STATEMENT OF SERVICES (SOS) FOR DESIGN OF

“MOCK” PROJECT

This project will NOT be awarded

1. Scope

1.1 General: The work covered by this Statement of Services consists of furnishing all professional services, plant, labor, equipment, appliances and material, and performing all necessary travel and services to compile engineering data, to furnish plans, specifications, detail drawings and cost estimates for the project described in Para. 1.2.B, to the U.S. Government that will enable a contractor to construct a complete and usable facility within the scope of this project. The services to be performed and project documents to be provided to the U.S. Government shall be in accordance with the applicable requirements as described in the attached MACC Specifications.

1.2. A Project No.: LJYC XX-XXXX

1.2. B Project Title: Repair Upgrade Swimming Pool

1. Project Intent: Design “mock” project to renovation of main pool & wading pool, 923,925, 926, outdoor pool water circulation system equipment area and pool snack bar area (Pool Facilities) complete with all related accessories as described in the below Statement of Services. Provide all labor, materials, and equipment necessary to demolish, furnish, erect, design and install all items listed below in accordance with Unified Facilities Criteria (UFC 1-200-01) and other applicable UFC’s at http://www.wbdg.org/, International Plumbing Code (IPC), Uniform Mechanical Code (UMC), National Fire Protection Association (NFPA), National Electric Code (NEC), Occupational Safety Health Administration (OSHA), Turkish Occupational Safety Health Law (ISGK 6331), Architectural Barriers Act (ABA), Turkish Standard Institute (TSE) Regulations, MACC specifications, Engineering Technical Letters (ETL’s), Air Force Instructions (AFI) and United States Military Standards (MIL), Architectural Compatibility Guide (ACG) – Incirlik A.B.

&GSUs and Turkish Local Codes. The contractor is responsible for identifying differing site conditions to the government in writing. Adhere to all construction codes that are in standard use on Incirlik Air Base, and which govern work to be executed under this project. The contractor is also responsible for providing overall well working facilities and including items, which may not be specifically stated but are essential to the construction of such facilities. Any changes suggested by the contractor to the statement of work require approval from the contracting officer, before acceptance is given for a recommended change.

1.1. Statement of Services:

1.1.1. Architectural

1.1.1.1. Renovate the existing pool area and Bldg. 925. Bldg. 923 shall be demolished complete with its structural system, walls and roof. New mechanical building shall be constructed to accommodate the new pool water circulation system equipment and the disinfection system storage. Existing fiber glass roof system shall be replaced with tensile membrane roof system in the Pool Snack Bar Area. Install new bar counter in the Snack Bar Area.

1.1.1.2. Remove the existing ceramic tiles of the main pool, wading pool and pool surrounding area.

Pool ladders and diving stand shall be removed. New glass mosaic tiles shall be installed inside the pool complete with waterproofing, tile adhesive, side accessories, channel tiles, corner tiles, handles and PVC drain gratings. Pool surrounding area floor shall be covered with proper type.

Accordingly to prevent the bacterial. New ladders shall be installed where existing ones located. New dive stand with handrails shall be installed in the pool area.

1.1.1.3. Existing steel canopy which covers the existing mechanical equipment shall be removed. Bldg.

923 shall be demolished with its structural system. New mechanical building shall be constructed where Bldg. 923 and the mechanical equipment canopy located. Design adequate space for the water circulation system and the disinfection system storage. New building shall be concrete reinforced building with CMU walls. Provide pitched roof to drain the rainwater complete with gutter and downspout systems. Exterior wall which looks at the pool side shall http://www.wbdg.org/ be cladded with new stone wall panels complying with the pool concept design. Rest of the exterior walls shall be plastered with painted textured plaster. Brick masonry screening shall be cladded with new stone wall panels.

1.1.1.4. Existing perimeter parapet walls shall be removed with the existing wire mesh fences. Design and construct new concrete parapet walls, fence systems and gates complying with the pool concept design. Interior side of the parapet walls shall be covered with new stone wall panels.

1.1.1.5. Renovate Bldg. 925 complete with wall covers, floor covers, changing cabinets, lavatories, closets, urinals, showers, kitchen cabinet, windows and door. Existing wall and floor ceramic floor tiles shall be replaced with new ceramic tiles. Replace existing laminated cabinets with new compact laminated cabinets. Install new lavatories with countertop. New ceramic toilets, shower trays and urinals shall be installed, replacing the old ones. Install new laminated MDF kitchen cabinet, granite countertop and stainless steel sink complete with accessories. Fill the gaps between roof and exterior walls with mineral wool. Interior side of the exterior walls shall be covered with new gypsum walls. Install acoustical sealant between exterior wall panels and the existing roof. Exterior wall which looks at the pool side shall be cladded with new stone wall panels complying with the pool concept design. Rest of the exterior walls shall be cladded with cement board complete with painted textured plaster. Existing fence windows shall be removed and replaced with new aluminum windows. Install new metal fire exit doors. Existing ceiling shall be painted in the interior. Replace existing lockers with new lockers. Existing fascia of the roof shall be painted.

1.1.1.6. Existing steel canopy and fiberglass panels shall be removed in the Pool Snack Bar Area. New PTFE fabric tensile roof shall be installed with new structural system in the Pool Snack Bar Area. Install new bar counter in accordance with the pool concept design.

1.1.1.7. Renovate Bldg. 926 with wall covers, floor cover, lavatory, window and door. Existing floor ceramic floor tiles shall be replaced with new tiles. Install new lavatory complete with sink and cabinets. Existing window shall be replaced with new aluminum window. Install new metal exit door. Interior walls and ceiling shall be patched and painted.Exterior walls which look at the pool side shall be cladded with new stone wall panels complying with the pool concept design. Rest of the exterior walls shall be plastered with painted textured plaster. Existing fascia of the roof shall be painted.

1.1.1.8. Provide 3d visual presentations which clearly express the materials to be used for the buildings, pool area and landscape.

1.1.2. Civil

1.1.2.1. Design, construct, re-fabricate and renovate the existing in-ground swimming pools, utility buildings, areas for pool related activities in a manner to guarantee safety of users comfort and ensure adherence to the USA standards Approved American National Standards (ANSI) American National Standard for Water Quality in Public Pools and SPAs (ANSI/APSP-11 2009) in regard to chemical balance, general operations and at least currently condition.

1.1.2.2. Remove and dispose of existing utility room (Bldg.923) complete with all accessories at locations as shown on the reference only drawings. Demolition operation shall comply with the requirements of NEPA 241, NFC and all other applicable US & TURKISH government regulations.

1.1.2.3. Design and construct new utility rooms complete with piled mat type foundation, reinforced concrete wall, foundation sub drainage, frames, beams, slabs, shear walls, insulation, stair, columns within the effect of dead load, live load, environmental loads (wind, earthquake, snow, etc.), mechanical requirements, etc.

1.1.2.4. Repair all cracks at the concrete surface of pools after removal works.

1.1.2.5. Replace/repair the concrete surface around the pool if damaged during the removal of the existing system.

1.1.2.6. Replace all damaged slabs, full slab replacement of concrete pavements shall be done from existing joint to existing joint.

1.1.2.7. Existing fence walls complete with foundations shall be removed around the pools. Design and construct new concrete parapet walls with foundation for new fence construction. New fence areas shall be decided to enclose the pool and utility rooms so that there is sufficient amount of space for pool related activities and emergency response and to prevent unauthorized entry to the pool area.

1.1.2.8. Design and provide at least two means of entry/exit located to serve both the shallow and deep portions of the pool.

1.1.2.9. Site buildings to minimize rerouting of utilities. Utilities cannot remain under building slabs or sidewalks. Any existing utility that remains under the new facilities shall be relocated by the contractor.

1.1.2.10. Design and provide concrete foundation and concrete pad for new mechanical equipment.

Foundation systems shall be designed to meet IBC 2006, Chapter 18 “Soils and Foundations”.

1.1.3. Mechanical

1.1.3.1. Remove existing pool water circulation system; circulation pumps, chlorination system, boilers, burners, fuel tank, fuel piping, heat exchangers, condense & expansion tanks, filtering system, vacuum system, drainage system, overflow system, water filling system complete with all related accessories for Swimming Pool Facility. See reference Attachment-1 As-built drawings and Attachment-2 Photos for existing water circulation system.

1.1.3.2. Remove existing waste water system, domestic water system with all associated accessories of Building 923,925, 926, outdoor pool water circulation system equipment area ,pool snack bar area.

1.1.3.3. Remove existing air conditioning and ventilation system equipment complete with all accessories of Building 923, Building 925 and Building 926.

1.1.3.4. Design, provide and install new pool water circulation systems for main pool and wading pool complete with all accessories in accordance with UFC 3-230-02 Water Supply Systems, DIN standards, TS 11899 (Turkish Standard Institute), AFI 48-114 (Air Force Instruction), AFOSH Standard 48-14 (Air Force Occupational Safety and Health), NSPF (National Swimming Pool Foundation) and other Air Force Standards. The new pool water circulation systems of main pool and wading pool shall be separately. The design criteria’s of new pool water circulation system are specified as below;

Design criteria’s of new pool water circulation system:

Pool water temperature: 72 °F – 82 °F

PH : 7.10

Free chlorine: 0.55 mg/l Bound chlorine: ˂ 0.2 mg/l Material to use: PAC + sodium bisulfate + sodium hypochlorite Redox : ˃ 750 mV Killing duration of E coli bacteria: ˂ 2 sec.

1.1.3.5. The minimum requirements of main parts (components) for the new pool water circulation system are identified as below;

Filtration System Circulation Pump System Disinfection System:

Dosage System Automation System Pool Water Heating System Under Water Lighting System

1.1.3.6. Design, provide and install adequately sized PPRC pipes complete with all related accessories for new pool water circulation systems.. Conduct pressure tests of new pool water circulation system lines in accordance with UFC 3-230-02 Water Supply Systems, UFC 3-420-01 and UPC-Uniform Plumbing Code.

1.1.3.7. Design, provide and install adequately sized waste water system complete with all related accessories for back wash water of filtering system & other drainage water of the pool water circulation system and connect existing drainage manhole.

1.1.3.8. Design, provide and install adequately sized domestic hot/cold water system for bath house (Building 925), building 923, building 926 and other all required pool facilities.

1.1.3.9. Design, provide and install adequately sized waste water system for bath house (Building 925), building 923, building 926 and other all required pool facilities complete with all accessories.

1.1.3.10. Design, provide and install new air conditioning, fresh air and ventilation systems for bath house (Building 925), building 923, building 926 and other all required pool facilities complete with all accessories in accordance UFC 3-410-01 Heating, Ventilating, and Air Conditioning Systems and ASHRAE handbook.

1.1.3.11. All required work and equipment shall be designed and installed in accordance with latest edition of ASHRAE Standards, NFPA Standards, UMC-Uniform Mechanical Code and UPC- Uniform Plumbing Code. HVAC System shall be tested by an independent certified testing agency and test shall be in accordance with ANSI/ASHRAE 111 practices for measurement, testing, adjusting, and balancing of building heating, ventilation, air-conditioning, and refrigeration systems and ASHRAE handbook-HVAC Applications, Chapter 38 testing, adjusting and balancing and ASHRAE Standard 202: Commissioning Process for Buildings and Systems

1.1.3.12. Existing 2 each sheet gaskets of boiler connection and tar paper roof of the Building 923 contain asbestos containing materials (ACM). When required, the isolation, repair or removal of ACM will be conducted IAW FGS-T Chapter 15 and the IAB Asbestos Management and Asbestos Operations Plans. ACM shall only be sampled, tested, repaired and removed by authorized, certified and experienced personnel. Prepare Asbestos Removal and Work Plans.

1.1.4. Electrical

1.1.4.1. Remove existing power, control and automation system, interior and exterior lighting system, communication system and fire alarm system components and panels complete with wiring, conduits and all accessories, for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area ,pool snack bar area) complete with all accessories.

1.1.4.2. Remove existing main-distribution, MCC, DDC, sub-distribution panelboards complete with main feeder cables for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, pool snack bar area) complete with all accessories.

1.1.4.3. Remove cabling between transformer substation (TR3) and MDP complete with main circuit breaker in TR3 for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area) complete with all accessories.

1.1.4.4. Design, provide and install new proper size power feeder cable between transformer substation (TR3) and MDP in new concrete encased PVC duct line and new manholes complete with all accessories for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area).

1.1.4.5. Design, provide and install new MDP, sub distribution panels and automation system panels complete with all associated accessories for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area).Main circuit breakers and surge protectors shall be in separate compartment in the panelboards.

1.1.4.6. Design, provide and install new LED type interior and exterior lighting system for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area) with light fixtures, dimmer switches, LED exit lights, LED emergency lighting, light switches, dual type occupancy sensors complete with new wiring and EMT conduit IAW latest UFC 3-530-01.

1.1.4.7. Design, provide and install new power system complete with 220V duplex receptacles, wiring and conduits with all required accessories for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area) and new pool water circulation system equipment.

1.1.4.8. Design, provide and install new proper sized type cable between main-panelboard and new sub-panelboards with new conduit or cable tray complete with all accessories for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area).

1.1.4.9. Design, provide and install new automation system with new panels for new pool water circulation system for main pool and wading pool complete with all accessories. All swimming pool water circulation systems and other related systems shall be operated and monitored with new automation system (computer).

1.1.4.10. Design, provide and install new COMM data cabinets, racks, and patch panels complete with conduits, cables, power circuits, grounding and all required accessories for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area).

1.1.4.11. Provide and install new grounding systems (communication, electrical, foundation) complete with all required accessories for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area).

1.1.4.12. Design, provide and install new quad communication outlets complete with new CAT6 cables and EMT conduit/cable trays IAW 39 CES Premises wiring standard and UFC 3-580-01 for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area).

1.1.4.13. Design, provide and install new power and control system for new air conditioning, fresh air and ventilation systems for bath house (Building 925), building 923, building 926 and other all required pool facilities complete with all accessories in accordance UFC 3-410-01 Heating, Ventilating, and Air Conditioning Systems and ASHRAE handbook.

1.1.4.14. Design, provide and install new power and control system for package type air to water heat pump unit complete with all accessories.

1.1.4.15. Provide and install new sound system complete with conduits, cables and all accessories.

1.1.4.16. Design, provide and install new combined type addressable fire alarm and mass notification system for the entire swimming pool facility parts (Building 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area). New design shall meet or exceed latest UFC 3-600-01, UFC 4-021-01 and NPFA 72 standards.

1.1.4.17. Design complete with 3D modelling, provide and install new lightning protection system and counterpoise conductor for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area) in accordance with UFC 3-575-01, NFPA 780/2017, AFI 32-1065_SUP and TS EN 62305.

1.1.4.18. Provide detailed risk assessment report in accordance with NFPA 780/2017 edition for the entire swimming pool facility parts (Main Pool & Wading Pool, 923,925, 926, outdoor pool water circulation system equipment area, pool snack bar area).

1.1.4.19. Perform grounding test with fall of potential three probes method. The test shall be performed by authorized testing company in accordance with NFPA 780/2017 edition and submitted for review to CO’s representative in base standard form.

1.1.4.20. Provide and submit computerized load analysis, load flow, short circuit, voltage drop, and arc-flash analysis and calculations for power system IAW UFC 3-501-01.

1.1.4.21. New electrical panel shall meet EN 61439-1 and EN 61439-2. Enclosure shall be 2 mm thick baked painted sheet metal also it shall be factory assembled “ABB”, “SIEMENS”, “MERLIN GERIN” or equal.

1.1.4.22. Design, provide and install new fire alarm system in accordance with UFC 3-600-01.

01.
