FACT SHEET – B-1/B-52 Academic Database under contract FA4890-12-C-0003
This sheet is intended to provide prospective bidders on RFP FA6800-16-R-0001 information on the current B-1/B-52 Academic Database. This information is provided to answer questions received by AFGSC, to assist in preparing a proposal that meets all the requirements of PWS para 4.2.1., and to help ensure any proposed system is functional at the end of the phase-in period. It is not intended to advocate any particular solution.
1. HARDWARE
a. The current servers are contractor furnished equipment (CFE) and physically reside on Barksdale and Dyess Air Force Bases (AFBs). Per PWS para 8.6.6.1. server and switch computer equipment as required to implement the contractor’s proposed B-1/B-52 academic database will be CFE as well.
b. The current servers are Dell PowerEdge servers, with Xeon processors, 8 gigabytes of random access memory (RAM), and sufficient storage. Also, routers and switches are deployed to establish the contractor local area network (LAN) and access to an outside internet service provider (ISP) which is necessary to allow internet access to the current learning management system (LMS) and electronic gradebook (EGB). Manufacturer-developed user manuals are available online as downloadable documents.
c. No hardware would transfer to a successor contractor unless/until agreements are made between Sonoran and the Government and/or Sonoran and the successor.
2. CONNECTIVITY
a. There are currently no existing Base Support agreements related to the CFE and providing Government access to the Academic Database.
b. Outside support is required for operations; both sites (Dyess AFB and Barksdale AFB) use an ISP that is located off site that provides internet access facilitating worldwide availability of the LMS and EGB.
c. Web security is assured via a secure socket layer (SSL) certificate acquired from a commercial vendor. Occasionally, technical support is required from the commercial vendor(s) to restore proper operations of their provided services/systems. In those cases, Sonoran coordinates directly with the appropriate entity.
3. SOFTWARE
a. Windows 2008 Server machine running Internet Information System (IIS), (a Microsoft web server similar to Apache) and a Structured Query Language (SQL) Server instance that serves content from the EGB, a web application. The application was built as an ASP.NET web application with server side code written in C#. The Moodle LMS is open source software that uses MySQL as its database back end (for data storage) and a server-side scripting language known as “PHP” web application (for user interface).
b. The proprietary C2 Technologies, Inc program “C2 Build” is used at Barksdale AFB for courseware development.
c. Dyess uses a Commercial Off The Shelf (COTS) solution, to perform CBT lesson development functions.
d. Documentation: Comment blocks describing program concept/logic are incorporated within the EGB development code. An Air Force-developed user manual does exist describing some (but not all) features of the EGB, most specifically relating to student registrar functions. Database Schema information does not currently exist but it could be exported (if needed) in the event the existing database was not provided. The existing database, however, would be transferred to successor contractor in all cases.
e. License agreements exist for the COTS items such as Windows 2008 Server and SQL Server products. Open source license agreements exist for Moodle, PHP, and MySQL. The EGB was developed on-site by an employee represented by the Prime Contractor (Sonoran); no license agreements exist or are required. Finally, C2 Build is the property of C2 Technologies.
4. TRANSFER to SUCCESSOR
a. Sonoran owns all current equipment at use on site. No hardware would transfer to a successor contractor unless/until agreements are made between Sonoran and the Government and/or Sonoran and the successor.
b. All open source software and/or programs would transfer to successor contractor if necessary and/or requested. All courseware master files are property of the Government and will be provided to the successor contractor in accordance with PWS para 3.3.2. and 8.4.
c. No COTS software and/or programs would transfer to the Government or a successor contractor unless/until agreements are made between Sonoran, the Government, and/or a successor contractor.
d. No proprietary software and/or programs would transfer to the Government or a successor contractor unless/until agreements are made between C2 Technologies, the Government, and/or a successor contractor. C2 Build is proprietary to C2 Technologies, Inc.
