Core Hours of Operation – 0700 to 1600 Monday through Friday unless official holiday, otherwise specified, or the base is officially closed at the direction of the Base Commander

Training Support – the contract will provide support an access for reservists assigned to Dobbins ARB on Unit Training Assembly, Annual Tour, Seasoning Training Program, and as specified in Tab B through G.

Key Personnel Requirements Certification & Licensing: Prior to beginning work, the KTR shall ensure employees performing work under this PWS have and maintain all applicable certifications and licenses in accordance with, federal, state, and local laws. The KTR shall maintain certifications on site and make available for government review.

Certifications and licenses shall be at the expense of the KTR.

Quality Assurance Program Quality Control Plan (QCP):

The Government will evaluate the KTR’s performance under this contract using the KTR’s QCP; this contract; service provider’s instructions, regulations, OIs; Government instructions, regulations, and manuals (or portions thereof); applicable technical orders;

surveillance techniques; and performance thresholds listed in the Service Summaries for each PWS section.

The Government will evaluate the KTRs adherence to the requirements of this contract by periodic inspection methods, utilizing the Government QASP, and through inspection guides. All areas of the contract and all KTR activities in support of the contract are subject to Government surveillance at all times.

The records of inspections shall be kept and made available to the CO and COR electronically for access throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract.

Quality Assurance Program Quality Control Plan (QCP):

QCP shall contain a deficiency prevention plan Ensure all submittals, reports, etc., required by the PWS Tabs A thru G are provided to the appropriate Government organization.

Include specifics as to the areas to be inspected on a scheduled and unscheduled basis, procedures for determining inspections schedules, procedures for submission of Services Summary metrics to COR, and the organizational structure of the Quality Control office and how it relates to the rest of the KTR's organization.

Provide a monthly report (hard copy and electronic) shall be provided to COR which addresses all performance metrics included in the Services Summary.

Key and badge control Perform Management Internal Control Toolset (MICT) or current annual self-inspection program, to include Self-Assessment Communicators (SAC) and updates within current program. The COR will validate all inputs and observations identified by the KTR.

Security Requirements Information Protection

KTR is integrated into governments Information Protection Program Mark, Handle, and Safeguard, Controlled Unclassified Information, and Classified Information Maintain Eligibility to Access Classified Areas (security clearance) Maintain SECRET Security Clearance

Industrial Security DD Form 254. The KTR shall comply with the DD254, attached to Section J of this contract.

Contract performance is restricted to the Federal installations and government facilities identified by the government in the DD254. The DD254 shall specify the classified information the KTR is required to know or access in order to perform tasks and services essential to the fulfillment of the contract, subcontracts, projects, or programs.

Facility Clearance. The offeror must possess, or acquire prior to award of a contract, a facility clearance equal to the highest classification stated on the Contract Security Classification Specification (DD Form 254) attached to the solicitation.

Foreign Ownership, Control & Influence. The KTR shall comply with 32 CFR Part 117.11, NISPOM and DoDMAN5200.22V2_AFMAN 16-1406 Volume 2, when foreign ownership, control, or influence exists within the company.

Security Requirements Personnel

KTR is responsible for processing background investigations for all employees requiring access to classified information. The Servicing Secuirty Activity will process investigations for process that do not require a National Security determination

KTR Notification. Servicing Security Activity at the installation will notify KTR results of trustworthiness determination

COR Notification. Servicing Security Activity at the installation will document credentialing determination. The KTR shall not have access to sensitive information, automated information system, or restricted areas until a final favorable determination is made.

Termination. If KTR personnel are terminated before the Government completes the Trustworthiness Determination, the KTR’s PM shall immediately forward written notice to the Servicing Security Activity at the installation with a copy of the notice to the respective Tab COR no later than one (1) workday after employee termination.

Security Requirements Physical Security

Installation Perimeter Access Control (KTR must be unescorted to perform duties).

Resource Protection and Integrated Defense (KTR must safeguard government property and any forms provided for KTR use). The KTR shall report all theft, vandalism, or destruction of government property/equipment.

USAF Restricted Area and Controlled Areas. See applicable regulations and installation Integrated Defense Plan.

Key Control: Develop plan to ensure keys are not lost or misplaced. Keys shall be recovered from personnel who no longer have a need to access secure areas.

Hazmat Spill notification and Response When the KTR causes or discovers a spill, release or leakage of any

HAZMAT substance, which includes but is not limited to: Petroleum, Oil, Lubricant (POL) fuel, waste oil, hazardous material, hazardous waste, Aqueous Film Forming Foam (AFFF) liquid, sewage, toxic gases or vapors, which could potentially damage or endanger the environment, or threaten public health or personnel safety.

If KTR can contain/control spill, w/out undue risk of injury, and w/out assistance from the base then the KTR shall:

If spill response creates risk to personnel then KTR shall:
