A5. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been
Q6. According to amendment 5, provided page limitations are not enough for proposal package. Our drawings are already 110 pages. Also design analyses page numbers are over the limitations. Is it possible to add attachments, catalogs, brochures as digital copy with in CD? Otherwise the limitations are not enough to complete successful proposal package for us.
A6. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been
Q7. There are some page limitation of MOCK design package but our design drawings are only 132 pages without other attachments. How we could delete these pages so that all these pages create the design package and all of them related with each other’s. Also BOD is part of design package and our A&E company provided us about 400 pages and page cannot be eliminated. Otherwise, package loses their integrity.
A7. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been
Q8. There is no information regarding the rest of requested documents like “Quality management plan, Schedules, Method of installing Pile foundation,……” . How many pages are going to be provided? Amendment 5 does not give any information about page numbers for other requested documents?

A10. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been
Q11. It seems that the page limitation is still not enough the design its self is 112 pages and we have been informed that we are only allowed 60 pages is there a possibility to increase these pages? If the pages are reduced the design will not be an acceptable 65% and will not be fully for filled according to the MACC design Guide. This could cause elimination from the tender for not providing an acceptable 65% design.
A11. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been
Q12. Is there a possibility in removing sub factor 1 page limitation eliminate it and possibly increase the rest of the limitation to a more workable limit.
A12. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been

A13. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been
Q14. The new amendment page limitations seem like it is only for the design side of the solicitation. Will all the specified items only be for design? If so there is no allocation for the construction side of the MOCK project. Please verify where you require us to present these CV, Diplomas etc. and how many pages you allocate for the construction side.
A14. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been
Q15. Amendment #5 shows the page limitation list, however Subfactor II – Quality Management Plan and Subfactor III – Schedule is not included in the list at all. These two Subfactors will be minimum 100 pages alone other than the list mentioned. Design Review Checklist (INC-1104) is also not included in the list which is requested in Subfactor I-2-a (please consider another 60 pages for this only). Could you please revise the page limitation list and include these as well?
A15. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been
Q16. The page limit for drawings has been set to 60 pages in the amendment. However, we already have the drawings ready. To revise/change the drawings according to what is now being requested is not reasonable/applicable for such a complex project design. In order to be able have a proper proposal ready we will an increase to the page limit by another 60 pages (will need it to be approximately 120 pages). Could you please reconsider this?
A16. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been
Q17. A lot of details have been requested to be included into the BOD according to Q&A10 which include calculations and some other details. There is no possibility to limit the pages to 110 for 65% Design BOD of such complex project. We kindly request an increase for the page limit of this (approximately 450 pages).
A17. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been
Q18. Materials Data/Catalogue Cut Sheets have been requested to be included in the BOD.
It’s been separated in the page limitation list and have been limited to 25 pages. We will need to provide them for mechanical, electrical and architectural items and 25 pages is not sufficient to include all these disciplines. We kindly request an increase for this as well (approximately 100 pages).
A18. All documentation required to be submitted under Section L, Para. 1 (c)(i) has been
Q19. Is there a possibility in receiving an extension as the questions and answers are still not clarified? Of course all competing company’s would have started the packages however there are adjustments which need to be done and answer which still require to be answered in order comply with the tender.
A19. There was an extension posted until 3 October 2018 and no other extensions are contemplated.
Q20. The solicitation package stated that submit Past performance Questionnaire. Who is the Government representative to submit PPQ for completed projects with USAFE, 39 CONS under previous MACC/IDIQ contracts for evaluation? Please inform us. Are we going to provide PPQ with proposal or are we going to send as an email before proposal due date?
A20. The PPQs completed with the items 1-7 shall be provided with the proposal, they will not be submitted to any Government representative to be filled out. Offerors shall complete items 1-7, and the rest of the document will be completed by the US Government.
Q21. Can CPARS evaluation reports be used instead of PPQ?
A21. No
Q22. The Evaluation Factors for Award, note on page 48 of 49 states that the past performance of the offerors will be evaluated to determine acceptability. However on the "Note" paragraph it is stated that no past performance or non-relevant performance shall be evaluated as "Unknown Past Performance" and considered acceptable. Please clarify.
A22. If any offeror does not have any past performance or non-relevant past performance, it won’t be held against them, and, they shall be given the acceptable rating.

A23. Evaluation pages will be completed by the US Government.
Q24. If we have CPARS evaluation reports for our past projects which we will include in the proposal, shall we still fill-in the questionnaire?
A24. You have to fill-in the questionnaire, CPARS reports are not going to be accepted.
Q25. Volume III – Past Performance / v – states “offeror will complete only items 1-6 and return the Past Performance Questionnaire (PPQ) as provided in Section J of this RFP for up to 5 projects. The remainder of the PPQ will be completed by the raters and not by potential offerors.” Does this mean that we will complete our section and add that to our proposal and you will send the rest of to the raters after or are we supposed to send the remainder of the PPQ to the raters to be completed before we add it to our proposal?
A25. Offerors shall complete items 1-7, and the rest of the document will be completed by the US Government. The PPQs completed with the items 1-7 shall be provided with the proposal.
Q26. Can we submit min 50% completed on-going project under this section as mentioned past performance section in Volume III. Please verify.
A26. Yes.
Q27. The solicitation package section 52-215-1 Addendum, 2.a.ii states that “Complete the necessary fill-ins and certifications in RFP sections F through K, the offeror shall submit only those pages that require a fill-in. IAW FAR 252.204-7004 System for Award Management (SAM), all offeror's shall be registered in the SAM Database.”
There are not any sections to be filled in RFP sections F through K in the SF1442.
Please advise.
A27. Please see Section L, Para. 2(a)(ii)
Q28. Section 18 of the SF1442 states “The offeror agrees to furnish any required performance and payment bonds.” What is required from us to be written here?
A28. Performance and payment bonds are not required.
Q29. Attachment 2, TO instructions under Bank letter states “ The total contract price is Total Contract Value Pursuant to the contract, the contractor must provide security in the amount of 100% of the total contract price for timely and satisfactory performance of the contract.” The bank letter amount is %15 of the total contract price under current MACC contract. It seems very high. Please confirm.
A29. Bank Guarantee Letter provided as Attachment 2 with this solicitation is just a
“sample”, it’s required after award of task orders. The percentage would be based on the task order amount.
Q30. Will any information other than company name and contact information be redacted in Volume II?
A30. Yes, any information that could identify the company that is submitting a proposal (for example: company logo, watermarks, etc.).
Q31. Volume I – Contract Documentation / i – states “Complete blocks 14, 15, 17, 18, 19 and
20 of the SF 1442.” Block 18 of the SF 1442 states “18. The offeror agrees to furnish any required performance and payment bonds.” Could you please clarify what is requested here as there isn’t any part to complete?
A31. Performance and payment bonds are not required.
Q32. Section M-2-a-ii-3 (Subfactor III – Schedule) mentions ‘recommended period of performance’ for offeror intends to meet, however any recommended period of performance is not indicated in RFP or any other contract documents. Please clarify.
A32. No recommended period of performance for mock project was stated in the solicitation.
The recommended period of performance will be the proposed period of performance provided in RFP Section L Para. 2(b)(v).
Q33. Volume I - Contract documentation is limited 10 pages. Are the amendments counted in 10 pages? Are we going to submit Section B under volume I? (No price will be submitted under this solicitation package. Or are we going to write none or N/A in section B) Which sections/pages will be specifically submitted under this volume?
Please clarify.
A33. Page limit is adjusted. The amendments are counted and must be signed, however, page limitation is adjusted. Section B will be submitted, but no price information shall be provided. A through M will be submitted, but, Section B shall not reflect price information.
Q34. Is the requested Quality Control Plan under Subfactor II – Quality Management Plan going to be a general one for all kind of projects or a specific one for the mock project?
A34. Quality Management Plan shall be general in nature, not just specific to the mock project; however, it needs to address the mock project for these items: tests, org chart.
The QC plan should also discuss how the offeror will manage multiple projects at once.
Q35. Is the organization chart requested in Subfactor II – Quality Management Plan 1/a going to include specific names of the personnel with the titles and other information or just the title of the positions and other information? We understand that the organization chart will show the positions in general for MACC contract without names and the names of the personnel who are working on the mock project will be stated in Subfactor IV – Relevant Experience / Key Personnel. Could you please clarify this?
A35. Specific names, titles, and other info must be included on the org chart, and all documentation provided in Subfactor IV shall match with the information on the org chart provided in Subfactor 3 (Quality Management Plan).
Q36. Under Subfactor II- Quality Control Plan is requested. From what we understand is that we will provide only one Quality Control Plan and that will be a general Quality Control Plan with only some sections (tests, organization chart and definable future of work) written according to the Mock Project. Could you please confirm if this is correct? And if not, please clarify.
A36. Yes, your assumptions are correct.
Q37. Subfactor II – Quality Management Plan, 1 – states “…the demonstration shall provide the government with no doubt that the offeror understands how to manage a quality control/quality assurance program.” As far as we know, the quality control is done by the contractor and then the quality assurance is done by the government. Is this correct or if not, are we requested to do the quality assurance program as well?
A37. No, it is not correct. Quality control and quality assurance are the responsibility of the offeror. Detailed guidelines on how to conduct a quality assurance program are in the MACC specifications.
Q38. Subfactor II – Quality Management Plan is requesting us to provide a Quality Control
Plan in item 1, however at the end of the paragraph it is stated that minimum the following shall be included: a – An Organization Chart & b – A Narrative description of the organization structure. According to this are we supposed to provide a Quality Control Plan or shall we just provide the Organization Chart and Narrative?
A38. The Quality Management Plan shall include an organizational chart, and a narrative description of the organizational structure; it also needs to address the other elements described in Item RFP Section L Para. 2(b)(iv)(1.).
Q39. According to Q&A item 16, Offerors shall provide discussion in the BOD for requirements described in Vol II, i, ii-1 through 4, iii-1, and iii-2. But, most of the requirements described in Vol II, i, ii-1 through 4, iii-1, and iii-2 are related with construction process and/or offeror’s capability. BOD (Basis of Design) shall include only design related requirements. Please clarify.
A39. BOD is for design related items, construction items should not be addressed in BOD.
Q40. The solicitation package page 33 of 49 (Amendment 0001 page 8 of 14) Sub factor II Construction Capabilities states that “Offerors shall submit a minimum of three (3) up to a maximum of five (5) relevant construction projects as the prime contractor that best demonstrates experience on relevant projects similar in size, scope, and complexity to the projects proposed for this MACC”
A40. Subfactor II - Construction Capabilities has been removed from the solicitation.
Q41. There are duplicated requirements in solicitation package such as asbestos removal plan
(in two different sections), past performance requirements (in two different sections).
We are confused for proposal submission system. Please clarify.
A41. Both of the duplications stated in the question above were removed in amendment 0005.
Q42. The Mock project, Cost estimate (INC-1101) is requested in page 32 of 49 (Amendment
0001 page 7 of 14) . On the other hand no price will be submitted under solicitation package. Please clarify.
A42. Item description, unit of measure, quantities, and man hours shall be submitted on the
INC-1101 by the offerors.
Q43. IAW the Q& 6, 8; Shop drawing will be eliminated but that section (mentioned in Q6, Q8, Q9) includes “ The drawings” instead of “shop drawings” so that that drawings are provided in Design package. Are we going to assume that all of them is to be referenced like “ x drawings in page x of 132 at Mock design” or going to add that pages once again. Requested drawings will be already provided in MOCK design drawings.
A43. Shop drawings are not required.
Q44. Amendment-5 requires “INC 1106 Submittal Register” to be included in the submission set. On the other hand Amendment-5 downsized the specifications submission to only include table of contents. As known, submittal register table requires specifications to be completed and can be reviewed together (In order to fully complete INC 1106, the information should be referenced from the specifications). Please confirm that INC 1106 is not required or please define the format of requested INC 1106 (what information should be included since there won’t be specs).
A44. Offeror shall prepare submittal register items, based on the offeror’s best judgement of what documents, plans, materials, tests, etc. that need to be approved by the government. References to specifications are not mandatory to provide as the Government already has them.
Q45. The design team will be composed of designers, checkers and reviewers according to
Attachment 1-MACC General Spec.3.5. Resume and diplomas for Designers will be submitted with technical proposal. And also, checkers and reviewers will be assigned as QA team. Please clarify, will resumes and diplomas for all QA team be submitted with proposal in accordance with subfactor IV - Relevant Experience/key personnel item-c.
A45. A separate set of resumes are required for the design team and the checker team. The checker and the designer cannot be the same person. The reviewers shall be either the owner of the company or the owner of the offeror’s AE company.
Q46. Design Reviewers shall be company owner according to "Attachment 1-MACC General
Spec.item-3.5 Quality Assurance-Design". We are planning to work with a A-E firm for this project. Please clarify is mentioned company owner A-E firm's owner or Contractor firm's owner?
A46. The reviewers shall be either the owner of the company or the owner of the offeror’s AE company.
Q47. Please clarify what is the content of the "Construction Management " ? Is it cover project manager, site superintendent,QC Manager,QC personnels,SSHO? If yes ,will resumes and diplomas for all Construction Management team be submitted with proposal ?
A47. Submittal of a resume and diploma is only required for the construction site manager.
Q48. Will resumes and diplomas for all CQC personnel be submitted with proposal according to "Attachment 1-MACC General Spec.3.4.3. CQC Personnel" . If yes, page limitation will not enough for resumes and diplomas.
A48. See Question 48.
Q49. Will we be providing in sub factor 1 iii.1 management approach for design and construction and ii.2 narrative and materials for design and construction? In the answers and question they are requested it to be in the BOD. then this will mean that it is only design. The schedule provided is it a combination of design and construction or just construction? If combined what phases of design will there be 65%, 95% final design?
A49. Management approach and narrative and materials shall be provided for both design and construction. BOD is for design related items, construction items should not be addressed in BOD. Project schedule needs to include both design milestones (65% , 95% and final, even though the offerors are requested to provide 65% design only for MOCK project) and construction (up until close-out) phases of the project.
Q50. Amendment 5, Subfactor IV item 2.b requested experience please confirms if they are only A&E.
A50. This is not for only AE. It applies to the offeror and any AE firms that will be utilized.
Q51. Under Subfactor I ii, iii, iv still request drawings, these drawings will be provided in the design. Please clarify the request.
A51. In Subfactor I, project deliverables are listed as 2.a.ii, 2.a.iii, and 2.a.iv. This is the first and only place in the solicitation where the offerors are being asked for drawings. All of the drawings requested in these sections shall be submitted by the offerors, in order to be considered technically acceptable.
Q52. Could you please clarify Subfactor IV - Section 2.e regarding the “construction-only” statement? Why is this requested from an A/E firm?
A52. This item only applies to the construction site manager, who shall have construction experience with design-build projects, construction only projects, or both.
Q53. Is there a maximum limit of dollar amount for the relevant experiences requested in
Volume II – Subfactor II (Construction Capabilities)? It is stated to be $750,000 or greater, however are we able to include the projects which are more than a million dolars? We do not want to be rated as not relevant. Also in Volume III – Past Performance it is stated that “…magnitude of at least $100K…” is there a maximum limit for this as well?
A53. Subfactor II (Construction Capabilities) is removed from RFP, but, there is no maximum dollar amount, only minimums for the requirements described in Subfactor IV Para. 2 and Volume III.
Q54. In Subfactor IV – Relevant Experience/Key Personnel, we understand that it will be mock project related. However, it is not clear to us if 1 / a & b are requirements for design engineers or construction engineers. Could you please clarify?
A54. This applies to design engineers and the construction site manager.
Q55. In Subfactor III – Schedule, it is requested to provide a schedule for the Mock Project.
However, the Mock Project is requested to be a 65% Design Drawings but to be able to start construction the design needs to be 100%. Therefore, we will show the design period 100%. Could you please confirm if this is correct? If not, please clarify.
A55. Project schedule needs to include both design milestones (65%, 95% and final, even though the offerors are requested to provide 65% design only for MOCK project) and construction (up until close-out) phases of the project. Project schedule shall be provided in the formats as stated in Subfactor III Para. 5, and shall not indicate any price information, including progress payment.
Q56. In Subfactor III – Schedule, item 6 states that offeror is requested to provide a narrative report with a Preliminary, Initial and each Periodic Update of the Project Schedule as the basis of the Progress Payment request. In MACC Proposals we have submitted until now, we provided a Progress Schedule (AFF 3064) for Progress Payment request and also provided a Project Schedule (MS Project or equal) for the Grantt Chart which is what’s requested in Item 5. However, as far as we understand in Item 6, a Project Schedule (MS Project, Primavera or equal) is requested which also includes the Progress Payment request all in one. This is causing a conflict between the two Items (5 & 6). Could you please clarify?
A56. The offerors shall provide the narrative report, as discussed in Subfactor III, with a more detailed analysis of the progress schedule and Gannt chart than the schedule and Gannt chart submitted in Item 5. Therefore, the two items (5 & 6) are both required.
For example, the Gannt chart in Item 5 is a snap shot in time, but the Gannt chart in Item 6 must show early and late start dates that would still meet the hypothetical contract completion date, based on total float calculations of the two most critical paths.
Offerors are expected to describe current and anticipated problem areas or delaying factors and their impact on the project and corrective actions taken or required to be taken to keep the project from exceeding the performance period. The offerors should assume that problems and delays are all contractor related, not government related.
Q57. A16 states “Offerors are responsible for project deliverables outlined in Vol II, iii-2a.
Offerors shall provide discussion in the BOD, as necessary, for requirements described in Vol II, i, ii-1 through 4, iii-1, and iii-2.” Most of these items are about construction of the project and we believe they should not be included into the BOD as that is about the design of the project. Could you please re-evaluate and clarify this answer?
A57. BOD is for design related items, construction items should not be addressed in BOD.
Q58. Designer’s resumes, diplomas, certifications etc. are requested to be provided in
Subfactor I-2-a-i-2 as well as Subfactor IV-1-a,b,c,d and Subfactor IV-2. Could you please correct this duplication? Or if we misunderstood please clarify.
A58. Offerors shall submit only one copy of each key personnel’s resume and diploma in the
Diplomas, Certificates and Resumes section of their proposal. If the personnel has dual roles, the same information requested can be referenced from other sections of the proposal.
Q59. Subfactor III-6 states “Provide a Narrative Report with the Preliminary, Initial, and each
Periodic Update of the project schedule, as the basis of the progress payment request.”
According to this, are we requested to provide 3 separate schedule? For Initial and Periodic Update schedules are we required to assume that the project has already started? If 3 separate schedules are requested, please consider minimum 50 pages for only schedules and the remaining 2 weeks will not be enough for this requirement.
A59. Project schedule needs to include both design milestones (65%, 95% and final, even though the offerors are requested to provide 65% design only for MOCK project) and construction (up to close-out) phases of the project. Project schedule shall be provided in the formats as stated in Subfactor III Para. 5, and shall not indicate any price information, including progress payment.
Q60. According to Q&A’s, we understand that all the items in Subfactor I-ii,iii,iv,v shall be included in Subfactor I-2-a Project Deliverables. Could you please confirm if this is correct? If not, please clarify. And please add more page numbers for these items.
A60. Yes, Subfactors I-ii,iii,iv,v are included in Subfactor I-2-a Project Deliverables
