RFI/Questions and Answered
RFI # Div Spec Dwg Trade Question Answer
1 DGG General Information
Block 13d. on the SF1442 states offerors are to hold their proposal for 30 days for government acceptance. Attachment 8 Section L, page 5 of 9, states that offers must remain valid for 60 days from the closing date.Block 10 on the SF 1442 states proposals must remain valid until 30 September 2022.
Please clarify this discrepancy.
Modification to the solicitation will be issued: correction to SF1442 from 30 days to 117 days, Attachment 8 will state: 30 Sep 2022/117 days
2 DGG Attachment 8
Attachment 8, paragraph 5 on page 6 of 9 states, “Offerors shall provide a letter from the offeror’s financial institution(s) authorizing the PCO to verify the offeror’s financial responsibility.” Restated, the letter from the Offeror’s financial institution will authorize the government to verify the offeror’s financial responsibility? Shouldn’t this letter come from the Offeror authorizing their financial institution to verify its financial responsibility with the government?
See Attachment 8 Amendment 1 for changes/instruction regarding financial letter attachment 7.
3 DGG Attachment 7
The instructions surrounding the completion of Attachment 7 Financial Institution Reference Sheet are contradicting.1. Attachment 8 – Section L, paragraph 5 on page 6 of 9 states, “Offerors shall submit Attachment 7, Financial Information Request to their respective financial institute. Instruct you[r] firms financial institution to complete the document and return the entire completed document directly to the CO and CS…no later than seven
(7) days prior to the date listed in SF 1442 Section A, Block 13.a” 2. Midway through the first page of Attachment 7, instructions provided in ALL CAPS state, “DO NOT COMPLETE THE INFORMATION BELOW. IF YOUR COMPANY
IS SELECTED AS THE POTENTIAL AWARDEE, THIS FORM WILL BE SENT TO
EACH OF YOUR FINANCIAL INSTITUTIONS FOR COMPLETION.”Question: Is the completion of Attachment 7 a pre‐ or post‐award requirement?
Per Attachment 7, please complete the "TO BE COMPLETED BY THE CONTRACTOR" portion. See Attachment 8 Amendment 1 for changes/instruction regarding financial letter attachment 7.
4 DGG Proposal
Attachment 8 Section L Table 1 Proposal Volume instructs offerors to, “provide a blank subtab for the Bonding Information Request” in the proposal. Bonding information is typically documented via letter from the surety that states the individual and aggregate bonding limits for the Offeror. Please confirm that it is acceptable for Offerors to include the bonding letter in its Volume 1 proposal
Yes. Bonding letter in Volume 1 is Acceptable
5 DGG Attachment 8
Attachment 8 – Section L Volume Organization (page 4 of 9) states, “The proposal shall consist of one (1) volume as set forth in Table 1, Proposal Volume.” However, the referenced table shows four distinct volumes. Are Offerors to include Volumes I‐IV in a single Volume (i.e., a single PDF document titled Volumes I‐IV), or should each volume be submitted as separate, individual PDF files/volumes (Volume I.pdf, Volume II.pdf, Volume III.pdf, Volume IV.pdf
As stated in Section L : The entire "Proposal Volume" which consist of Volume (I, II, III, & IV) shall be one (1) entire Proposal Volume. Due to Government email file size limits, we will accept individual volume submissions to ensure we recieve each volume mentioned in Attachement 8 table 1. Both methods (method 1. One Proposal Volume consisting of Volume I, II, III, IV or method 2. each separate Volume I, II, III, IV) will be acceptable.
