1. Is the incumbent Blaine Warren Advertising considered a Small Business eligible to submit a response to the solicitation? The contractor is certified in Central Contractor Registration as a Small Business concern.

2. Please confirm that the Volume III Present/Past Performance is due on Sep 24, 2010 at 4pm.

This is correct.

3. On Page 80 of the solicitation, please clarify section L-1 (A) (7) (3) a) ACCESS – “each firm’s financial information will not be accessible amongst the team members”? If the offeror has joint venture or teaming arrangement in effect, the Government will not provide financial information of individual teams members to other team members.

4. For the Scenario based Presentation (Volume II Technical Proposal, Factor 2):

a. Is there is a specific recruitment goal (i.e. x number of aircraft mechanics and y # of aircraft pilots?) No

b. Is there a campaign timeline / flight-date range we should assume (e.g. 3 month campaign, 1 year campaign, etc.)? No campaign length specified- can assume 1 year

5. The RFP indicates, the respective volumes shall be submitted to AFRC/A7K, 255 Richard Ray Blvd, 31098-1635, Attention: Susan Forchette.” Is the missing part of the address as follows? Robins AFB, GA 31098-1637 Phone 478-327-1617 Email address: susan.forchette@us.af.mil? Yes

6. Does the on-base address accept overnight/air carrier (FedEx or UPS) shipments and/or are there special requirements or instruction in regard to package labeling, security review of the packages, or shipment in general? Yes to the first part of the question and no to the second part, except be certain to put Attention: Susan Forchette on the package.

7. CLIN 0001 is for mobilization/transition-IN. Does AFRC desire pricing for a transition-OUT period at the end of the contract? No. If so, into what CLIN should this be included? What specific requirements are desired for the transition out (materials, meetings, training, etc. to the new contractor)?

8. For Attachment L-5, is it correct that each past performance respondent should e-mail a completed questionnaire as instructed in “C. FAX/EMAIL COMPLETED SURVEY FORM TO:” in addition to Section L, Item D, instructions to verbally complete a Present/Past Performance Questionnaire when contacted via telephone by the Government.” And, if a faxed questionnaire is required, is it due by October 24? The questionnaire should not be faxed or e-mailed. The Government will be conducting phone interviews to complete the questionnaires.

9. Is the client authorization letter to be provided to all clients, regardless of whether they are commercial or government? It is only for commercial clients.

10. Section 3.2 of ATTACHMENT J-1, Performance Work Statement, identifies “Website Hosting (Interactive Media Products)” with some examples. Does the Air Force Reserve Command require hosting for http://afreserve.com/, other web properties, all their web properties, or just the “Interactive Media Products” and programs developed to achieve their recruiting goals? All web properties (www.afreserve.com www.get1now.us)

11. Does AFRC own already or is contractor sourcing brand new vehicles? Does AFRC want to own or lease? AFRC does not own vehicles/contractor owns or leases/ AFRC pays monthly F/F price for agency to supply and operate vehicles

12. What size motor coaches are desired? Do they have to be a large motor coach style? Space is limited, but trailers with drop downs and bump outs might provide a larger footprint; is this worth consideration? No size/type requirements, only that the vehicle meets outcomes stated in PWS

13. Driver is the agency expected to provide additional personnel for the events? If so, how many? On a ‘year round basis’: How many weeks of activation? Markets? Do we need to provide storage when in-active? No additional personnel required/ normal operations approximately March-November/storage required when inactive

14. Does the AFRC have a lead generation system that in use in the field at all events, or will the contractor need to provide this support? Currently use Blackberry linked to afreserve.com site

15. Are there specific states or jurisdictions where the AFRC is currently undermanned and can you provide the Air Force Specialty Codes (AFSCs) for those areas? Manning varies based on new and emerging missions, attrition, etc. Recruit for locations throughout the United States

16. For the Qualification Center Operations, how many total advisors and support staff were utilized to support telephone and electronic inquiries for the prior recruitment campaign? 15 e-advisors and 1 qualification center supervisor

17. Is there a specific city or location required or desired by AFRC for the physical location of the Qualifications Center? If so, where? No specific requirement

18. Are there any other experience requirements for advisors outside of what was already outlined in the RFP? No

19. What was the average handle time by inquiry type (incoming telephone and electronic inquiries)? Approximately 7 minutes for telephone and 5 minutes for electronic

20. Can you supply call and electronic inquires volumes by day, week, and month? Also, please provide any data on call spikes generated from local, regional, or other media airings; during holidays; and by other potential correlations/causes. Available data contained in PWS para. 3.5.a.

21. Can you provide more information on the nature of calls handled by the Qualifications Center? Customer service (looking for other numbers) and inquiries about Air Force Reserve

22. What is the source of the leads for the outbound calling attempts requested in the Qualifications Center section? Overnight calls, overnight web leads, JAMRS (DoD website) leads

23. Will the Qualifications Center be operational during Federal holidays or closed? Reference PWS Para. 9.0.a. and 9.0.b.

24. What are the Service Level Agreements (SLA) for the Qualification Center Operation’s response to incoming phone and electronic inquiries? Refer to PWS Para. 3.5.k.ii. Also, what are the SLAs for the outgoing outreaches (i.e. how long can a new lead age before outgoing outreach begins? No established requirement

25. Does the AFRC allow phone inquiries to queue for the next available advisor? If so, what is the desired queue threshold? No queue system currently in use

26. How are after-hours calls coming into the Qualifications Center desired to be treated? Based on agency recommendation and AFRC approval.

27. Is the AFRC open to automated notifications for outgoing outreach to supplement advisors’ calling attempts? We are open to any new ideas/recommendations that improve efficiency

28. How long is the advisor training, by topic (i.e. AFRC overview, LMS training, etc)? Does AFRC provide the training materials or is the contractor expected to develop the curriculum? Training is determined by agency but must meet AFRC requirements (advisors are fully trained on Qual Center Operations). AFRC/RSOT provides AFRC Lead Management User Guide

29. Are there any call or data recording requirements? If so, what is the storage retention for the voice and/or data video files? No requirements

30. For the Qualification Center Operations fulfillment activities, can you supply mail piece volumes by day, week, and month? Also, does the AFRC supply the fulfillment materials, envelopes, etc? What is the expected turnaround time for completing fulfillment requests? No requirement

31. Regarding the weekly reports, what is the desired delivery/format (i.e. secure FTP deliver, encrypted email, or SSL internet access)? Email

32. What software and hardware is required for the Qualification Center Operation? Determined by agency

33. How is the contractor connected to the AFRC Lead Management System (i.e. SSL data connection, dedicated T1 connection, etc)? Also, does the contractor need to purchase licensing to use the LMS? AFRC VPN No licensing purchase required

34. Is the LMS the vehicle to support chat and email interface and a knowledge database? Or, is the contracted expected to supply a desktop CRM to support chat, email and a knowledge database of FAQs? LMS does not support chat and email. Agency provides required chat and email capabilities.

H-2 Mobilization, paragraph (c), part 2. (Page 44) The RFP states that “the successor contractor will jointly work with the existing work force to assume full responsibility of all functional areas on the contract performance start date.”

a. Will the successor contractor be required to absorb existing labor force? NO

b. Who assumes the costs of existing work force transition? Refer to PWS Para. 3.10.

c. If the successful offeror has this responsibility, will labor costs for the existing work force be provided prior to bid? Does not apply 36.

Attachment J-1, section 3.4, (J-1, page 5) a. There is a perceived advantage to the incumbent contractor in regards to the cost of outfitting the Recruitment Support Vehicles. Is it the Government’s expectation that the vehicles currently in use will transition in the event of contractor turnover or are the other competing contractors expected to provide costs to fully develop and outfit additional vehicles? Current vehicles will not transition/ the outfitting of vehicles (paint/wrap/etc.) will be under separate cost reimbursable task order

b. What are the current staffing levels of contractor personnel (quantity and category) assigned to the Recruitment Support Vehicles and (based on the minimum 25 events per year) how many days per year are the current vehicles on the road and staffed? Currently staffed with one operator. Days on the road is based on fulfilling requirement of 25 events annually and will vary based on AFRC specific recruitment needs and agency recommendation.

Attachment J-1, section 3.5, (J-1 page 6) a. What are the current staffing levels (quantity and category) of contractor personnel assigned as Qualification Center advisors? 15 e-advisors and 1 qualification center supervisor 38.

In 2010, it appears that there were 3 Recruiting Support Vehicles activated according to

Attachment #1 of the Questions & Answers posted on 16 SEP 2010 – “Eli,” “Max,” and “Lion.”

Can you please confirm that the description in section 3.4 of the PWS is accurate and only two mobile Recruiting Support Vehicles are being requested to be activated and estimated in Line

Item X005 of this contract? Only two required any additional vehicles at agency discretion but F/F pricing remains the same 39.

Can the contracting office provide the Air Force Reserve Style Guide (or Air Force Style Guide if the same)? We are looking for the an electronic version to upload to FBO 40.

Do subcontractors need DCAA certification? No 41.

As it relates to the special events, what are AFRC’s main PR goals? Driving attendance to special events, increased visibility or key message pick-up? Or all of the above? All of the above 42.

Is there collaboration between the Air Force and Air Force Reserves’ PR teams? If so, to what extent? None

43. On page 83, it is noted that one of the goals of the creative task for a new fighter aircraft mission in Omaha is to “increase general awareness in the population about the existence of the Air Force Reserve Command”. Can you elaborate on why the Air Force Reserve Command desires more general awareness? Is this for community relations or for some other organizational goal in that market? As stated in scenario document there 2 primary goals: This campaign should be primarily geared toward generating awareness of the Air Force Reserve in this area and generating leads for aircraft mechanics and pilots. This interest would be quantified by an increase in the quality of Leads and Accessions in the Nebraska area. The second goal of this campaign would be to increase general awareness in the population about the existence of the Air Force Reserve Command.

On page 82, we are instructed that our scenario based presentations should “depict the quality of intra-agency relations including how the account group works with the creative staff”. Are there particular issues the Air Force Reserve has encountered in the past that you wish to avoid? Are there particular bits of evidence of quality intra-agency relations you are looking for? No current issues- no specific bits of evidence, desire to see that there is a strong working relationship/synergy between account management and creative.

Has there been any consideration given to extending the deadline for submission of the responses? No 46.

With reference to Section M.1.a. of the PWS, can the contracting office provide the Government’s definition of a “joint venture”? 13 CFR 121.103(h) defines a joint venture as an association of individuals and/or concerns with interests in any degree or proportion by way of contract, express or implied, consorting to engage in and carry out no more than three specific or limited-purpose business ventures for joint profit over a two year period, for which prupose they combine their efforts, property, money, skill or knowledge, but not on a cointinuing or permanent basis for conducting business generally.
