15 September 2010
1) Question: In 2004, it was a strong preference of the government that the media services of this contract should remain in-house to the prime contractor. Does this still hold true today?
Response: Yes, for effective span of control and client communication.
2) Question: Can the contracting office provide the 2009 & 2010 schedules of the Recruiting Support Vehicles?
Response: See Attachments 1 and 2
3) Question: Has a 2011 Recruiting Support Vehicle schedule been approved by the government yet? If so, can that schedule be provided?
Response: No
4) Question: If a change of contractors is required, will the incoming prime be provided with a pre-approved 2011 Recruiting Support Vehicle schedule, or will the Successor Contractor be expected to propose one during the mobilization/transition period?
Response: There is no pre-approved schedule. It will be the awardees’ responsibility to provide recommendations.
5) Question: Can the contracting office provide a list with value amounts of the GFE/GFP (Government Furnished Equipment/Government Furnished Property) that the contractor will be required to maintain, operate & insure in order to provide accurate pricing?
Response: There is no Government Furnished equipment/property.
6) Question: How many contractor personnel currently travel with each Recruiting Support Vehicle?
Response: There is one coach operator, who drives, sets up, maintains, etc.
7) Question: Can the contracting office provide current interior photos of the Recruiting Support Vehicles?
Response: What the current interior looks like is not relevant. The Government is looking for the contractor to give suggestions.
8) Question: What types of displays will contractor personnel be required to assist local recruiters in staging and assembling? Can photos of these displays be provided?
Response: It depends on what the contractor wants to propose. The Government is seeking new ideas.
9) Question: With reference to Section 3.4.b of the PWS, are new Recruiting Support Vehicle wraps or paint jobs expected to be included in the FFP unit price of Item No. X005, or is this a Cost Reimbursable item issued in a separate Task Order?
Response: This is a Cost Reimbursable item issued in a separate Task Order. The cost of operations for the vehicle is firm fixed price.
10) Question: Would any government-approved upgrades to the Recruiting Support Vehicles be issued on a separate Task Order, or is a budget allocation for upgrades expected to be included in the FFP unit price of Item No. X005?
Response: They would be issued on a separate Task Order. CLIN X005 is for operations only.
11) Question: What is the FY11 USAFRC accessions mission?
Response: It has not been released yet. The Government anticipates $10,500 - $11,500.
12) Question: What means does USAFRC (and/or its current contractor) use to collect leads at special events – either Local discretionary events or Sponsored events supported by the Recruiting Support Vehicles? Paper BRC? Electronic? Both?
Response: Both lead cards and electronic entry.
13) Question: If an electronic leads collection system is utilized, is the infrastructure management part of this contract, part of another contract, or managed internally by the government?
Response: The electronic leads system is managed by another contract and all support is either provided by that contractor and/or the government.
14) Question: Does USAFRC intend to continue its sponsorship of Action Sports Pro Tour, Monster Jam and Street League Skateboarding in 2011? If so, will these contracts be in place at the start of this new contract period,22 JAN 2011, or will these programs need to be evaluated and contracts negotiated (if applicable) by the successor contractor should the incumbent not be awarded this contract?
Response: The government is evaluating events of the past year and no definite decision for 2011 has been made. The government will consider all events that reach our target demographic.
15) Question: With reference to Attachment L-1.4.q, what support/execution responsibility does the contractor have with respect to Local discretionary events?
Response: Contractor support for local discretionary events is negotiated as a cost element of one of the cost-reimbursement CLINS, as required.
