AFRCRS Pre-Proposal Conference 22 Sep 2010 0900-1030

0900- CMSgt Barnes welcomed all, provided introductions, and provided overview of PWS and rules of engagement for meeting.

0910- Opened session to clarification of questions posed/submitted on or before 17 Sep 10 cut-off

Question 11, posted on FBO 15 Sep. Clarified that the answer to question regarding 2011 goal was a number not dollar amount. Also clarified accessions (goal) was based on all accession types (Non Prior Service, Prior Service, and AD Air Force separates transitioning off AD directly to AFRC) In addition agreed to provide accession percentage by type for last year. PS Air Force- 56%, Prior Service Other Branches- 11%, Non Prior Service- 33%.

Question 13, posted on FBO 15 Sep. Regarding Electronic Lead Management System (LMS), clarified that contractor does not access system and load leads- leads are transferred electronically to the LMS from afreserve.com. Only Qualification Center personnel will actually access LMS.

Vol. 1 B. (2). e. Qualification Center Supervisor minimum qualifications clarified. Requested specific position name for Senior Recruiter equivalent for Active Duty and Air National Guard. Active Duty equivalent is Flight Chief and Air National Guard equivalent is Recruiting and Retention Supervisor.

Question #7, posted on FBO 20 Sep. Clarified pricing not required for “phase out” period during 60 day transition. Incumbent will carry all responsibilities of contract through final day of contract so no phase out period exists.

Question #14, posted on FBO 20 Sep. Clarified that RS will not have 2011 events schedule in place prior to award, will be up to agency to make recommendations for 2011 events program.

Clarified support vehicles require a minimum of 25 shows per year. The PWS Para. 3.4.b. will be amended to delete word “each”. Also clarified that any number over 25 shows per year does not affect firm/fixed pricing for coach operations. Clarified that normal events schedule for support vehicles is March-November of each year.

Clarified that event leads are currently gathered via electronic entry or lead cards. Clarified that the current use of Blackberry to load into afreserve.com is not necessarily what RS will do in future. It is up to agency to provide ways to capture event leads in proposal if it so desires.

There was discussion on award date and 60 day orientation period. The Government explained that based on current timelines, there may or may not be an orientation period. A contract extension request to allow for orientation period is being worked but there is no guarantee it will be approved. The Government will update as soon as we receive an answer regarding the extension request. Also clarified that the 60 day orientation period should be included in pricing so that playing field is level and that the price for the orientation/transition period (CLIN 0001) is included in the evaluation to calculate a Total Evaluated Price. An amendment to the RFP will be issued to change CLIN 0001 to an option CLIN.

Verified there will be no oral presentations, replaced by scenario based presentation

Also clarified that while scenario based presentation is included in the technical volume, it will not count against the 75 page limit.

Verified that there is not any geographic location requirement for the qualification center and further clarified that no part of the qualification center is located at headquarters.

Line item12 (Data Items) needs to have PWS paragraphs 3.6, 3.7, 3.11, and 4.1 added to reference. To be added by amendment to the RFP.

Clarified that all requirements of Public Service Announcement are contained in PWS Paragraph 3.3
