposed upgrades or enhancements functional no later than the end of the base year IAW PWS paragraph 4.2.1.

3. Quality Control Plan (QCP)

a) QCP contains ISO 9001-based quality management systems.

b) Clearly explains the inspection system used to cover all services listed in the Service Summary (refer to PWS Section 2), with specifics as to the areas to be inspected on a scheduled and unscheduled basis, frequency of inspections, and the title and organizational placement of the inspectors.

c) Clearly explains the records documenting inspections and corrective or preventative measures taken and how these records will be maintained and made available to the Government.

Price

Price will be evaluated using techniques established in FAR 15.404-1 to ensure the Government receives a fair, reasonable, and balanced price.

If pricing cannot be determined to be fair and reasonable, additional, other than cost or pricing, data will be obtained from the offerors.

Price will be evaluated by adding the total price for all Contract Line Items (CLINs), Phase-In, base period, option years, optional CLINs, and 50% of the last option year for the Option to Extend Services clause, 52.217-8.
