About this file
This document contains questions and answers regarding a solicitation for family housing maintenance services on military bases in Germany. The solicitation seeks maintenance of housing units, landscaping, playgrounds, and waste removal across installations in Kaiserslautern, Landstuhl, Ramstein, and Kapaun. Estimated quantities, material costs, and definitions of terms like "aesthetically pleasing" are provided. Clarification is given that exterior painting requirements will not be separated into different line items based on building type or height. The incumbent contractor is advised that it should not expect an unfair competitive advantage for phase-in costs.

RFP
RFP CLINs – Pages 3 -27

3 PWS PWS, p. 36, paragraph 3.2
The PWS states, "The contractor and the COR shall conduct a joint review of the current inventory of all material and the contractor shall sign a receipt for all material provided by the Government. The contractor shall contact the COR for assistance in scheduling this inventory appointment within the first week of the performance start date and complete the inventory within 30 calendar days of performance start date." Question:
QUESTION: Is it the Government's intention that no joint inventory between the incoming Contractor, incumbent Contractor, and the Government will be performed during the phase-in period?
Procedures for inventory of material/equipment are as described in PWS paragraph 3.2.
4 PWS PWS, p. 7, paragraph 1.3
The PWS states "The contractor shall provide COM on the housing units to repair or replace any damaged or incompatible components to provide a housing unit that has all components in good working order, is aesthetically pleasing, and is clean. QUESTION: Please provide clarification as to the Government's definition of "aesthetically pleasing".
It is what a prudent person would consider pleasing. However, for further clarification the forthcoming Amendment will be changed to read “pleasant appearance” instead. Appendix 2 and 2b include details of the work required.
5 PWS N/A
It was stated that the quality standards shown at Vogelweh, Bldg. 1425B during the site visit would differ to the quality standards stated in the PWS. Can the Government provide more details on the quality standards of the yard/outside works of the townhouse?
Information regarding quality standards and information for yard/outside work can be found in paragraph 1.4.6 of the PWS.
6 PWS N/A
What is the process regarding warranties when items were bought by the current contractor? How will the process/transfer for/of the warranties be between one contractor to another?
Appliances are Government property, therefore warranties are attached to the appliance not the contractor. Also, please refer to paragraph
1.9.9. of the PWS.
7 PWS Appendix 6e ORA Maps
What is the exact amount of playgrounds on Vogelweh/Kapaun, Landstuhl and Ramstein?
Landstuhl-5, Ramstein 15, Kapaun 2, Vogelweh 26
8 N/A N/A Can floor plans be provided?
Additional floor plans are provided with this posting. Also, please refer to the draft solicitation documents/Q&As for floor plan examples.

Specific information regarding handling of utility services can be found in paragraph 3.5 of the PWS as well as in Appendix 12.
Telephone and internet cost will be at the contractor’s expense.
10 RFP CLIN X017AA
The Government has provided a Material cost placeholder of 450,000 Euros in the base year, with the amount increasing each option year. Will the Government provide actual housing maintenance material costs for the previous three years?
The approximate total material costs for FY16, FY17 and FY18 was €1.6M.
11 RFP Addendum to FAR 52.212-4
In reference to the addendum to FAR 52.212-4, which states that increases and decreases of the quantities specified in the pricing schedule are considered within the scope of the contract, will the Government please clarify that when additional work within the 30% is necessary/ordered, a modification to the contract will be made by multiplying the contractor’s proposed unit price by the quantity of the additional work required, The contract resulting from this solicitation will be a requirements contract with estimated quantities. The estimated quantities will not be modified each time there is a deviation. The reference to the 30% increase/decrease is added to satisfy the contract scope considerations as required by AFFARS 53.43.102-90.
which will equate to a new CLIN subtotal price?
12 PWS Service Summary
In the previous contract the Service Summary for COM Cleaning/Maintenance defined the performance threshold as “No more than 5 unsatisfactory inspections per month.
Corrections shall be completed same day before 1400.”
The Service Summary Performance Threshold in this RFP states: “No more than 5 failed inspections per month.” Request the Government clarify if the intent was to delete the “corrections shall be completed same day before 1400” or if it should remain as part of the performance threshold.
Government’s intent was to delete the 1400 additional inspection from current contract.
Also refer to paragraph 1.3.1.4 in the PWS.
13 RFP CLIN structure
A single unit rate is required for ‘Exterior Paint’ and a single unit rate is required for ‘Repair and Paint Exterior Insulation/ Masonry’.
It is noted that buildings vary in height and therefore the equipment and effort required to safely carry out the works will significantly vary based on the building. During the site visit, it was evident that several taller buildings (stairwells) had deteriorating cracking facades and paintwork. However, without a complete condition report of each building, it is difficult to realistically balance these cost into one unit rate based on repair works likely to be required.
Could the CLIN for Facade painting/insulation repairs be split in to 2 x CLINs in order to allow a more accurate costing for works to be provided for high level works (where a Cherry picker would have to be utilized) and Low level works (where work can be completed up to head height without the need for a platform or through use of a mobile scaffold for heights up to an including 4m)?
Alternatively this could be done based on building type as is the case for COM CLINS. If the CLIN is not split down, offerors will be forced to provide an inaccurate calculation
As evident by the estimated quantity, exterior painting in comparison to interior painting is negligible, therefore no separate CLIN will be added.
14 RFP Phase-In NSP is allocated against Phase-In and a statement made that offerers are to factor this in to their main
It cannot naturally be expected that an incumbent contractor will have an unfair pricing (should any costs be allocated against this).
It is naturally to be expected that a company who will incur costs for the required eight week period of Phase-In on a project will require to factor this in to their bid pricing. This however provides the incumbent with an unfair advantage. It is requested that this is taken in to consideration and an amount either be allocated for the Phase-In (should it not be the incumbent that receives the contract award) or an amount be placed against the offer of the incumbent to show that pricing has been completed fairly.
Could the Government advise how the Phase-In requirement will be equally considered for the incumbent and potential successor Contractors?
competitive advantage based on not separately pricing Phase-In, as past experience has shown that an incumbent contractor may have phase-in costs as well, therefore, the NSP for Phase-In will remain unchanged.
Attachment 1, Appendix 1, Page
Second to last column with heading “UGS”
The acronym term UGS is not identified elsewhere in the RFP or PWS. Since this column has values, will the Government identify its meaning and spell out this term?
This acronym does not mean US Government.
The referenced acronym in Appendix 1, second to last column with heading “UGS” is a typo and meant to read “UGC”. “UGC” is identified in the Acronyms list in Appendix 8a and means underground container. This typo will be corrected with award of the contract.
