MEMORANDUM FOR B-52 OPERATIONS GROUP COMMANDERS

SUBJECT: Air Force Global Strike Command Guidance Memorandum to AS-16 RAP Tasking Message, B-52
1. This Guidance Memorandum (GM) immediately implements changes to the B-52 RAP Tasking Message (RTM), AS-16, dated 1 October 2015. Compliance with this memorandum is mandatory. To the extent its directions are inconsistent with other Air Force publications, the information herein prevails, in accordance with AFI 33-360, Publications and Forms Management.
2. The RTM defines currency and proficiency events required to maintain Combat Mission Ready (CMR) status.
Per the AFI 11-2B-52 Volume 1, regression occurs when crewmembers are non-current or incomplete in required continuation training and is required to be reported via regular reporting. Regression reporting is included in Sortie
Lookback requirements. The intent of Sortie Lookback is to ensure sufficient sorties are flown to maintain proficiency in the aircraft as outlined in Table 1.1 of the AS-16 RTM.
3. If an aircrew member does not meet monthly lookback requirements throughout the training cycle, SQ/CCs can either 1) regress the crewmember to non-CMR/non-BMC status, as applicable; 2) remove the member from a CMR manning position; or 3) initiate action to remove the member from active flying status. Only RAP training and
Contingency Operations sorties may be used for lookback. This GM provides the SQ/CC with an additional option to provide a probation period based on the following:
a. If a crewmember fails to meet one-month and three-month lookback, they may, at SQ/CC discretion, be placed on probation status for one month and remain CMR/BMC. If probation is chosen, the only way to remove aircrew from probation and preserve the current status is to reestablish one-month lookback by the end of the probation period. If one-month lookback is not met during the probation period, the member will be regressed to non-CMR/non-BMC status.
4. CMR aircrew regressed to non-CMR/non-BMC for lookback must complete a SQ/CC approved program to return the crewmember to CMR/BMC status. Upon completion of the program, CMR/BMC aircrew must also meet the subsequent one-month lookback requirement prior to reclaiming CMR/BMC status. The sorties and events accomplished during the program may be credited towards their total/type sortie and event requirements for the training cycle as well as for their monthly sortie requirement.
5. The guidance in this memorandum becomes void upon release of a new AFGSC B-52 RTM or Interim Change, whichever is earlier.

SUBJECT: AFGSC B-52 Ready Aircrew Program (RAP) Tasking, AS-16
1. Effective 1 October 2015. B-52 squadrons will use this RAP Tasking Memorandum in conjunction with
AFI 11-2B-52V1 dated 8 Sep 11 until further notice. Execution of this RAP tasking will start upon the effective date of 1 Oct 15 and continue through 30 September 2016.
1.1 This memorandum supersedes all previous versions, except for the AS-14 AFI 11-2B-52V1 write in changes. These write in changes remain in effect until a new AFI 11-2B-52V1 is released. File this memorandum at the end of AFI 11-2B-52V1. In accordance with (IAW) AFI 11-2B-52V1, paragraph 1.6.3.5, data may have been changed or replaced by this RAP tasking memo. Changes should be annotated in the AFI and refer the operator to the current RAP Tasking Memorandum. If duplicate tables exist, all tables referenced in this memorandum replace those same titled tables referenced within AFI 11-2B-52V1.
1.2 RTM information is published as an interim release. As a lead-in step to the re-issue of AFI 11- 2B-52V1, sortie and mission information have been changed, and numerous proficiency events have been deleted. It is understood some events that have been removed may be tied into existing constructs within the current AFI 11-2B-52V1. In the event of conflicts, please send a description of the issue through your chain of command to A3BT for resolution.
1.3 This memorandum provides the baseline for squadrons to use in developing a realistic training program to meet Designed Operational Capability (DOC) taskings and IAW Component-NAF priorities. These programs will have clearly defined objectives and goals that enhance mission accomplishment and safety. This memorandum takes precedence when there are discrepancies with
AFI 11-2B-52V1.
2. AFGSC Guidance and Intent.
2.1. Squadron commanders have the authority and are expected to tailor their unit’s training program to focus on those missions, events, proficiency levels, and Tactics, Techniques, and Procedures (TTPs) most relevant to their next deployment vulnerability as described in the COCOM/C-NAF OPORD. Commanders should use the “Remarks” section in Status of Resources and Training System (SORTS) and Defense Readiness Reporting System (DRRS) to highlight specific decisions on training or equipment priorities as they relate to DOC tasking to communicate shortfalls. AFGSC FY16 OPORD and 8AF FY16 OPORD as well as COCOM guidance and Lessons Learned from previous operations will be used as the basis for developing and prioritizing the squadron’s training program. AFGSC will continually optimize RAP tasking in support of this objective. Specific mission focus is key. Training resources will be used to qualify and maintain CMR status to meet:
2.1.1. USSTRATCOM full generation requirement plus crews to meet short-term tasking and spares.
2.1.2. MQT and CMR/BMC training in nuclear and conventional missions.
2.2. RAP is designed to provide the minimum required mix of annual events and sorties an aircrew must accomplish to sustain combat mission readiness. Therefore, accurate reporting of RAP missions and events accomplished permits the MAJCOM to apply resources, policy, or guidance to address or prevent shortfalls.
2.3. Per AFI 11-2B-52V1, an effective RAP mission requires accomplishing a complete tactical mission profile or a building block type sortie. Every aircrew member is expected to maximize all training opportunities especially during Cost-of-Business (COB) sorties (deployment, flyover, incentive, etc.). This does not require aircrew to log effective RAP missions when minimal RAP training occurs. Combat sorties may be logged as RAP missions if requirements are met. The intent is to capture recent mission proficiency as well as historical trend data even while deployed.
2.4. WST time is creditable toward experience prerequisites. In order to log the appropriate training time, mission planning, debrief and “simulator not available for training” will not be logged on the AF Form 781. WST time logged on AF Form 781 may be factored in toward upgrade considerations and experience requirements for up to 25% of the total and B-52 time required.
2.5. Table 1.7 is the recommended crew development progression. Not all stages are required to be accomplished in the order listed except where they fulfill prerequisites. The WG/CC has the authority to waive up to 10% of the hours/sortie requirements. The WG/CC will info copy AFGSC/A3B with all approved waivers.
2.6. Due to a lack of emphasis on mission planning skills in the IQT Syllabus beginning FTU Class 15-1, all individuals graduating from this syllabus and after should receive additional mission planning training to include participation in mission planning operations. This additional training is not a requirement for MQT graduation but may be conducted concurrently. Members of the unit that graduated prior to FTU Class 15-1 may not require additional mission planning training.
3. List of Changes for AS-16. This memorandum incorporates all B-52 RAP tasks for AS-16 training cycle. It is incumbent upon each aircrew/crewmember to review and understand the full spectrum of training and any changes. Significant changes from the previous version, AS-15:
3.1. Nuclear Mission requirements updated (Core Strike is not implemented in this RTM)
3.2. AWRs affect CMR status.
3.3. Removed CAS and TGP AWRs.
3.4. WST proficiency and currency events updated to reflect 2015 Simulator Certification Final Report.
3.5. Left Seat/Right Seat exercise and TGP currencies ensure new FTU skills are maintained.
3.6. MPC training recommendation and proficiency events added
3.7. RAP Reporting procedures have been updated.
3.8. IRC has been aligned with AFMAN 11-210 and AFI 11-202 Vol 1.
3.9. IRC frequency updated.
3.10. Removed AC/P WE31 currency and BD01 currency.
3.11. Instructor upgrade hours/sortie requirements have been removed.
4. RAP Reporting. Reports due to AFGSC include: monthly CMR reports, mid-cycle, and end-of-cycle reports relating to the twelve month training cycle. All CMR reports will be coordinated and consolidated at the group level or higher utilizing the approved templates on the AFGSC/A3BT SharePoint. Report all deviations from the training requirements in AFI 11-2B-52V1 or this memo, after proration, to AFGSC/A3BT (with informational copy to 8AF/A3) NLT the 20th of the month following the middle or end-of-cycle. Proration for the mid-cycle report will not be conducted. Mid-cycle reports will be based on percentage of annual requirements complete at the mid-cycle point. Include in the report all training requirements waived by the OG/CC. If deploying during the reporting period squadrons will submit an end-of-cycle report prior to deployment. 4.1. AFRC: Send report to AFRC/A3T with informational copy to 10AF/A3T. AFRC units should submit unit training reports at cycle close out by emailing training reports to AFRC/A3T Workflow, afrc.dot@afrc.af.mil and to 10 AF/A3T. Squadron end of cycle reports are due to AFRC/A3T and 10 AF/A3T NLT 20 October.
4.2. Monthly CMR/BMC Reports are due to AFGSC/A3BT NLT the 10th of each month, reflecting data from the previous month.
5. Training Review Board (TRB).
5.1. The OG/CC (or designated representative) will chair a quarterly TRB. Board members should include operational squadron CC/DO, OSS CC/DO, representatives from squadron training, tactics, Aviation Resource Management, and others as deemed appropriate by the convening commander.
5.2. The TRB typically covers the following topics: continuation training, status of any waivers requested, status of in-unit qualification training, approved upgrade actions, manning forecasts, flying hour program overview/plan, and other items as desired by the OG/CC. Following completion of the TRB, the OG/CC should notify AFGSC/A3BA of approved upgrade actions which require formal training quotas.

2. If an aircrew member, current in all AFECT events, is TDY to perform flying duties to a location where a training capability does not exist and the individual becomes due in an AFECT event, training must be accomplished before the first flight at home station.

4. All aircrew will attend IE14. In addition to AFI11-2B-52V1 requirements, a discussion on commit criteria development with emphasis on mission planning and CRM will be included.

Utilizing signals from EA sites may be used to enhance training and provide a reference point during the profile. For pilots, the event is creditable to only the individual flying the maneuvers. Instructors may take credit while instructing the maneuver.
