Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint
SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
EVALUATION
BASIS FOR AWARD
M-1
1. Basis for Contract Award. This is a Lowest Price Technically Acceptable (LPTA) source selection conducted in accordance with FAR Part 15. The Government intends to award a minimum of two (2) with a target of four (4) IDIQ contracts from proposals deemed to be the best value to the US Government. The Government will award a task order in the amount of the minimum guarantee to each IDIQ awardee at the time of basic contract award for a post-award conference.
Awards may be made to the offerors who are deemed responsible in accordance with the FAR Part 9.1, as supplemented, whose proposals conform to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and are judged, based on the evaluation factors and subfactors, to represent the lowest price technically acceptable proposals. While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.
M-2 EVALUATION FACTORS
1. Evaluation Factors and Subfactors. The following evaluation factors and subfactors will be used to evaluate each proposal. The Government will evaluate proposals for acceptability, but will not rank the proposals by the non-price factors or subfactors.
Factor 1: Price Factor 2: Technical
Subfactor 1: Quality Control Plan
Subfactor 2: Technical Capability
Subfactor 3: Schedule
Factor 3: Past Performance
a. Contract Documentation: In order to be considered for award, proposal must fit guidelines outlined in section L of this solicitation titled: Part I – Contract Documentation.
b. Price: Prices will be evaluated for completeness, reasonableness, and balance IAW FAR 15.305(a)(1) and FAR 15.404. Offerors will be required to provide a total unit price for each item and for each contract period within the Bid Schedule based upon the total combined amount (base year and (4) option periods). This amount will be shown in block 22 of the SF 1442. Only offers in United States Dollars (USD) currency will be accepted. Additionally, pricing for each seed project is to be provided on the cost breakdown documents (INC 1101). The individual breakdowns may be used for further evaluation to assist in price comparison with proposed items listed on the Bid Schedule. This will ensure identical pricing rates are being used on the three (3) seed projects and Bid Schedule.
i. The Bid Schedule will be evaluated for balance by selecting the listed twenty (20) line items as well as randomly selecting 20% of the remaining line items for evaluation. The random 20% will be produced using http://www.randomizer.org/form.htm. In an effort to avoid redundancy, the government will randomize 30% via the website and skip over any number generated that corresponds to the 20 high use items already identified.
a. Listing of 20 High use Items
Item Number
Description

c. Technical Factor. The Government’s technical evaluation team shall evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, unawardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
TABLE 1 - TECHNICAL RATINGS
Rating
Description
Acceptable
Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable
Proposal does not clearly meet the minimum requirements of the solicitation.
The proposals shall be evaluated against the following technical subfactors.
i. Subfactor 1 - Quality Control Plan: This subfactor evaluates an offeror’s QCP IAW Section L, Technical Subfactor 1. This subfactor will be met when the offeror’s QCP and approach for the seed projects successfully demonstrates the requirements of the 2012 Specifications for Roads and Grounds ID/IQ Contract Section 01 45 04.00 10 para 3.2.1 (Page. 87, “Content of the QCP”).
ii. Subfactor 2 – Seed Projects: This subfactor is met when the Offeror successfully demonstrates the contractor’s capability to manage all resources required to meet the requirements for all three seed projects IAW Section L. The offeror’s progress schedule for all major construction elements shall be provided on both the AF Form 3064 or equivalent and a Gantt chart with all milestones annotated with actual dates and a line graph.
d. Past Performance Factor: To be considered acceptable, the proposal will be evaluated on recency and relevancy. This rating is based upon information provided by the offeror or information obtained from any other sources that are deemed recent and relevant.
i. Recency Assessment. An evaluation of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing (at least 50% complete) or must have been completed within the past three (3) years from the date of issuance of this solicitation. Past performance information that is not recent will not be evaluated.
ii. Relevancy Assessment. The US Government will conduct an evaluation of all recent performance information obtained to determine the degree of relevance in regards to magnitude and complexity.
1. Complexity. Relevancy in regard to complexity will be evaluated based on, but not limited to, similar work relating to performing road construction/repair.
2. Magnitude. Relevancy in regard to magnitude will be evaluated based on contracts/projects with a value of $3M annually or an aggregate of contracts/projects totaling $3M.
The US Government will use the following definitions when evaluating past performance:
RATING
DESCRIPTION
Acceptable
Based on the offeror's performance record, the US Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown. (See note below.)
Unacceptable
Based on the offeror's performance record, the US Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable."
1. Award Process. The Government intends to award to the lowest priced, technically acceptable offeror with an acceptable past performance rating. The Government reserves the right to hold discussions at any point during the evaluation. The evaluation process is as follows:
a. Price: The Government will first evaluate all proposals for price, ranking the offerors from lowest to highest total proposed price. A price fair and reasonable determination will be made on the apparent successful offer prior to award.
b. Technical: The lowest price proposal will then be evaluated for Technical Acceptability. Proposals must be rated “Acceptable” for all technical subfactors in order to be determined technically “Acceptable”. If the lowest priced offeror’s technical proposal is “Unacceptable”, the next low offeror’s technical proposal will be evaluated, continuing until an offeror with an “Acceptable” technical rating is identified.
c. Past Performance: The lowest priced, technically “Acceptable” offeror’s past performance will be evaluated. The Government reserves the right that if the lowest priced, technically “Acceptable” offeror’s past performance is determined to be “Acceptable”, the evaluation process will stop and the award will be made to that offeror.
d. Award of Seed Projects: As past performance and technical has been evaluated, award of the seed project will be based upon the lowest evaluated price.
2. The government will award minimum of two (2) with a target of four (4) IDIQ contracts to offerors whose proposals represent the lowest price, technically acceptable offers with acceptable past performance. Award shall be made to those offeror’s without further consideration of any other offers, unless further evaluation is determined to be in the best interest of the Government.
