HISTORICAL DATA

1. The Air Force Reserve Command met its recruiting goals for the last 9 years. The recruiting successes can be attributed to increased advertising dollars, additional recruiters, recruiting offices and resources. It is projected that without an aggressive and effective advertising program, the recruiting difficulties of the past will reappear.

2. Several factors have contributed to recruiting challenges. There has been a cultural shift away from the desire for military service. Fewer and fewer parents, educators, civic leaders, politicians, and other groups of people have a previous connection or affiliation with the military. There are fewer veterans around to mentor and influence today’s youth to consider military service. To a great deal today, the American public knows little about the Air Force or the Air Force Reserve. Most Americans support the military, but from afar. Another factor is the anticipated decrease in advertising dollars over the next 5 years. Finally, a recent poll shows that over 80% of American youth, age 17-29 have stated they are unlikely or definitely not going to serve in the military.

3. Advertising Budget: The advertising budget for the basic contract period (22 Jan 11 through 21 Jan 12) is estimated to be $17.3 million. The out years’ budget is estimated to be approximately $20 million per year. All budget estimates are contingent upon approval of the Congressional Budget.

4. Workload Data Per Year:
