RFI/Questions and Answered

RFI # Div Spec Dwg Trade Question Answer

1 DGG General Information

Block 13d. on the SF1442 states offerors are to hold their proposal for 30 days for government acceptance. Attachment 8 Section L, page 5 of 9, states that offers must remain valid for 60 days from the closing date.Block 10 on the SF 1442 states proposals must remain valid until 30 September 2022. Please clarify this discrepancy.

See Modification 0001 to the solicitation issued: correction to SF1442 from 30 days to 117 days, Attachment 8 will state: 30 Sep 2022/117 days

2 DGG Attachment 8

Attachment 8, paragraph 5 on page 6 of 9 states, “Offerors shall provide a letter from the offeror’s financial institution(s) authorizing the PCO to verify the offeror’s financial responsibility.” Restated, the letter from the Offeror’s financial institution will authorize the government to verify the offeror’s financial responsibility? Shouldn’t this letter come from the Offeror authorizing their financial institution to verify its financial responsibility with the government?

See Attachment 8 Amendment 1 for changes/instruction regarding financial letter attachment 7.

3 DGG Attachment 7

The instructions surrounding the completion of Attachment 7 Financial Institution Reference Sheet are contradicting.1. Attachment 8 – Section L, paragraph 5 on page 6 of 9 states, “Offerors shall submit Attachment 7, Financial Information Request to their respective financial institute.

Instruct you[r] firms financial institution to complete the document and return the entire completed document directly to the CO and CS…no later than seven (7) days prior to the date listed in SF 1442 Section A, Block 13.a” 2. Midway through the first page of Attachment 7, instructions provided in ALL CAPS state, “DO NOT COMPLETE THE INFORMATION

BELOW. IF YOUR COMPANY IS SELECTED AS THE POTENTIAL AWARDEE,

THIS FORM WILL BE SENT TO EACH OF YOUR FINANCIAL INSTITUTIONS

FOR COMPLETION.”Question: Is the completion of Attachment 7 a pre‐ or post‐award requirement?

Per Attachment 7, please complete the "TO BE COMPLETED BY THE CONTRACTOR" portion. See Attachment 8 Amendment 1 for changes/instruction regarding financial letter attachment 7.

4 DGG Proposal

Attachment 8 Section L Table 1 Proposal Volume instructs offerors to, “provide a blank subtab for the Bonding Information Request” in the proposal. Bonding information is typically documented via letter from the surety that states the individual and aggregate bonding limits for the Offeror. Please confirm that it is acceptable for Offerors to include the bonding letter in its Volume 1 proposal

Yes. Bonding letter in Volume 1 is Acceptable

5 DGG Attachment 8

Attachment 8 – Section L Volume Organization (page 4 of 9) states, “The proposal shall consist of one (1) volume as set forth in Table 1, Proposal Volume.” However, the referenced table shows four distinct volumes. Are Offerors to include Volumes I‐IV in a single Volume (i.e., a single PDF document titled Volumes I‐IV), or should each volume be submitted as separate, individual PDF files/volumes (Volume I.pdf, Volume II.pdf, Volume III.pdf, Volume IV.pdf

As stated in Section L : The entire "Proposal Volume" which consist of Volume (I, II, III, & IV) shall be one (1) entire Proposal Volume.

Due to Government email file size limits, we will accept individual volume submissions to ensure we recieve each volume mentioned in Attachement 8 table 1. Both methods (method 1. One Proposal Volume consisting of Volume I, II, III, IV or method 2. each separate Volume I, II, III, IV) will be acceptable.

Solicitation Line Item

In attachment #4, page 4 of 12In the solicitation, page 5 of 70. Under “line item 0006 Bid Option 05. The last part of the paragraph after the word “offices” reads “in lieu of lighting control panels for these areas included in the base bid”. Is this to mean there will be a centralized master lighting control panel located somewhere in the building? Can you please provide a single line diagram of what the customer wants in the base bid and in the bid option 05? The description of the alternate isn’t clear.

Unfortunately the 934th does not have a single line diagram to provide. The base bid would include only local dimming options at the switch with no lighting control system/panel.

Regarding line item CLIN 0006: Bid Option 05: If it is selected, the contractor would provide lighting control panels that would allow for the lights to be operated via photocell, timer (scheduled on/off) local occupancy sensors, and local low voltage override switches.

The lighting control panels should be interconnected to control all lights throughout the facility.

9 DGG Attachment 8

Section L Subfactor 1 requires the FIN Stack DDC installer to have three years of documented integration experience. We are finding that this experience requirement is limiting participation from local and otherwise very qualified subs and we have yet to successfully vet a DDC Fin Stack installer, for the B807 project, using those experience parameters. The local DDC subcontractor we are currently working with has done most the BAS work at the 934th Air Base over many years and is interested in participating here. They are J2 FIN Stack trained but lack the three years of integration experience. To encourage competitive participation, please consider removing the three years of integration experience for the FIN Stack DDC installer as a proposal requirement and, instead, allow subs that are trained J2 Innovations FIN Stack DDC installers, to participate in the project.

Please see addendum #1

16 LSBlack

Per paragraph 3.4.3 CQC Personnel, CQC specialists are required to be employed by the general contractor and shall not have any other duties.

Please confirm that the government intends for the design builder to carry this administrative burden.

The SSHO may serve as the SSHO and QC manager, but the SSHO may not serve as the Superintendent. Regarding CQC personnel and specialists, these positions are not required but can be provided at the contractors discretion. No other roles are required to be filled other than the Superintendent, QC manager and SSHO.

It appears from the plans that the entire building and its systems will be affected by the planned construction and that keeping portions of it operational will require substantial temporary services that are not defined in the documents. Please clarify occupancy intent. Is it the govt going to want to occupy an area after a Phase is complete?

It is intended that portions of the building will be occupied during construction and that those areas should remain functional as much as reasonable possible. It is understood that certain utilities (electrical, water, fire protection, HVAC, etc.) will need to be shutdown for the entire facilities and that it unavoidable. The desire is to keep the kitchen occupants operable as much as reasonable by consolidating shutdowns and completing necessary shutdown work to a definite period of time to keep the utilities operable as much as reasonable.

27 1 G‐009 Phasing

Please reference Sheet G‐009 Note 1, which states that “Kitchen areas which are not part of the phase work must remain operational.” This statement appears in conflict with the Phasing Plan, as all kitchen areas on the plans are within phased work areas. Please clarify intent

Are we supposed to provide for Bid Option 05 a new lighting control system independent of each phase? Or are they supposes to control all light no matter where?

For CLIN 006: Bid Option 05: Please provide lighting control panels.

The base bid does not include the lighting control panels and would provide new LED lights and compatible manual dimmers with the same existing wiring. If CLIN 006: Bid Option 5 is selected the contractor would provide lighting control panels that would allow for the lights to be operated via photocell, local occupancy sensors, and local low voltage override switches. The lighting control panels should be interconnected to control all lights throughout the facility regardless of contruction phasing.

100 Subfact IV LSBlack Qualification

Subfactor IV wants us to provide evidence of training for the Monaco FA and MNS: Subfactor 1: Qualifications and prior experience identifying at least three (3) years’ experience of related work: retrofit projects and specifically Monaco fire alarm & mass notification, and J2 Innovations Fin Stack direct digital controls. Provide valid training documentation for at least one expected Monaco installer and documented J2 Innovations Fin Stack software integration with an existing central control system.

On a past project, a similar requirement was encountered and the following RFI was formulated to explain why this requirement could not be met and provided a solution. Please consider this issue and solution for this project: Per section 28 31 76, 1.7.1.4 states, “The fire alarm installer shall be factory trained in the installation, adjustment, testing, and operation of the equipment specified herein and on the drawings.” The fire alarm supplier’s (Monaco) business practice is to provide technical assistance via its tech support over the phone and online and they do not require contractors to be factory trained. Per Monaco, they do not have a list of local installers for each base. They stated they work with all fire alarm installers and do not require certification to install its panels.

Another option the fire alarm contractor (ECSI) tried was reaching out to FEC group. FEC is a group of electrical contractors around the country and ECSI contacted them to see if anyone has worked with Monaco and knows any factory trained contractors. In two months, they have not received any good feedback so it doesn’t seem like this will be a solution. Lastly, ECSI received information that a current employee did a large installation of Monaco fire alarm systems for the Air Force with a former employer and was put in contact with the technician who did the installation. Per conversation with the technician, they were not factory trained and did h i ll i i d i i i hi d
